In accordance with paragraph 2 of Schedule 1 to the Town and Country Planning Act 1999, the Cabinet Office gives notice that it is preparing an Area Plan for the East of the Island. The plan area will include the following six Local Authority areas:
- the Borough of Douglas
- the District of Onchan
- the Parishes of Braddan, Garff (Laxey and Lonan Wards only), Marown and Santon.
Main Consultation Material
The Cabinet Office produced a report entitled 'Area Plan for the East – Preliminary Publicity.' This sets out the matters which are intended to be dealt with by the Plan and can be downloaded from the top of this page.
The report is accompanied by five Annexes which can be downloaded from this page.
- Annex 1 An Overall Map of the East (this shows all of the Potential Development Sites with further information below)
- Annex 2 Eight Inset Maps focusing on the settlements of Douglas, Onchan, Union Mills, Laxey, Baldrine, Strang, Crosby, Glen Vine and Newtown
- Annex 3 A Site Identification Report explaining how sites for assessment were identified
- Annex 4 A Site Assessment Framework which explains the methodology and assessment process
- Annex 5 A Scenario Testing Report which examines the implications of different development approaches on infrastructure in the East
Copies of the Report and Annexes may be purchased, price £4, from the Welcome Centre, Sea Terminal, Douglas (price is based on maps being A3 size). It is also available to view at the locations set out below.

Potential Development Sites
The Report and Annexes are supplemented by specific site submissions and information and draft site assessments for each site. These are ordered by Local Authority Area. (Please see specific local authority pages below).
Garff Sites (Laxey & Lonan wards only)
Due to the large volume of material associated with the site submissions and draft site assessments, these documents are only available to view online (via the above links) or in person subject to making prior arrangement with the Planning Policy Team at the Sea Terminal who can be contacted at planningpolicy@gov.im or on +44 1624 685905 / 686985.
The Preliminary Publicity consultation was informed by the responses to the ‘Call for Sites’ which was issued last year. Although many sites have been identified already, it is not too late to submit additional sites for consideration - please use the form available on the Call for Sites Page.
As well as the sites submitted to the Call for Sites, the Cabinet Office identified additional sites that should be considered. Within the Site Assessment Forms for sites identified by the Cabinet Office, the box 'Has the Site Promoter Commented on the Draft Assessment' has been ticked ‘no’ as in these instances the Site Promoter is taken to be the landowner rather than the Cabinet Office. Reasonable efforts will be made as part of the consultation to contact all relevant land owners, however anyone who owns land which is highlighted within the consultation material is encouraged to contact the Cabinet Office.
A small number of letters were received in response to the Call for Sites which made general points, highlighted sites that could be considered (which weren’t necessarily owned or promoted by the respondent), or identified areas that should not be developed. These letters are reflected in the Site Identification Report and will also feed into subsequent stages of the plan preparation.
Consultation process
The Department asked for representations on the Preliminary Publicity (i.e. the Report, Annexes and draft site assessments). Explanatory information in the form of a display was stationed in the foyer of the Sea Terminal between Monday 6 and Friday 10 March 2017 and the public were able to seek Officer assistance as and when required (on site) between 11am and 3pm during the same period.
All representations were made available for public viewing and comments had to be submitted by 5pm on 21 April 2017, with an extension offered for comments until 26 May 2017.
