Welcome to the Department for Enterprise. The Department has a key role to play in the achievement of the Programme for Government’s stated intention to be an Island of Enterprise and Opportunity and we recognise that supporting economic development is of strategic importance for the Island’s future growth and prosperity. The Department’s mission is aligned with these outcomes and objectives: to create an environment, through innovation and collaboration, where the economy thrives.

To deliver this mission, we are currently restructuring and refocusing the Department, ensuring that we have a strong strategic policy function, maintaining our three distinct registry functions, reinforcing our dedicated motorsport team and creating four Executive Agencies, built around a partnership model, engaging and supporting the Island’s diverse industries and tourism sectors.

The strategy and policy function will understand, propose and oversee economic development opportunities. This function will lead on broad research, horizon scanning, competitor and market analysis and economic insights, with valued input from an economic policy advisory panel (a think tank), which will comprise of Isle of Man thought-leaders. The strategy and policy function brings together professionals from business intelligence, marketing, finance, governance, and corporate services, creating a significant pool of talent and knowledge underpinning all service delivery to our current and potential customers. 

Although outwardly focused, the Agencies will work collaboratively across the Department and most notably with, Enterprise Support and the Department’s marketing team. Collectively, we will be working hand in hand with the private sector, growing real businesses, generating real jobs and real opportunities for the Island. 

Enabling business development through strong relationship management and providing access to financial assistance for on-island businesses, entrepreneurs and innovators through our Enterprise Support activities are already core to our value proposition. We will be providing further relocation and concierge services to existing off–island businesses, start-ups and high net worth individuals wishing to relocate to a safe, secure, vibrant and internationally respected jurisdiction.

Alongside the Executive Agencies and support functions, the Department is the lead agency for the promotion, organisation and delivery of the TT and Festival of Motorcycling. The Motorsports team is small in size but it has an extensive array of cross government and external stakeholders, plus a large number of committed and valued volunteers, without whom the road races would not take place.

The Department is also home to the Aircraft Registry, Central Registries (Civil, Companies, Land and Deeds), the Public Records Office and The Ship Registry. Our Registries deliver outstanding service for which they are globally recognised and well respected.

The completion of the current transition to a fully functioning Department for Enterprise will enable us to work effectively towards the achievement of our vision:

to be a forward thinking, valued partner, supporting Island businesses and people to fulfil their potential.
