Financial Sanctions: Guinea and Somalia

On 30 May 2014 the following Orders came into operation –

  • European Union (Guinea Sanctions) (Application) (Amendment) Order 2014 [SD 2014/0205]
  • European Union (Somalia Sanctions) (Arms Embargo, Etc) (Amendment) Order 2014 [SD 2014/0203]

The amendment of sanctions in respect of the Republic of Guinea involved the application in the Island of Council Regulation (EU) No 380/2014, which has the effect of lifting the general arms embargo and the embargo on the supply of equipment which might be used for internal repression.  These embargoes were lifted by the European Union with effect from 15 April 2014.

The amendment of sanctions in respect of Somalia involved the application in the Island of Council Regulation (EU) No 478/2014 of 12 April 2014.  This Council Regulation modified the conditions for the provision of financing, financial assistance, technical advice, assistance or training related to military activities.

Regulations which provide for the enforcement of the sanctions, for obtaining and exchanging information, the issue of licences and for offences and penalties for breaches of the sanctions have also been amended accordingly.
