The Treasury requires institutions to –
- check whether they hold any accounts, funds or economic resources for the persons included in the above list in this news release, and any lists subsequently issued adding to or amending that list;
- freeze such accounts, funds or economic resources;
- refrain from dealing with such accounts, funds or economic resources, or making them available to listed persons – unless permitted to do so by a licence from the Treasury;
- report any findings to the Treasury, together with any additional information that would facilitate compliance with the Council Regulation;
- provide any information concerning the frozen assets of such persons as the Treasury may request, which may be passed on to, for example, other regulatory authorities or law enforcement agencies.
The Treasury may issue a licence under certain circumstances set out in the Council Regulation that would permit dealing with funds or economic resources that would otherwise be prohibited.
