As part of its response to the 2012 Scope of Government Report, the Council of Ministers has asked all areas of Government to review their service delivery functions by 31 December 2013. This process of self-review will require Departments, Statutory Boards and Offices to assess what they do, in particular focusing on two keys questions:
- Should the Isle of Man Government continue to deliver this service?
- If so, is it being delivered in the most effective and efficient way possible?
Options for alternative means of service delivery will be explored, including the potential for corporatisation, privatisation and public-private partnerships.
Mr Bell said:
‘This is a substantial and important piece of work. As Chief Minister I am clear that all parts of Government will be covered in this comprehensive review. But I am also clear that there is no pre-determined position in respect of how Government should deliver its services and that any proposed changes should be supported by a robust business case. This is a once in a lifetime opportunity to truly consider why and how we deliver our services. We have the ability to use this review to make change for the better, to challenge existing functions, processes and systems, ensuring they are fit for purpose and provided in the most effective way possible.’
The Chief Minister has also moved to reassure members of the public and Government employees that any proposed changes will be progressed only after careful consideration.
He said:
‘I realise that this time of uncertainty is worrying for all within Government, but this review is a necessary part of ensuring that as an organisation we are delivering services which meet the needs of the people we serve and that are sustainable in the long term.’
