Our Island Plan

Safety and Security Declarations required for all EU imports from 31 January 2025

Wednesday, 29 January 2025

Any goods imported from the EU to the Island will require safety and security declarations from 31 January 2025.

From 31 January 2025, any goods imported from the EU to the Isle of Man must be covered by a safety and security declaration (also known as ‘entry summary declarations’ or ‘ENS’) as the waiver will no longer apply.

Most goods are imported via the United Kingdom first and in those instances an ENS will be required for when it arrives into the United Kingdom as opposed to the Isle of Man. However, if you are importing from anywhere outside of the United Kingdom, which will now include the EU, directly to the Isle of Man a safety and security declaration must be completed.

HMRC have created this video outlining the Safety and Security Declaration process:

Safety and security declarations support the fight against illicit goods such as drugs and weapons entering the United Kingdom. You must ensure the information you provide is accurate and timely.

Compliance with these requirements will be monitored, and where non-compliance is in evidence we will engage with you to support you to address any issues. Where enforcement action is required, this could involve goods being delayed for further checks, or penalties.

Completing the safety and security declaration has the mutual benefit of being critical from a security aspect, as well as ensuring the correct risk assessments, which reduces the potential of legitimate goods being stopped for checks.

If you already submit safety and security declarations for imports from countries outside the EU (or already voluntarily submit them for EU imports), you don’t need to change your existing systems or procedures if you don’t want to.

Further guidance on the new requirements is available with any reference to ‘Great Britain’ including the Isle of Man.
