Initial findings received following concerns about RSE curriculum

The summary of evidence and interim conclusions for part of an investigation into the Isle of Man’s relationships and sex education (RSE) curriculum have been received by the Department of Education, Sport and Culture.

Part 1 of the investigation examined elements of a drop down day for Year 7 pupils at Queen Elizabeth II High School in September 2022.

It centred around claims that an individual in drag had delivered a sex education talk and had asked a pupil to leave the room during a discussion on gender identities.

The investigation found that no one was dressed in drag; the speaker concerned did not deliver a sex education talk; and they did not ask a pupil to leave the room during a discussion on gender identities.

Within the conversation around gender identities, a pupil asked a guest speaker how many genders there were. They replied that there “could be as many as 72” gender identities.

During the presentation, the teachers present managed the behaviour of the class as would be expected. At one point, a pupil was asked by one of the teachers to step outside the classroom. At no point did a guest speaker remove a child from the classroom, nor did they request the removal of any child. The teacher sought to remind the pupil of the school’s expectations and both the pupil and teacher returned to the classroom for the rest of the presentation.

Julie Edge MHK, Minister for Education, Sport and Culture, said:

“I am satisfied that the initial facts have now been established and further work will commence to ascertain the age appropriateness of all input into this area, following the completion of the first part of this investigation.

“It is right that parents should feel able to raise concerns they may have about any aspect of their child’s education. The facts established reveal there has been misrepresentation of what took place at the drop down day at QEII, which is most regrettable. I am pleased we are now able to dispel the inaccuracies. It is vital that all stakeholders are focussed upon obtaining the facts to enable us to move forward.

“This has been an extremely difficult time for everyone involved with QEII. I would like to thank all staff at school for their professionalism under intense personal pressure.”

The Department of Education, Sport and Culture last month paused its RSE curriculum in all its schools while the independent external investigation is carried out.

The investigation has been split into three stages:

Stage 1 -Delivery of a drop down day for Year 7 students at QEII in September 2022
Stage 2 - The preparation and delivery of RSE in QEII
Stage 3 - Review RSE curriculum, guidance and training provided by DESC.

The second part of the investigation will now look into concerns by parents about the content and delivery of the RSE curriculum at the same school.

Spring COVID-19 booster campaign to begin on Island

The Covid-19 Spring booster campaign recently advised by the UK’s Joint Committee on Vaccination and Immunisation (JCVI) will commence on Island on Monday 17 April 2023 and close on 30 June 2023. The care home and housebound vaccination programme will begin on Monday 03 April 2023, ahead of the main programme beginning later in the month.

As a precautionary strategy to maintain high levels of immunity and protection for the most vulnerable individuals, an extra spring dose is advised around six months after the last vaccine dose.

Those eligible for the booster are:

Individuals aged 75 and over
Residents in care homes for older adults
People aged five years and over who are immunosuppressed

Manx Care Chief Executive, Teresa Cope said: ‘The Spring booster allows those who are at risk of severe COVID-19 to maintain their protection and will enable those who are most vulnerable to remain protected through the summer months. Vaccination remains our best protection against severe COVID-19 and hospitalisation. I would encourage anyone who is invited for their vaccination to take up the offer. It is now appropriate to adopt a stance of focussed protection in respect of COVID-19.’

Letters will be dispatched to those eligible for the spring vaccination, including appointment time, date and location. Appointments will be offered at various sites across the Island and we aim to offer you an appointment close to your home. Please remember to bring your consent form with you when attending your appointment. Access the consent form.

People are asked to please wait for their letter to arrive and to not call 111. Those who receive a letter are encouraged to take up the first appointment offered, but can email vaccinations@gov.im, including your name and date of birth, or NHS number or call 111 to rearrange if necessary. Find your NHS number.

The Vaccination service are still offering first and second primary doses and people are encouraged to contact 111 as above to make an appointment. This offer will end at the same time as the spring booster programme on 30 June 2023.

Who will get the vaccine this spring?

This will include anyone over 75, along with care home residents and anyone aged five and over who is immunosuppressed.

When will vaccinations start?

The spring booster programme will get underway from 03 April 2023 for older adults in care homes, and from 17 April 2023 for residents over aged 75 and anyone aged over five who is immunosuppressed.

What vaccine will be offered?

You will be given a booster dose of a vaccine made by Pfizer, Moderna or Sanofi and approved in the UK. These vaccines have been updated since the original vaccines and target different COVID-19 variants. For a very small number of people another vaccine product may be advised by your doctor.

Financial Sanctions: Russia

This news release is issued to publicise amendments to all persons designated under the Russian sanctions regime.

The Russia (Sanctions) (EU Exit) Regulations 2019 (S.I. 2019/855) were made under the Sanctions and Anti-Money Laundering Act 2018 (the Sanctions Act) and provide for the freezing of funds and economic resources of certain persons, entities or bodies involved in destabilising Ukraine or undermining or threatening the territorial integrity, sovereignty or independence of Ukraine, or obtaining a benefit from or supporting the Government of Russia. The Russia (Sanctions) (EU Exit) Regulations 2019 have effect in the Isle of Man by the Russia Sanctions (Application) Regulations 2020 [S.D. 2020/0504].

On 21 March 2023 the Foreign, Commonwealth and Development Office updated the UK Sanctions List. This list provides details of those designated under sanctions legislation.

1730 entries have been amended on the consolidated list to reflect the designations made in respect of trust services sanctions. The following has been added to the ‘Other Information’ field of each entry.

What you must do

Financial institutions and other persons are required to check whether you maintain any accounts or otherwise hold funds or economic resources for, or provide financial services to, designated individuals. If so, you must freeze such accounts or other funds and, unless licensed by the Treasury, not deal with those funds or economic resources, make those funds or economic resources available to a designated person, or make those funds or economic resources available for the benefit of a designated person. You must also report your findings to the FIU.

Failure to comply with financial and trade sanctions legislation or to attempting to circumvent its provisions is a criminal offence.

Where a relevant institution has already reported details of accounts, other funds or economic resources held frozen for the designated person, you are not required to report these details again.

Financial Sanctions: Russia General Licence

General licence - IOM/2023/RUS040

The Treasury has the power to issue General Licences for financial and trade sanctions regimes under a number of Regulations.

On 20 March 2023, the Treasury issued General Licence IOM/2023/RUS040 under regulation 64 of the Russia Sanctions (EU Exit) Regulations 2019, as they apply to the Isle of Man by the Russia Sanctions (Application) Regulations 2020 [SD 2020/0504] (“the Regulations”).

Any persons intending to use General Licence IOM/2023/RUS040 should consult the copy of the Licence for full details of the permissions and usage requirements which can be found attached to this release.

General Licence IOM/2023/RUS040 permits the wind down of Trust Services provided to Designated Persons otherwise prohibited by Regulation 18C of the Russia Regulations.

Further to that, for a period of 120 days from the date the person to whom those Trust Services are being provided has been designated the General Licence allows:

any activity to be undertaken by a Person necessary to terminate an arrangement between them and a Designated Person for that Person to provide Trust Services including:
- The continued provision of Trust Services being provided to a Designated Person on the date they were designated; and
- Trust Services provided to a Designated Person after the date they were designated.

In addition, a Relevant Institution may conduct activities including processing payments made in accordance with those permissions.

The General Licence does not authorise activity prohibited by Regulations 11-15 of the Russia Regulations or to which the exception at Regulation 60ZZB (1) (b) applies.

For the purposes of General Licence IOM/2023/RUS040 Trust Services are services prohibited by regulation 18C of the Russia Regulations, consisting of:

The creation of a trust or similar arrangement;
The provision of a registered office, business address, correspondence address or administrative address for a trust or similar arrangement;
The operation or management of a trust or similar arrangement; or
Acting or arranging for another person to act as trustee of a trust or similar arrangement.

A Person is an individual, a body of persons corporate or unincorporated, any organisation or any association or combination of persons. A Designated Person is any individual or body of persons (corporate or unincorporate) designated by the Secretary of State under regulation 5 of the Russia Regulations (as it has effect in the United Kingdom) for the purposes of regulation 18C.

A Relevant Institution is:

a person who is licensed under the Financial Services Act 2008 (of Tynwald) to carry on a regulated activity within the meaning of section 3 of that Act;
a person who is authorised or registered under the Insurance Act 2008 (of Tynwald) or holds a permit under that Act;
a person who is registered under the Moneylenders Act 1991 (of Tynwald) to carry on the business of lending money;
a person who is acting as a trustee or an administrator of a retirement benefits scheme within the meaning of the Retirement Benefits Schemes Act 2008 (of Tynwald)

The General Licence includes reporting and record keeping requirements. The Treasury have issued a reporting form to assist trust services providers in reporting information to the Treasury effectively. Reporting forms, and associated evidence, should be provided to the Treasury electronically at: FIU@gov.im and should be submitted within 30 days of undertaking an activity under this General Licence as set out below. Access the reporting form.

Details of the Designated Persons;
Details of any Participants to the Trust who are:
- Owned or controlled by a Designated Person in accordance with regulation 7 of the Russia Regulations; or
- Not owned or controlled by a Designated Person in accordance with regulation 7 of the Russia Regulations but provide Trust Services to or for the benefit of a Designated Person.
Value and type of any assets dealt with pursuant to the activity undertaken; and
Details of the activity undertaken pursuant to this licence, including but not limited to the Trust Services provided, and in respect of any payments made:
- The date payment was made;
- The amount of the payment;
- The reason for the payment; and
- The payment route used.

General

The permissions in General Licence IOM/2023/RUS040 do not authorise any act which the person carrying out the act knows, or has reasonable grounds for suspecting, will result in funds or economic resources being made available in breach of the Russia Regulations, save as permitted under licences granted under the Russia Regulations.

The General Licence takes effect from the date of issue. It will expire in respect of each Designated Person with whom a Person has an arrangement with to provide Trust Services at 23.59 on the 120^th day from 00:01 on the date that person is designated for the purposes of Regulation 18C.

Manx Care confirms the death of our Chairman

It is with great sadness that we can confirm that our Chairman, Andrew Foster CBE, has passed away following a short illness.

On behalf of Manx Care, we would like to offer our sincere and heartfelt condolences to Andrew’s wife, Sara, his children and grandchildren, and his broader circle of family and friends who are very much in our thoughts today.

We would also like to recognise our own colleagues and our many counterparts in the UK NHS who were privileged to work with Andrew during his long and very distinguished career, and whose lives and careers he touched with his warmth and wisdom. We recognise how this news will also affect them.

Andrew Foster was a consummate Chairman, leading the Manx Care Board with clarity of thought, and compassion for patients and service users. A strong and influential leader, he was a real advocate for engaging with his colleagues in order to create a culture of openness, improvement and transparency. Within Manx Care he has laid firm foundations for high standards of care, transparency and accountability, and it was his vision and determination that led us all on the start of our journey to become the best small Island health and social care system in the world. He was dedicated to his role, and we are all devastated that we have lost him so quickly and far too soon.

Andrew was, at his heart, a family man. He told us this on our first Board development session in the winter of 2020, held over Teams due to the Covid restrictions in place at the time. Patting his left shoulder, he said:

‘I’m never happier than when I am carrying my baby grandchildren on my shoulder’.

He talked a lot about his family and the importance he placed on them in his life.

As a person, he was a truly wonderful and kind man. He was incredibly modest and passionate about his career, and had the somewhat unique experience of having worked for years as a very successful Chief Executive in the UK NHS, followed by years of experience as a Chair. He had such a comprehensive insight into the intricacies of health service leadership, and always empowered and supported his colleagues across all levels of the organisation at every opportunity. He made such an impression on so many people, without ever fully realising the impact that his sound, sage and thoughtful advice had on them.

Andrew will be sorely missed by many, none more so than his family.

As a Board, we will miss his friendship, his leadership, and his unrelenting commitment to improvement within the health and social care system. His legacy will live on through the significant contribution he has made both here on the Island, and further afield in the UK.

2023 due to be a record year for Isle of Man cruise visits

The Isle of Man is set to welcome a record number of cruise calls in 2023, with 59 cruise ships scheduled to visit.

The number of scheduled calls for 2023 surpasses the previous record of 47 ships which were registered in 2019. The Island began welcoming cruise ships back in April 2022 following the Covid-19 pandemic, with 42 ships visiting throughout the year.

18,346 passengers and 15,764 crew are expected to visit the Island throughout 2023, representing an increase of 7,127 passengers and 8,245 crew from numbers recorded in 2019, and an increase of 10,411 passengers and 9,419 crew from 2022.

Tim Crookall MHK, Department for Enterprise Member with responsibility for Tourism, said:

‘We are delighted by the recovery witnessed throughout 2022 and are pleased to report on the expected record number of cruise calls for this year. The outlook for the Island as a cruise destination looks very positive, with 44 ships already booked for 2024, and bookings in place for 2025.

‘These figures highlight the increasing desire from globally-renowned cruise line companies to establish the Isle of Man as an important call destination on cruise itineraries. The Island’s UNESCO Biosphere status is widely promoted and passengers and crew who choose to come on shore are provided with opportunities to connect with our landscape and wildlife, fascinating heritage and the local arts community through guided tours and walks, as well as participating in bespoke activities and unique Manx experiences which celebrate our Island and benefit local businesses.

‘The 2022–2032 Visitor Economy Strategy, ‘Our Island, Our Future’, recognises the cruise industry as a key component in supporting visitor spend on-Island, with a large number of passengers and crew coming ashore also enjoying the local hospitality and retail scene, as well as the role it plays in helping to extend the visitor season.’

The first cruise booked to visit the Island is Spitsbergen, arriving on 26 March and chartered by Norwegian operator Hurtigruten Expeditions, carrying approximately 180 passengers and 70 crew members as part of the ‘British Isles Cruise’ route. The largest vessel due to visit the Island this year is the Nieuw Statendam, arriving in August and carrying approximately 2,660 passengers and 1,025 crew.

The Isle of Man will also host 19 inaugural cruise ship visits this year, with commemorative plaques to be presented to the Captain of each ship to celebrate the vessel’s first visit to the Island.

Minister for Education, Sport and Culture, Julie Edge MHK, to make a statement in Tynwald tomorrow

The President of Tynwald has granted permission for the Minister for Education, Sport and Culture, Julie Edge MHK, to make a statement in Tynwald tomorrow.

This follows the completion of the first stage of an independent external investigation into relationships and sex education (RSE).

The President has indicated that the statement will be delivered after item 2 of the Tynwald Order Paper.

The March sitting will get underway in Douglas at 10:30am with the public able to listen live on the Tynwald website.

GP Practices to be closed on Thursday 30 March 2023 as GPs and their staff attend essential training sessions

GP Practices will be fully closed from 1pm – 6pm on the afternoon of Thursday 30 March 2023, to allow Practice teams (all clinical and administrative staff) to receive the essential training and development they need to deliver the best possible service, and to remain fully trained and up to date with skills.

This means that there will be no routine appointments or access for patients to their GP practice during this time.

Members of the public are being encouraged to choose well, and attend the health and care setting that is appropriate for their condition. For example, the Minor Injuries and Illnesses Unit in Ramsey can treat a broad range of conditions, Community Pharmacies operate the Minor Ailments Scheme, and some eye conditions can be treated under the Minor Eye Conditions Scheme (MECS) which is currently provided by Specsavers. For dental emergencies patients can access their own dentist or, if you do not have a dentist currently, you can contact the Community Dental Service. There are also a number of options for mental health support. You can find out more about all of these options on our signposting webpages.

MEDS (Manx Emergency Doctor Service) will be operating from 1pm on 30 March to provide urgent care. Patients are reminded that MEDS is not a drop-in service, and if they need to speak to a doctor about any urgent issues that cannot wait until their GP practice is open again, they should phone MEDS on 650355. Please note that MEDS will not be able to make any routine appointments, give test results or order repeat prescriptions; such requests will need to wait until your GP Practice is open again on Friday 31 March. Anyone who thinks they have a life-threatening emergency should phone 999 and ask for the Ambulance Service.

NI changes to come into effect next month

Following the approval of the Budget at February's sitting of Tynwald, a series of changes to National Insurance contributions will come into effect from 6 April 2023.

The Primary Threshold at which Employees start paying National Insurance will rise by 5% in line with the average increase in earnings from £138 to £145 per week. In addition, the Secondary Threshold for employers will also increase to £145 per week.

There will be a similar adjustment in the Upper Earnings Limit, which is the point at which employees pay a lower rate of National Insurance from £823 to £864 per week.

These changes will ensure enough income is received by the National Insurance Fund to afford this year's significant increases in state pensions, other benefits and an allocation to the funding of the Manx NHS.

There will be no changes to Class 1 and 4 National Insurance rates for 2023-24.

Class 2 contributions will increase to £5.70 per week for self-employed and £7.00 per week for share-fisherman.

Class 3 contributions will increase to £17.45 per week.

Treasury Minister Dr Alex Allinson MHK said:

'During this year's Budget debate several Tynwald Members expressed concern about the long term future of the National Insurance Fund given the recent independent actuarial review which forecast that without action it might be exhausted by 2047-48 which is five years earlier than previously predicted.

'Treasury recognise that measures need to be implemented to ensure the long-term stability of our NI scheme so that not only can it fund our pension and benefit scheme but also support economic growth. I intend to come back to Tynwald later in the year with what action we are going to take to address the issues contained in the report.

'With that in mind it would not have been prudent to make significant changes to the thresholds at this time and while some might have wished for a bigger increase the change that has been approved will save employees up to £40.04 a year and employers up to £ 46.59 for each employee they have. The changes to the National Insurance thresholds will ensure that we have sufficient funds to support the pensioners of today, and those of the future.'

Cabinet Office Departmental Plan to go before Tynwald

Plan highlights work to date and future plans and reforms

The Cabinet Office Departmental Plan has been published and will go before Tynwald this week.

The first Cabinet Office plan summarises the key work to date and also highlights future plans and reforms.

Since October 2021, the Department has led on work from managing the de-escalation of the COVID response, supporting public engagement via the Island Plan and Government Conference and also in relation to the Draft Area Plan for the North & West. The Cabinet Office has also led and delivered on international and local responses, leading the Island’s response to support for Ukraine, as well as various Cost of Living initiatives to provide support to residents and communities over the winter period.

Other key initiatives to date have been the Built Environment Reform Programme, securing the Manx Gas rebate in spring 2022, setting up the Integrity Line confidential reporting service for employees, as well as the initiation of a cultural improvement programme across the Public Service.

Future plans and reforms outlined include a focus for improved handling of major opportunities and strategic matters, the proposal for a Government Reform Bill, plans for improved government service delivery and efficiency and a commitment to review changes to charities legislation.

Kate Lord-Brennan MHK, Minister for the Cabinet Office, said:

“I welcome the chance both to highlight the previous work delivered by the Cabinet Office since the start of the administration and also to outline future intentions. It remains very important to focus on improvement of what government does, and pursue betterment of service delivery for the public.”

The Cabinet Office has already put in place significant public service reform in reviewing the role of the Chief Secretary and establishing better arrangements for accountability and oversight of delivery and to rationalise the structure of the Public Service.

In January, Tynwald approved the statutory change from Chief Secretary to Chief Executive Officer (Isle of Man Government) with departmental CEO’s becoming Chief Officers, accountable to the top of the civil service.

The Cabinet Office Departmental Plan also outlines key objectives of directorates of the centre of government by function and service area.

UK Spring Budget reaction and duty changes

UK Chancellor Jeremy Hunt MP announced in yesterday’s Spring Budget that the UK Treasury will extend the cut in fuel duty by 5p per litre for a further 12 months.

In accordance with the Customs and Excise Agreement with the UK, the Isle of Man will also continue to apply this decrease until 23 March 2024.

Rate changes to alcohol duty, frozen since the UK Autumn Budget in 2020, will also be implemented in the Isle of Man and will take effect from 1 August 2023. Alongside the revised rates, a new ‘Draught Relief’ for duty on qualifying draught products, designed to support the hospitality trade, will be introduced.

The duty rates for all tobacco products will increase by the tobacco duty escalator of 2% above RPI inflation, with the measure coming into effect immediately.

Details on the changes to fuel duty and VAT will be made available on Customs and Excise area of the Isle of Man Government website.

Responding to the Spring Budget headlines, Treasury Minister Dr Alex Allinson MHK said:

‘Today’s announcements are noted with interest by the Treasury and reflect many elements which are being addressed on a local level and in line with the aims of Our Island Plan.

‘In July last year, Tynwald approved an ambitious three year Childcare Strategy which committed to increase the access and affordability of childcare for all parents. The value of pre-school credits to go towards costs of nursery and registered childminder places was increased from £3,420 to £4,166 to support the early education of eligible children before they start primary school.

‘Legislative changes are already underway to reform maternity, paternity and shared leave whilst other work streams are aimed to support parents and carers returning to work and supporting gender and pay equality.’

Turning to the UK’s plan to help people move into work, increase their hours and develop new skills, Minister Allinson said:

‘At a time of record low unemployment and high job vacancy levels Treasury has been supporting more people to return to work. The Manx Restart scheme was launched in November 2020 and placed 183 people with 143 different employers. By December 2022 just 13 (7%) were still claiming out of work benefits.

‘The Manx Reskill scheme was launched in July 2022 and was specially designed to support those who have not worked due to long-term illness for at least a year. Individuals are already being placed with employers and further work to widen the scheme is underway.

‘Government continues to work with employers and respond to their concerns that lack of skills and workforce shortages are inhibiting their potential future growth. The recently announced consultation on reforms to the Work Permit system, an extended and enhanced National Insurance Holiday scheme and Graduate recruitment incentives all show a commitment to support local businesses.’

Referring to measures designed to support Islanders with the rising cost of living, he said:

‘At a time of volatile world markets the six-month freeze on electricity prices has given individuals and businesses the time to adapt and adjust to increased energy costs for the foreseeable future.

‘Increases to the electricity tariffs will be phased in over the next four months and financial support and expert advice is available for households through the Energy Efficiency Scheme to reduce their fuel bills and cut emissions in line with our ambitious Climate Change Action Plan.

‘Significant increases in pensions, child benefits, in-work benefits and maternity and paternity allowances were announced last month as carefully considered cornerstones of our Budget package. The Primary Threshold for NI contributions has been increased by 5% from £138 to £145 per week. This raft of changes will be introduced on the back of a series of targeted financial support payments over the last 12 months to support those vulnerable to increases in the cost of living.

‘The Treasury continues to closely monitor our local economy and external pressures affecting our island, and I will return to Tynwald in July to deliver an update on the fiscal position and health of our nation.’

Eden Project founder to visit Island for business conference

The founder of the Eden Project, Sir Tim Smit, will visit the Isle of Man later this month following an invitation from the Chief Minister Alfred Cannan MHK.

Sir Tim will join representatives from the North West region at a two-day event which will explore economic opportunities for the Island through its strong cultural and business links with the North of England.

The event, which takes place on 30 and 31 March, is a joint initiative by the Isle of Man Chamber of Commerce and the Northern Powerhouse Partnership.

Sir Tim will discuss plans for the expansion of the Eden Project in Morecambe. He will be joined by Professor Adam Beaumont a trustee of the Eden Trust, who is also chief executive of Isle of Man based communications company BlueWave. Professor Beaumont will discuss the economic opportunity the project could bring for the Island.

The Chief Minister said:

“The recent announcement that Eden Project Morecambe is to receive £50 million in funding from the UK Government is a positive development that will allow this exciting project to move forward.

“The ambition is to replicate the success of the Eden Project in Cornwall and it is expected that it will attract thousands of visitors to the North West. The synergies with the Isle of Man’s UNESCO biosphere status are clear and the visit of Sir Tim will allow us to understand more about the future plans for the project and what mutual benefits can be achieved.”

Other speakers include Henri Murison, chief executive of the Northern Powerhouse Partnership, and North West MP David Morris.

Rachael Braidwood appointed as Deputy High Bailiff

His Excellency the Lieutenant Governor has appointed Rachael Braidwood as a Deputy High Bailiff in the Isle of Man.

The post became vacant following the appointment of the current Deputy High Bailiff James Brooks as High Bailiff.

Miss Braidwood, a graduate of Dundee and Northumbria universities and the Inns of Court School of Law, was called to the Manx Bar in October 2002, and following a short period with a local law firm, has been a Prosecuting Advocate within His Majesty’s Attorney General’s Chambers in the Isle of Man since August 2003.

Throughout her career, Miss Braidwood has developed a wide range of legal experience and has an excellent working knowledge of the courts of the Isle of Man.

Miss Braidwood commented:

“I am honoured and delighted to have been appointed as Deputy High Bailiff. I look forward to serving the people of the Isle of Man in my new role and welcome the new challenges that lie ahead.”

Humanitarian Exception updates to Sanctions Guidance

The Treasury advises that 14 sanctions regimes guidance have been amended following changes to the statutory documents relating to the Humanitarian Exception.

Guidance is produced by the Customs and Excise Division, part of the Treasury, which is the authority for the implementation of financial sanctions in the Isle of Man.

It outlines your obligations under financial sanctions and takes into account relevant case law and guidance at the date of publication.

This guidance is general in nature so you should also refer to the relevant, up-to-date legislation.
