Expressions of interest for providing emergency housing

Monday, 5 October 2020

Expressions of interest are being sought for organisations capable of developing emergency housing for those with no fixed abode in the Isle of Man.

The Isle of Man Government wishes to commission around 30 spaces in the Eastern area of the Island for short term emergency housing. This would include a daytime drop-in service providing shelter and food; and around 20 spaces across a range of suitable properties and locations for short to medium term emergency housing, to include a communal living space and/or kitchen area as part of a Manx Housing First Support Service.

Minister for Policy and Reform, Ray Harmer MHK said:

‘There are many circumstances that can lead to homelessness or sofa surfing; domestic violence, families becoming estranged, leaving care or sub-standard accommodation. By providing emergency housing for those who find themselves without a safe place to sleep we can minimise the risk to the individual’s health and wellbeing and better protect the vulnerable in our Island community.

‘We would like to assess the degree of interest and capability to deliver these services locally and discuss with interested parties their proposed solutions for a suitable delivery model.’

Organisations wishing to express an interest in the Emergency Housing – Day Time Drop-in and Night Stop Facility or the Manx Housing First Support Service will need to register on the Isle of Man Government’s Procurement Portal. Any questions or points of clarification relating to this Request for Information should be submitted, via the Portal, no later than noon 26 October 2020.
