Department exploring strategic waste management options

The Department of Infrastructure is seeking to work in partnership with the private sector to provide long-term strategic waste management services for the Isle of Man.

Expressions of interest are currently being invited from companies with the ability to manage problematic and inert wastes, including incinerator bottom ash, harbour silt and certain non-combustible materials.

The Department is exploring options to ensure there is adequate capacity to meet demand over the next 10 to 15 years. Companies will need to demonstrate they have the experience, resources and technical competence to provide the required services. This is likely to include the provision of an engineered landfill site licenced to accept problematic waste, although the Department is willing to consider any solutions that are cost-effective and environmentally sound.

The ability to manage commercial, industrial and household waste is viewed as an important part of the Government’s efforts to grow the economy. At present, disposal methods include the Energy from Waste Plant, landfill and recycling.

The Wrights Pit North landfill site in Bride, which is scheduled to close in 2019, currently handles the disposal of problematic waste, including material such as asbestos and plasterboard that cannot be accepted at the Energy from Waste Plant.

Infrastructure Minister Phil Gawne MHK said: ‘The Department is responsible for ensuring there is adequate strategic capacity to manage the different types and amounts of waste produced in the Isle of Man. We are seeking to identify companies that have, or will have, facilities that could contribute to our long-term waste management plans.’

He added: ‘This is a key element of the drive to generate new investment and economic growth. Having the right facilities in place will give certainty to industry and confidence to those involved in sectors such as construction and manufacturing. The Department is testing the market in order to secure the most cost-effective solution and to ensure that access to waste management facilities remains affordable and accessible.’

A Prior Information Notice has been published this week to start the process to look at potential options. Applicants will then be contacted by the Department for further discussion about their proposals.
