Treasury Minister Alfred Cannan MHK will present an update on the Securing Added Value and Efficiencies (SAVE) programme at the July sitting of Tynwald.
The report outlines the projects that are currently being progressed to provide better financial value and also more effective service delivery. The report provides updates on five key projects including higher education and legal aid.
In receiving the report, Tynwald Members will be asked to support the creation of an Isle of Man Government-owned organisation to take responsibility for the operation of the Airport. This follows a review into the Airport by external consultants York Aviation, which identifies a number of opportunities in relation to generating income and improving financial accountability, transparency and cost control, supported by a change in the operating model.
If approved, a transformation team, led by the Cabinet Office, will be formed to develop the project and explore how it can deliver a reduction in the net deficit over the first five years and improvement in its operation. The team would be tasked with returning a detailed implementation plan, governance structure and operating model to Tynwald for approval by April 2020.
Also covered in the progress report:
- areview into the operation of quarry operations has concluded they are run efficiently and recommends they remain under government control
- an invitation to tender process will be launched by the Department of Education, Sport and Culture with a view to appointing a third-party organisation to deliver higher education
- the ongoing review into the provision of legal aid in the Island will lead to two eight-week consultations being launched: July 2019 on Criminal Legal Aid; November 2019 on Civil and Family Legal Aid
- an analysis of casual work contracts within the Public Service by the Office of Human Resources has concluded
Minister Cannan said:
‘I am pleased to be bringing forward more positive reform to public service delivery and the SAVE report clearly shows that improvements can be made with the Airport operation. There is also progress in other areas and I look forward to further updates in the next Parliamentary year.
‘The SAVE programme continues to focus on challenging the way government operates and much more hard work lies ahead to enable us to seize opportunities and achieve our aims.’
