Her Majesty The Queen’s New Year Honours List 2022

Government House is pleased to announce that Her Majesty The Queen has recognised three people in the Isle of Man in the 2022 New Year Honours List, which is published on 31 December 2021.

Mr Colin Leather MBE

Colin Leather has dedicated the majority of his life to Castletown, striving to improve the town for its residents. As one of the Island’s longest standing chairmen, he has been Chairman of the Castletown Commissioners on six occasions, and was also Secretary of Castletown Festival for 30 years. On behalf of the Castletown Chamber of Trade and Commerce, he managed the Castletown Markets, held in Castletown Market Square from 1979 to 2011 and is always passionately promoting and helping businesses relocate to Castletown. For 20 years he has helped to raise funds for the Southern 100 Club and has not been deterred by his own serious illnesses. His drive and commitment have seen the transformation of the Market Square from a car park into a community space, which has made a difference for visitors as well as residents. For his long service to the community of Castletown, Colin Leather is made an MBE in the New Year’s Honours List 2022.

Mrs Bernadette Williams MBE

In her work for the Royal British Legion (RBL) and Tynwald, Bernadette Williams has represented the Isle of Man, both on-island and in Great Britain, for nearly 40 years. She was a member of the RBL Women’s Section from 1983 to 1995, and has been a Standard Bearer for the Isle of Man County and North West Region and won the Great Britain Standard Bearer title for five consecutive years. She has been Standard Bearer for numerous state occasions, and throughout this time, she has taken the time to train junior Standard Bearers to her exacting standard, some of whom have emulated her success. On retiring from ceremonial duties with the Royal British Legion, she was appointed Sword Bearer for Tynwald, a duty she has carried out for 25 years. The Queen has made Mrs Williams an MBE in the New Year’s Honours List 2022 for long service to the Isle of Man and the Royal British Legion.

Mr Alexander (Alex) Townsend BEM

The Queen has awarded the British Empire Medal to Alex Townsend in the New Year’s Honours List 2022 for services to education in the Isle of Man. In the 1990s, Alex Townsend came up with the innovation of converting a single-decker bus into a mobile classroom to teach the island’s primary school children about creative use of computers. With the support of Manx Telecom and the Isle of Man Government, the Computerbus was launched in 1998, led by Mr Townsend until 2020. Described by an Apple spokesperson as ‘stroke of brilliance’, Mr Townsend and the Computerbus have helped tens of thousands of Manx pupils learn critical ICT skills, including design work, filmmaking and code, and have led the island’s young people into creative careers all over the world. In 2014, in celebration of 30 years since the first Apple Mac was released, Mr Townsend was recognised alongside 29 other ‘pioneers’ across a range of backgrounds and industries, who had made a 'profound impact' in the field of computing.

Manx Care maternity services

Manx Care would like to reassure expectant mothers that, while there are changes to visiting policies and clinics/services across many healthcare settings, all ante and postnatal services are continuing with midwives continuing to offer support and advice.

All antenatal clinic appointments are continuing as normal (due to size of consulting rooms it would be advisable for partners not to attend at this time).

If women attend the unit and are not in established labour they will be encouraged to return home but can remain if they wish to, with their partner for support but they will be asked to remain by the bedside.

Once labour is established, for the safety of the mother and unborn baby, partners are asked to remain on the unit for the duration. Partners must wear their mask at all times.

For the safety of all new mums, partners can visit between 10am-8pm but other visitors are not permitted at this time. Partners are asked to carry out an LFD prior to attending each day and once on the ward are not permitted to come and go.

Early postnatal discharge will be encouraged.

Schools to continue with proportionate protective measures in the New Year

Students will be welcomed back to classrooms across the Island on Tuesday 4 January 2022 for face-to-face teaching to continue.

All educational settings will continue to have proportionate mitigations in place to reduce the risks of COVID-19 while it is circulating in the community, thereby ensuring schools remain open so that students can benefit from face to face lessons, in person support and social interaction with their peers.

Attendance continues to be compulsory, with all staff and visitors, and all secondary school and UCM students, expected to wear face coverings in school buildings. The wearing of face coverings is mandatory on public transport, including school buses.

Students will also be encouraged to follow increased hygiene measures, with handwashing and sanitation facilities continuing to be made available in schools. Students will be asked to keep the ‘hands, face, space’ guidance in mind whilst learning.

Classrooms and corridors will continue to be as well ventilated as possible, and students and staff are asked to dress appropriately for the time of year as temperatures may be cooler than usual inside.

All Island residents are currently asked to take regular Lateral Flow Tests (LFT) at home, this advice applies to students and staff also. We would ask that anyone attending an educational setting on Tuesday 4 January, takes an LFT prior to attending. Any students or staff who receive a positive Lateral Flow test result should isolate immediately and submit the results of their test online.

If any student feels unwell or develops any COVID-19 symptoms, they should not attend school but stay home, notify their school and follow the latest public health advice.

Julie Edge MHK, Minister for Education Sport and Culture, said,

‘Making our educational settings as safe as possible for our staff and students, and maintaining face to face learning both for the immediate and longer-term remain our key priorities.’

‘We continue to work closely with Public Health and will regularly review the measures and recommendations to give our young people the best chance to fulfil their potential.’

It is important to note that the situation remains fluid and the Department have contingency plans prepared to deal with any eventualities. The Department will respond quickly to any changes to Government advice and asks that if parents have concerns they should speak to their Headteacher in the first instance. Further communications will follow if required.

The Department would like to take this opportunity thank all staff, students and their parents for their continued efforts and support.

Visiting restricted across Manx Care settings

Due to the current level of community spread of Covid-19 within the Isle of Man, and subsequent limits on available staff due to Covid-19 absence, Manx Care is making some changes to its appointments and visiting policy at its hospitals and care settings.

Tomorrow (31 December 2021) all outpatient appointments will be cancelled except for those which are clinically urgent.

From Tuesday 4 January, all appointments, where clinically appropriate, will be converted to telephone appointments wherever possible. This will be for an initial period of two weeks.

If you have not been contacted by Manx Care, please attend your appointment as normal. All those affected by the changes will be contacted by a member of the Manx Care team.

Although we have been able to facilitate visiting across our hospitals and care settings for several months, the significant increase in levels of Covid-19 in the community, and subsequent impact on our staffing levels across Manx Care, mean we have made the difficult decision to suspend visiting across our hospitals and some social care settings for an initial period of two weeks (with the exception of Learning Disability residential settings).

Please note that where permitted, and in exceptional circumstances only e.g. when the patient is receiving end of life care, following assessment and agreement from the clinical team, essential visitors may be permitted. More information on what constitutes an ‘essential visitor’, and precautions that must be taken if visiting, will be available on the Manx Care website from tomorrow morning.

Residential Care Homes for older people will also be impacted by this change, closing to non-essential visitors for an initial period of fourteen days from 8am on Friday 31 December.

The homes affected are operated by Adult Social Care, and include:

Southlands – Port St Mary
Cummal Mooar – Ramsey
Langness/Gansey – Port St Mary
Thie Meanagh/Sweetbriar – Douglas

As part of the Manx Care Residential Homes Visitors Policy, we will adopt the Essential Care Giver protocol on a case by case basis.

All Day Service provision for older people will remain open; however, some operational adjustments may be necessary. Visiting to Learning Disabilities community houses and the operation of Learning Disabilities Day Services will remain unaffected.

Whilst we recognise that friends and family members are a vital support to all of those receiving inpatient and residential services by Manx Care, the utmost care and consideration must be given to the safety of other patients and staff by maintaining infection prevention and control procedures at all times.

Thank you for your understanding and co-operation over recent months as we have worked to protect the people in our care from potential exposure to Covid–19.

Manx Care CEO, Teresa Cope, said:

‘We understand that these changes may be difficult for those affected. However, this is a temporary measure which we have put in place to protect our community, and we will be regularly reviewing the situation.'

Nelly Brennan memorial opened at Noble’s Hospital

Minister for Health and Social Care, Lawrie Hooper MHK unveiled a memorial to Nelly Brennan in a courtyard at Noble’s Hospital, Douglas.

It had been intended to unveil the beautiful sculpture during the Year of the Nurse and Midwife celebrations in 2020 but due to the pandemic it was delayed.

The artwork is called ‘Cleanliness is next to Godliness’ which is as relevant today as it was during Nelly’s lifetime in the late 1700s-mid 1800s.

Local artist, Niamh Kelly designed the sculpture which comprises an old-style mangle draped in copper sheeting etched with Nelly’s name and words describing her caring nature. An iron basket, filled with flowers, completes the display which was constructed by Island Iron Craft.

Douglas-born Nelly was a washerwoman who came to prominence during the deadly cholera epidemic of 1832-33 and is remembered for devoting her time to caring for those who had contracted the disease. While others shunned the sick, Nelly visited them in their homes to ensure they were washed and fed without any thought of her own personal health.

In recognition of her work, she was appointed as the first Matron of the Douglas Hospital and Dispensary when it opened in 1850 and went on to become a popular public figure, admired for her Christianity and philanthropy.

Although the mangle featured was not the type used by Nelly, the artwork is symbolic of her humble start in life and her industriousness. The project was generously funded by Culture Vannin who appreciated the need to memorialise the local heroine. Artist Niamh worked collaboratively with the team at Island Iron Craft. Accompanying signage containing Nelly’s biography is on display in the hospital corridor.

The need for a memorial for Nelly was supported by students from Year 8 at Ballakermeen School after learning of her great work as part of a local history project last year. It is hoped that the students will pay a visit to the sculpture in the New Year.

Minister Hooper said:

“It is fitting at the time to remember a Manx lady, who demonstrated great compassion and placed the needs of others before herself, particularly as Manx Care staff continue to be critical in the care of our population today.”

Artist Niamh added:

“I thoroughly enjoyed bringing Nelly’s story to life – she was known as the Manx washerwoman so I felt a mangle and how important cleanliness’ was then and is today is a testament to such an influential woman on the Island who became known as the Manx Florence Nightingale.”

Plastic packaging tax

Rescheduled ‘Our Island Plan’ Events

The public are invited to meet members of the Council of Ministers at two rescheduled drop-in events in January. The events give the public the chance to feed into the draft ‘Our Island Plan’ and directly discuss future challenges and opportunities.

Our Island Plan was produced within 30 days of the new administration being formed by Chief Minister Alfred Cannan MHK and seeks to deliver a focused and clear direction of travel toward a secure, vibrant and sustainable future for the Isle of Man. The plan identifies five key areas for focus:

Building great communities
An Island of health and wellbeing
A strong and diverse economy
An environment we can be proud of
Outstanding lifelong learning and development opportunities for all

The Council of Ministers are splitting into two groups to cover the two drop-in sessions. The events in the south and east of the Island took place on the 8^th December 2021, and the rescheduled west and north sessions will take place as follows:

Vaccine extended to further age groups

Young children aged 5 – 11 at higher risk of COVID-19 will now be offered two doses of Pfizer BioNTech’s Comirnaty vaccine.

The decision follows the latest advice from the Joint Commission on Vaccination and Immunisation (JCVI) in offering two doses of the COVID vaccine to young people aged 5 – 11 in a clinical risk group or who are a household contact of someone who is immunosuppressed.

The JCVI has carried out an extensive assessment of the risks and benefits of vaccinations for this age group including rea-world data, concluding that protection provided by the vaccine supports offering those in clinical group’s two doses of the Pfizer vaccine.

The new advice also includes extending the booster vaccine to at-risk 12-15 year olds and all 16 – 17 year olds no sooner than three months after their second dose.

The planning for this extension is currently underway in the Isle of Man whilst all official documentation is received from the UK Government and more information on when the rollout will begin will be provided in the New Year.

Lawrie Hooper MHK, Minister for Health and Social Care said:

‘Whilst COVID is typically very mild in most young children, there is a higher risk of severe illness and hospitalisation for those with underlying health conditions and two doses will provide vital protection against this.

‘I understand that some parents may have concerns but the UK’s Medicines and Healthcare Regulatory Agency (MRHA) has reviewed clinical trials and real-world data and approved the use of this lower dosage specifically for this age group, stating that the vaccine is safe and effective. They have also reported that the overwhelming majority have only had mild side-effects.’

Parents or guardians of children aged 12 or under will need to provide consent for their child to receive a vaccine. These individuals will be offered a second dose at least 8 weeks after the first dose.

The Minister added:

‘Additionally, by offering a booster to all 16-17 year olds and vulnerable 12-15 year olds, we are providing that added increased protection against the Omicron variant.

‘If you are in one of the older age groups and are yet to come forward to have a first dose, I encourage everyone to do so, and when the time comes take up the offer for a booster. The vaccine offers the best defence against this virus and we all need to do our part to protect each other and our community.’

Anyone aged 12 and over is able to attend one of the walk-in clinics being held at Chester St Hub next week from Monday 27 – Wednesday 29 December to receive either a first or second dose.

COVID-19 control measures help ensure safe Christmas at prison

Measures to manage an outbreak of COVID-19 at the prison have proved a success, with prisoners on all wings now able to enjoy a more normal regime over the Christmas period.

The pre-determined ‘black’ regime had been in place on two wings for several weeks to prevent transmission of the virus, protect prisoners and staff and ensure the continued safe operation of the facility. During that period prisoners spent more time in their cells and visiting was suspended.

However, a return to the standard ‘red’ regime has been agreed by prison authorities and the Infection Prevention and Control team, allowing offenders a change of scene, the opportunity to exercise outside [their cells], associate with others and take part in activities.

Minister for Justice and Home Affairs Jane Poole Wilson MHK said:

‘The isolation of two wings for a period of several weeks to help manage an outbreak of Covid Cases was unfortunately necessary. We had to do everything we could to prevent the virus spreading among a prison population of well over 100 prisoners and staff in a closed community. Those measures have proved effective.

She added:

‘We recognise that as a society we must learn to live with COVID and so the Governor has created pathways which more closely mirror the community in order that an entire wing isn’t impacted if one person tests positive. There will be daily lateral flow tests and mask wearing will be maintained throughout the entire prison for all staff, who will remain alert for prisoners who exhibit symptoms of COVID 19. The resumption of visiting will be discussed in the New Year after the all-clear is given by our Infection Prevention and Control team.’

The Prison Governor thanked staff, prisoners and their families for supporting this regime to ensure that the prison is kept safe and particularly that those who are vulnerable are protected.

The prison healthcare team will continue to promote the benefits of getting vaccinated. Currently, 85% of the prison population have been vaccinated and delivery of second doses and boosters is due to be completed by the beginning of February.

A relaxed regime will be operating on Christmas Day during which prisoners can participate in competitions and quizzes, have a traditional Christmas lunch, and they will be able to make video calls, or telephone calls, to their families.

Islander’s urged to take personal responsibility in managing COVID with new self-testing measures

Chief Minister Alfred Cannan MHK last night announced changes to the Island’s response to COVID, including a move towards maximising the self-management of testing across the community.

New evidence shows that the Omicron variant is extremely transmissible and could result in a significant increase in cases, leaving the Island’s critical infrastructure severely strained and milder cases going undetected, leading to further transmission. The public have been supportive of the measures so far and are asked to continue to play their part and take personal responsibility in helping to combat the spread of the virus.

The Chief Minister said:

‘We are all aware that Omicron is spreading through the community, with 126 cases identified of the variant so far.

‘I want to again thank the whole community for doing what is right for the Island by following the strengthened guidance issued in the recent weeks. It is important that we continue to work together as a community as this impending wave of Omicron approaches the Island, and do what we can to help reduce the spread as much as possible and most importantly, protect our vital health services.

‘We are asking for increased vigilance from everyone against the backdrop of increasing cases. This includes wearing face coverings when mixing with people outside of the household, practising good hygiene and most importantly, testing yourselves regularly with lateral flows and that you ‘know before you go’ before attending any events, parties, Christmas shopping, workplaces or visiting the elderly.

‘I also urge anyone eligible to come forward for their COVID booster and get that important protection against the virus. Whilst the virus appears more transmissible across those who have been fully vaccinated, the booster dose clearly helps protect a level of both transmission and against severe symptoms.

‘Alongside these existing measures, Government is proposing new changes to testing by allowing the public to self-report positive tests and self-report when negative, allowing them to target their isolation to the period when infection is more likely..

‘The new approach recognises the need to minimise the impact on the Island’s critical services, our society, and our economy from significant levels of isolation, while maximising the ability to provide support for those who need it.’

The new measures will come into effect at 00:01 Wednesday 22 December.

New testing measures

Individuals who test positive for COVID-19 using a lateral flow test will no longer be required to book in for a PCR test – they must still isolate immediately for 10 days and instead report the positive result online.

A COVID-positive individual is encouraged to test daily throughout the isolation with LFTs. This period of self-isolation can then be reduced by recording two negative LFTs a minimum of 24 hours apart.

Both negative test results must be officially recorded before someone is released free from isolation and clear instructions will be provided to all cases reporting in at each stage.

Rebate for gas customers following loan adjustment by Isle of Man Government

A rebate of at least £58 will be paid to thousands of Manx Gas customers early next year as the result of an agreement by the Isle of Man Government to adjust loans it holds with Manx Utilities.

The arrangement has been established following a decision to reduce the amount Manx Gas pays Manx Utilities each year in relation to infrastructure payments, with £1.4m savings being passed on to consumers in full.

After considering a number of options about how the rebate should be paid and who should receive it, Council of Ministers have agreed that Manx Gas will pay the credit to all domestic and business customers. Customers who have not been billed for any units of gas in the previous 12 months to end of November 2021 will not receive the credit.

Isle of Man Government accounts were excluded from all consideration and will not receive the rebate.

Cabinet Office Minister Kate Lord-Brennan MHK said:

‘The forthcoming rebate will be welcomed by gas customers after the recent news that prices will rise due to pressure on energy costs being felt across the globe.

‘Isle of Man Government has worked hard to put in place a mechanism which will see Manx Gas’s outgoings reduce, in order that the resultant saving is passed directly to those affected.’

Jo Cox, CEO of Islands Energy Group, the parent company of Manx Gas, welcomed the news. Mrs Cox said:

‘We are delighted to have worked alongside Isle of Man Government to bring this rebate to our customers. At a time of unprecedented and ongoing volatility in the global gas markets, it’s important that the funds go directly to people who are experiencing an impact to their cost of living. If anyone is worried about their bill this winter, we would urge them to get in touch with us on 644440 so that we can discuss affordability plans and direct them to any additional help that may be available.’

The rebate will appear on bills from February as a standard credit.

Where has this credit in gas bills come from?

When IOM Government was working on the voluntary regulation of Manx Gas, a rebate to gas customers was discussed. A contribution was to come from Government through adjusting the charges to Manx Gas, and some was offered from Manx Gas directly.

Manx Gas is now regulated in law by the Communications and Utilities Regulatory Authority, but IOM Government remains committed to honouring its contribution to lowering costs to gas customers.

The credit in the bill is from IOM Government achieved through adjusting loans with Manx Utilities who then charge Manx Gas. IOM Government has agreed with Manx Utilities to reduce the amount charged to Manx Gas on the condition that the resultant saving is passed to Manx Gas customers.

The standard credit in the bill relates to the reduction of £1.4 million in the charge for the period 1st January 2020 – 31st December 2021.

Licence to explore Manx waters for oil and gas is extended

A four-month extension has been granted to a company searching for oil and gas in Manx territorial waters.

The Department of Infrastructure originally issued Crogga Limited with a Seaward Production Innovative Licence in October 2018.

Such licenses are divided into three exploration phases:

• Phase A - geotechnical studies and geophysical reprocessing

• Phase B - seismic survey and acquiring other geophysical data

• Phase C – exploratory drilling

The licence term commenced on 1 January 2019 at Phase B and allowed Crogga three years to complete the relevant work. The conditions of the licence require satisfactory completion of Phase B before moving to Phase C.

With the current licence due to expire on 31 December 2021, Crogga originally requested an 18-month extension to undertake the necessary work to complete Phase B.

The Department has, however, agreed to an initial four-month extension.

While this will provide the company with extra time to work towards meeting certain conditions, it will also enable the Department to take into consideration the Isle of Man Government’s wider policy on offshore energy production as part of the decision on the longer licence extension request.

In addition, the Department will work with Crogga to determine how the company intends to mitigate emissions from the proposal to ensure that the Island is able to meet its commitment to reach carbon neutrality by 2050.

‘The Department has agreed to extend the licence for four months to enable work to take place by both ourselves and Crogga.

‘I’m pleased the company has agreed to this arrangement and look forward to working with them over the coming months.’

People invited to take part in first ever Isle of Man Fitness Day

People of all abilities and ages are encouraged to dig out their gym kit and take part in the first ever Isle of Man Fitness Day next month.

Building exercise into a daily routine can help people lead happier and healthier lives and have a positive impact on their physical and mental wellbeing.

Staying active has also been linked to improved mood, quality of sleep and energy levels - is shown to decrease the risk of depression and help to manage stress levels.

The inaugural event will be held on Wednesday 26 January and act as a platform for residents to find an activity that works for them and continue with it in 2022.

Sarah Webster, Active Travel Liaison Officer, said:

'We hope everyone taking part will consider leaving the car at home and walk, cycle or run into work. It’s not something that you have to do every day, but small positive changes can benefit your wellbeing, and the environment too.'

The day will be coordinated by Manx Sport and Recreation which is planning a number of events, including a free 5k fun run, hosted by Ned Group Investments, at the National Sports Centre. People will also be encouraged to try out a new fitness class and challenges set by their local gym or sports club.

OECD update on future of global taxation is welcomed

The OECD/G20 Inclusive Framework on Base Erosion and Profit Shifting (BEPS) published 20 December 2021 provided more detail on part of its new two-pillar solution to reform international taxation rules.

The Model Rules relate to Pillar Two of the solution and expand on previous announcements by both the G7 and the Inclusive Framework in July and October this year.

If implemented by sufficient jurisdictions, the changes will compel the largest multinational companies to pay tax at a minimum effective rate of 15%.

Treasury Minister David Ashford MHK said:

‘The new detail on Pillar Two is welcome, however a lot of work remains to be done in consultation with local businesses and our colleagues in the Channel Islands before any decision is made on how the Isle of Man will position itself.

‘The Model Rules are complex and need to be implemented by a critical mass of jurisdictions to achieve their objective. Here in the Isle of Man - where the rules will directly affect only a relatively small number of businesses that are part of large multinational groups - it is sensible to take the time to fully understand where these reforms are going and to engage with the relevant businesses.

‘We are also conscious that the European Commission is scheduled to publish a draft of its version of these rules in the near future and that it would be wise to consider the implications of both sets of rules.’

Minister Ashford added:

‘The Isle of Man is adept and experienced at adjusting to changes in global standards and has thrived during a period of considerable change. This is why the draft Island Plan commits to ensuring the Isle of Man continues to meet international standards while supporting economic growth.’

Labour market report for November 2021

The latest labour market report, compiled and published by the Economic Affairs team at the Cabinet Office, shows the number of people registered unemployed was 293 for November 2021.

The figure decreased by 33 persons from the previous month (October 2021), and has decreased by 477 persons compared to the same month last year (November 2020).

The unemployment rate for November 2021 is 0.7%, down from 0.8% in October 2021.

Chief Minister's statement on COVID-19 - 20 December 2021

Good evening.

You will all be aware by now of the rapid spread of COVID infections across the United Kingdom and further afield caused by the recently identified Omicron variant.

You will also recall that we announced additional protective measures on Sunday 28th November to combat Omicron - which included PCR Testing for international arrivals, the introduction of LFD Tests for arrivals from the Common Travel Area, the mandatory wearing of masks in Healthcare and on public transport the raising the expectation level for wearing of masks in public spaces and the requirement for whole households to isolate when OMICRON is suspected.

These measures were TIMELY, APPROPRIATE AND PROPORTIONAL but since Omicron was first identified on the Island on the 10th of December, cases of the variant have been rising steadily in the Island.

By late last week, more than 60 had been identified. The latest figures indicate there are now 126 cases and I’d now like to introduce Chief Operating Officer Mark Lewin who has been leading our COVID response and will provide an overview of the situation both here and in the UK.

It is clear that we must prepare for a substantial number of Omicron cases on the Island - although the actual numbers of infections and the rate of spread is always hard to predict. Nevertheless, we should plan for a high infection rate and potentially thousands of cases at any one time may cause the current COVID management structure to become overwhelmed. Of course the easy answer is to impose restrictions on our lives to protect the existing structures – but we know the economic and social cost of enforced legal restrictions can be significant. We also have to ask what such restrictions are going to achieve – yes, it might slow the spread – but Omicrom appears likely to sweep back in when such restrictions are lifted which may very quickly put us right back at square one and call into question the judgements around enforcing restrictions.

As I have mentioned, thousands of cases could cause our PCR Testing to become overwhelmed, contact tracing to become virtually impossible and the 111 line unmanageable.

In addition, if we continue with our current strategy of requiring whole households to isolate, we will quickly find that we get serious impacts on the delivery of critical public services and the ability of our economy to function as more and more households are put into isolation.

Therefore it has been entirely right and appropriate that the Council of Ministers has determined that a new strategic approach is required that requires greater community involvement and management of the caseload.

We need a more fluid and flexible approach if we are to get through the next few weeks and we can do this as a nation together by utilising the main tools at our disposal – our vaccine booster program as the foundation to protect us from the direct health risks, the use of Lateral Flow Devices to identify the virus, the wearing of masks to protect ourselves and others and by bringing this all together as a community with discretion and common-sense.

Dealing with the Booster Program we know that third doses will provide increased protection from both transmission and serious illness.

Our approach is therefore to get as many people boosted as quickly as possible – and the current accelerated programme is working towards 90% of eligible adults receiving boosters by mid-January.

This morning, boosters became available for everyone over 18, and our vaccinations team will be working throughout the festive period to get as many jabs and boosters in arms as possible.

Just today more than 2,200 people have received injections from the hard-working team at the vaccination centre at Chester Street. A brilliant effort. I know the whole team down there has pulled out all the stops, so a heartfelt thank you to everyone involved.

I urge everyone to take the opportunity to get protected – walk-in sessions are available, or you can make an appointment. This remains one of the most important tools for us to limit the damage of this impending wave.

Moving on now to another fundamental shift in strategy as we move forward as a community. This will begin at one minute past midnight on Wednesday morning, when a positive LFD test alone will require an individual to self-isolate for 10 days. You no longer need a PCR test to confirm a COVID diagnosis.

In addition, the period of self-isolation can be reduced by recording two negative LFD tests a minimum of 24 hours apart.

We are asking that the original positive test must be recorded online. An email will then be sent explaining the isolation requirements, and providing guidance previously received through a Direction Notice.

Both negative test results must also be officially recorded before someone is free from self-isolation.

This change is designed to harness the testing capability across our community and capitalise on the reliability and availability of home testing kits.

A move to include LFDs as well as PCR tests recognises the huge amount of public support for voluntary self-testing that has identified the vast majority of COVID cases over recent months.

Self-management also brings obvious benefits around the possibility of ending self-isolation earlier than 10 days, once the risk of transmission has been removed.

It’s vital that asymptomatic cases are picked up and I urge everyone to keep a good stock of LFDs to ensure you, your family and those around you are testing regularly. I am asking you all to self-mange your health, self-mange your families and help us by reporting in the actions that you are taking.

We are now asking and empowering every member of our society to help keep the Island moving.

As far as Close contacts are concerned - all cases will be treated identically, and are asked to be vigilant by self-testing for 7 days. Those close contacts currently adhering to rules specific to the Omicron variant will be contacted by 111 and released from self-isolation, and asked to undertake an LFD prior to leaving.

Contact tracing will be based on self-declarations in most cases and we will ask those who log a positive test to get in touch with people who may need to take extra precautions. The work of the Government’s Contact Tracing team will focus largely on cases that include complex and high risk settings.

PCR testing will continue to be used for travel and hospital screening. It will also be available for anyone who is symptomatic but has tested negative at home, and those who need to confirm a positive diagnosis if their self-tests remain positive after 7 days.

These changes are appropriate. They will help protect infrastructure and give you much more ability to self manage the pandemic and the rapid spread of the Omicrom variant.

Speaking of self-management, I know many of you are wearing masks and following the strengthened guidance issued in recent weeks. Thank you for doing what is right for our community but we need now to be even more vigilant. We need to consider how we approach environments outside the household, including in social, retail and work settings. Please be considerate to others, respect mitigations people wish to take, respect personal space, wear face coverings and please USE LATERAL FLOW TESTS to "Know before you go“.

The coming weeks may be difficult and I have to tell you that we are prepared to act hard and fast if the situation demands it if we are unable to provide critical public services. However, we should not be afraid – we have all the tools at our disposal to get through this - and we will get through this.

The gift card, which was launched on a pre-sale basis at the end of November and will be redeemable from the 4 January 2022, looks to encourage residents and corporates to give the gift of local this Christmas to friends, family and employees. The card is available to purchase online. Physical versions of the gift card are also available and can still be delivered in time for Christmas Day.

The launch incentive which was introduced when the LoveIOM Gift Card was first unveiled, is also still available where a limited number of cards can be purchased with an additional cashback reward.
