Transfer of Health & Care Transformation Programme from Cabinet Office to Department of Health and Social Care

As of 1 April 2024, the Health and Care Transformation Programme will transfer from the Cabinet Office to the Department of Health and Social Care following approval by Tynwald in November 2023. The budget for the Health and Care Transformation Programme (the Transformation Programme) will continue to be ring-fenced and the Transformation Programme will continue to deliver the recommendations of the Sir Jonathan Michael’s Health and Care Review Report.  

Why has the Transformation Programme moved?

A decision was made by the Cabinet Office that the work being undertaken by the Transformation Programme would better align the Projects with ongoing improvement work already underway by the Department of Health and Social Care, this would allow for improved collaboration and working relationships with Manx Care, Public Health and Treasury.

Will the transfer affect any of the work the Transformation Programme currently does?

No, there will be no impact on the delivery of the Transformation Programme, the transfer is simply a transfer of ownership and responsibility from that of the Cabinet Office to that of the Department of Health and Social Care and only affects the Transformation Programme in terms of how, who and when they will report following 1 April 2024. The governance of the Transformation Programme will be aligned with that of the Department of Health and Social Care’s governance structures.

The work currently being undertaken by Projects within the Transformation Programme will continue as usual with a view to completing the recommendations in Sir Jonathan Michael’s report. Tynwald re-affirmed their commitment to the recommendations at November Tynwald and Health and Care Transformation is identified as a key Strategic Programme under the Island Plan.

Background

Following Tynwald's approval of the Treasury Minister's motion on 16 January 2018, the Council of Ministers commissioned Sir Jonathan Michael to chair an independent review of health and social care on the Island.

Our projects

The Transformation Programme is being carried out by a dedicated team having transitioned on 1 April from under the Chief Executive (Isle of Man Government) within the Cabinet Office to joining the Department of Health and Social Care, the Programme continues to work closely with Manx Care, Public Health and the Treasury.

Our structure

The Health & Care Transformation project is managed through the Transformation Programme Management Office. There is also a Transformation Board and a Political Board.
