Importation and Exportation of Cash in the Post

With effect from 1 June 2013 the provisions of the Cash in Postal Packets Act 2013 come into operation.

From that date the provisions of Part VA of the Customs and Excise Management Act 1986 that require the declaration of cash sent or taken into or out of the Island will also apply to cash sent in postal packets.

The provisions apply to cash in excess of €10,000 (or the equivalent in other currencies), and includes notes and coins in any currency, postal orders and cheques of any kind, including travellers' cheques (but excluding cheques drawn on a British or Irish bank). New powers will allow Customs and Excise to ask the Post Office to detain and open a postal packet where there are reasonable grounds to suspect it contains undeclared cash, for the Post Office to detain such cash and for it to be seized by Customs and Excise should it not then be properly declared.

The necessary declaration form C9011 MAN, and an updated version of the Public Notice 9011 MAN, will be placed on the Customs and Excise website.

Also from 1 June, new powers in the Proceeds of Crime Act 2008 will be available to the Police and Customs and Excise that will allow them to ask the Post Office to detain and open any postal packet where there are reasonable grounds to suspect it contains cash which is the proceeds of unlawful conduct, or is intended for use in unlawful conduct. Any such cash, over £1,000, may then be seized.
