The Cabinet Office Department Plan for 2025-26 focuses on accelerating digitisation to improve public services for Island residents and businesses, and to reduce costs.
The department is leading the cross-government Efficiencies and Change Programme and, through the Government Transformation Service, will increase the use of new technologies and AI tools.
A priority is the digitisation of 25 public services to support service improvements and greater productivity and efficiency across government. The Cabinet Office will also improve its own productivity, in particular by supporting adoption of Microsoft Co-Pilot.
Cabinet Office department priorities to September 2026 include:
- Concluding the Area Plan for the North and West
- The Isle of Man Strategic Plan as a framework for development and other land use across the Island
- Continued support to deliver affordable homes through the Housing and Communities Board
- Implementing the Human Tissue and Organ Donation Act 2021
- Delivering a Child First Policy
- Continued improvement in the Office of Human Resources
Minister for the Cabinet Office, David Ashford MHK, said:
‘The Cabinet Office Department Plan for the next 18 months focuses on clear priorities and target improvements and, because Cabinet Office sits at the heart of government, we will continue to provide policies and services that make a difference to the everyday lives of people across the Island.
‘In the last year these have ranged from matters such as migration, housing, and land use planning, and tackling issues that matter to our community as they arise. For example, we delivered changes such as the Vaping Products Act 2024, and urgent legislation that protected vulnerable gas consumers from disconnection in the winter months.’
Delivery of Our Island Plan is also driven by the Cabinet Office, which works to ensure the effective development, coordination and implementation of plan priorities.
The Cabinet Office Department Plan was received by Tynwald on Tuesday (15 July 2025).
