Tribute to Dan Kneen

Members and staff at Isle of Man Sport have added their tributes to the late Dan Kneen, who sadly lost his life during the TT Practice on Wednesday evening.

Dan had been supported by the Isle of Man Sport Aid programme over the past 10 years or so and was a regular user of the facilities at the Isle of Man Sport Institute. He was also nominated for Isle of Man Sportsman of the Year in 2017.

Dan was well-liked and regarded by all the team at Isle of Man Sport and also by the other athletes who enjoyed his cheery demeanour, humility and enthusiasm for his sport.

Sports Performance Co-ordinator, Chris Quine, commented:

'I first met Dan around the time of his Manx Grand Prix treble in 2008. He was quite a raw talent at that time but over the next few years learned more about how to prepare for high performance sport and transformed himself into one of the best road racers in the world. And he did it all with a smile on his face.

'A number of the athletes and coaches have already spoken in very moving terms about how they enjoyed training around him and the impact he had on them as athletes and people. We will miss him dearly.'

Chairman of Isle of Man Sport, Gary Corkhill, added:

'It goes without saying that everyone is devastated at the news of Dan’s passing. We would like to add our condolences to the many tributes that have already been said and published on social media. Our thoughts are very much with Dan’s family, friends and team at this difficult and sad time.

'Dan was one of the Island’s top sportsmen and his achievements and passion for his sport touched so many people. His loss will be felt throughout the community.'

Quarterly Economic and Statistical Update

The Isle of Man Government has today, Thursday 31 May 2018, published its latest Quarterly Economic and Statistical Update.

The report, compiled by the Economic Affairs division of the Cabinet Office, provides information about the Manx economy and forecasts for global growth.

It highlights economic indicators across a range of key areas, including employment, population, inflation, property sales, company formations and funds under management.

The Quarterly Economic and Statistical Update, which relates to the period 1 January to 31 March 2018, is published on the Council of Ministers section of the Government website. The format of the report has been revised to provide greater focus on the data.

Policy and Reform Minister Chris Thomas MHK said:

‘It is important for Government, and indeed Tynwald and the wider public, to have timely information about issues that impact on how our people and economy are doing. This quarterly report does just that, and will help to inform how policy develops to build on our successes and address our acknowledged challenges.’

Work to sustain Island’s marine environment showcased to international audience

The Isle of Man’s work to sustain its marine environment has been successfully showcased at an international UNESCO biosphere event.

Dr Peter Duncan, Senior Marine Environment Officer for the Department of Environment, Food and Agriculture, represented the Island at the eighth meeting of the World Network of Island and Coastal Biosphere Reserves in Menorca.

Peter joined delegates from 50 biosphere areas, all over the world, discussing shared environmental and economic challenges and solutions.

Geoffrey Boot MHK, Minister for Environment, Food and Agriculture, said:

'The Island is an active participant in the global network of biosphere reserves and is keen to work with areas we have much in common with, to share our own expertise and learn from them.

'As the Island’s territory is 87% sea, we have an important role to play in the World Network of Island and Coastal Biosphere Reserves. With a network of 10 marine protected areas around our coast, our marine life is well-protected and sustains fishing, recreation and tourism.

'Peter gave presentations on the important work we are doing in the Island to protect and restore marine habitats, working closely with those who use them for leisure and to earn a living.

'He told the success story of Ramsey Marine Nature Reserve, where careful co-management means the economically valuable scallop fishery is recovering and important habitats are being preserved.

'Following this meeting, we will create deeper ties with fellow island and coastal biosphere reserves and ensure we continue to draw on one another’s expertise,” the Minister said.

'For example, the Island has pledged to play a leading role in a new network project on marine plastics and their impact on the environment. This builds on work being done here to develop a strategy to reduce plastics – particularly single-use items – within government where possible.

'Working with other island and coastal biosphere reserves the world over will benefit us all as we seek a sustainable future.'

Isle of Man In Numbers 2018

Did you know that 960 tonnes of glass were recycled after being collected at Bring Banks in the Isle of Man in 2017?

Or that 2,575 driving tests were taken during the year, with an average pass rate of 45% for men and 39% for women?

Also in 2017, a total of 7,990 passports were issued, there were 38,846 attendances at accident and emergency, 10,263 jobs were advertised through the Job Centre and 39% of applicants for house purchase assistance were under 25 years of age.

These fascinating facts are among the wealth of statistics contained in the Isle of Man In Numbers 2018, a comprehensive source of economic and social data published by the Cabinet Office.

The annual digest, which is available on the Economic Affairs section of the Government website, covers areas of public interest such as finance and commerce, transport and communications, population and employment.

Data is gathered from a variety of sources including the Census, Passenger Survey and Earnings Survey, as well as from Government Departments, Boards and Offices.

Policy and Reform Minister Chris Thomas MHK said:

‘The report provides an interesting snapshot of life in the Isle of Man. It is one of the many statistical resources that helps to inform the development of Government policy and is also used by private enterprise to assist business planning.’

Annual review of Island’s property market

The Isle of Man Government has published its annual review of the property market for 2017.

The report, compiled by the Economic Affairs division of the Cabinet Office, provides information about house and flat prices, affordability, the volume of sales and the level of mortgage lending.

Statistics for 2017 show the average price of a property sold in the Isle of Man during 2017 increased by 0.4% to £248,250.

The average house price in 2017 was £268,220 and the average flat price £149,991, while the report also points to a steady increase in the volume of house sales over recent years.

The long-term affordability of housing is measured by showing average house prices as a multiple of average earnings. In 2017 average house prices were 6.77 times average annual earnings. This ratio is lower than it has been for most of the last decade.

The report, published on the Economic Affairs section of the Government website, also looks at the ability of younger people to afford a property.

While the earnings ratio has improved since 2011, the report notes that home ownership remains difficult for individuals aged 25 and under, with significant savings or financial assistance required to get on the property ladder.

Figures for 2017 also show that aggregate lending by Isle of Man institutions to local residents recovered to £1.718 billion, while mortgage debt has reduced by approximately 30% from its peak in December 2009.

Policy and Reform Minister Chris Thomas MHK said:

‘One of the objectives of the Programme for Government is to have affordable and accessible housing that meets the Island’s social and economic needs. The housing market review gathers important information that will build on work currently taking place around planning, population and inter-generational fairness to shape the development of policy.’

He added:

‘Everybody needs a home, whether it’s somebody born in the Isle of Man or those coming here to take up the career and lifestyle opportunities our Island offers.’

Key Appointments for Finance Isle of Man

The Department for Enterprise has announced the final senior appointments for the new Executive Agencies, with the appointment of a non-executive Chair and a Chief Executive to lead the Finance Isle of Man Executive Agency. Aidan Doherty will become Chair and Michael Crowe will take up the role of Chief Executive.

Finance Isle of Man is responsible for promoting and developing the Isle of Man’s significant financial and professional services industry, ensuring its recognition as an international financial centre of excellence, in turn delivering long term sustainable economic growth to the Isle of Man.

Laurence Skelly MHK, Minister for Enterprise, commented:

‘I welcome Aidan and Michael to the Department and look forward to their knowledge and experience guiding the Agency in attracting new enterprise, boosting local businesses and securing a positive future for our strong ecosystem of financial and professional services here in the Isle of Man.

‘The appointments of Michael and Aidan have also enabled us to proceed with finalising the four Agency boards. We are now close to having all board seats confirmed. This is another key milestone and will lead to each board determining the Agency’s strategy and the key priorities. The Department is committed to the private-public partnership and is looking forward to the tangible benefits which will be derived from the close participation of members of the business community in the Department for Enterprise’s new approach to economic development.’

Aidan’s career in the financial services industry has spanned over 40 years, the majority of them in the Isle of Man, having moved to the Island in 1984. His career, largely in Banking, has seen him based in Ireland and the Cayman Islands, as well as the Isle of Man, all of which has provided Aidan with an in-depth knowledge of the financial services industry generally.

Commenting on his appointment, Aidan said:

‘I’m honoured to have been appointed as Chair of Finance Isle of Man and am looking forward to the strategic challenges and responsibilities that the role will bring. The Island has been subject to a lot of scrutiny of late but I am positive for the future of the Finance Sector as I firmly believe it has a very solid foundation from which to build on.

‘Furthermore, we are very fortunate to have the board of the Finance Agency made up of some very talented and experienced people, all of whom are intent on one thing – delivering the best for the Island. Needless to say Government’s initiative in forming the four new Agencies shows its willingness to engage comprehensively with all sectors of industry, which in itself has got to be positive for the Island.’

Michael is currently a Director at Grant Thornton Limited. He is a Fellow of the Institute of Chartered Accountants in England and Wales, the former President of the Isle of Man Chamber of Commerce and former Chair of the Isle of Man Society of Chartered Accountants. He has spent 27 years working on the Island with a wide variety of local clients and organisations of all sizes, covering all sectors of the local economy.

Michael commented:

‘I have very much enjoyed being able to build my career on the Island and, through my current role with Grant Thornton, I have enjoyed fantastic relationships with some of the key service providers on the Island. I will leave the company in September knowing that those clients will be well served by my colleagues.

‘I am excited to be moving to a new role as the Chief Executive of Finance Isle of Man. My focus will be on the future of the Island, being part of the leadership team within the Department for Enterprise and working to ensure that our economic success continues.’

Restoration of No.42 horse tram

Iom Transport department is pleased to announce the beautiful restoration of No.42 Douglas Bay Horse Tram built originally by G.C. Milnes, Voss & Co., in Birkenhead as one of a pair of tramcars delivered to the tramways in 1905. It reportedly only took four weeks between the trams being ordered and them arriving in Douglas in 1905. When delivered it had seating for thirty-two passengers, but this was later increased to forty passengers when the tram was lengthened in 1938. Enjoy taking a ride on this very special tram.

Competition Bill Consultation

The Isle of Man Office of Fair Trading is currently consulting on its Competition Bill.

It is intended that the Bill will replace Part 2 of the Fair Trading Act 1996.

The OFT undertook an initial consultation in July 2013 whenit was concluded that the Island’s competition legislation needs to be brought in line with modern international standards - most notably, Articles 101 and 102 of the Treaty on the Functioning of the European Union, with regards to anti-competitive practices and the abuse of a dominant market position.

The website includes a draft copy of the Competition Bill as well as a copy of the initial consultation.

The deadline for the consultation is 15 June 2018.

Public feedback sought on Draft Area Plan for the East

Feedback is being sought on proposals that will shape the future of strategic planning and development in the east of the Island.

A public consultation has been launched today, Friday 25 May 2018, into the Draft Area Plan for the East. The documents, written statement and maps are available to view on the Government consultation hub.

The Draft Area Plan for the East is the local implementation of the policies and vision set out in the Isle of Man Strategic Plan 2016. Subject to Tynwald approval, it will replace the local plans currently in place for Douglas, Onchan, Braddan, Marown, Santon, Laxey and Lonan.

Proposals focus on the allocation of new land for housing and employment uses, along with the application of planning law and policies to encourage the regeneration of brownfield sites, which can be designated for comprehensive treatment.

The Draft Plan also earmarks sites that could be held in reserve to meet future demand for development and highlights the need for careful management of the local landscape and environment.

The intention is to support vibrant residential and business areas that enable the Isle of Man to grow and prosper sustainably.

Policy and Reform Minister Chris Thomas MHK said:

‘The Draft Plan is vitally important for the Island and its ability to meet the needs of current and future generations. It will be at the heart of strategic planning in the east, influencing where new houses and business premises are built and where infrastructure and public services are located.’

He added:

‘Highlighting the significance of land zoning during the Area Plan process was a recommendation of the Tynwald Select Committee I chaired after I picked up a Petition for Redress about planning. It is an issue that can have a major impact on individuals and the communities they live in, so it is important for people to look at what is being proposed and give us their views.’

Comments can be submitted in writing to AreaPlanForTheEast@gov.im or to Planning Policy, Government Office, Bucks Road, Douglas, IM1 3PN.

In addition to the consultation hub, the documents and maps can be accessed at the Welcome Centre in the Sea Terminal and the Tynwald Library. Public drop-in sessions will also be arranged during the consultation period, which runs until Friday 31 August.

The Draft Plan for the East has been informed by the initial Call for Sites, where land owners and developers were invited to put forward sites for consideration, and the Preliminary Publicity, which encouraged public feedback on the nominated sites.

The Cabinet Office will review all responses to the current consultation and make any appropriate revisions to the proposals. Public hearings will then be held and the advice of the Planning Inspectorate taken into account ahead of the Draft Area Plan for the East being presented to Tynwald for approval.

Minister Thomas commented:

‘Planning is central to Government’s efforts to support sustainable growth. We are looking to the future and the implications of growing the Island’s economy and working population. The eastern area has our highest concentration of people and businesses, so it’s important we have a coherent and comprehensive Draft Plan as soon as possible.’

Lezayre Road scheme to start after TT Week

A scheme to improve the ride quality on Lezayre Road in Ramsey will begin straight after TT Week.

It is scheduled to run from 10 June to 10 August and will require the junction of Bircham Avenue and Lezayre Road to be closed for approximately 6 weeks while the highway is reconstructed and works are carried out to improve the utilities.

A one kilometre stretch of Lezayre Road will be resurfaced while the junction is closed, and will feature the addition of a cycle lane.

A previous scheme planned for this section of road last year included a new water main for the full length of the works. Following discussions with Manx Utilities, local MHKs and Ramsey Town Commissioners, a new route for the water main away from the highway has been identified, allowing a simpler and quicker resurfacing scheme to be carried out.

The works at Bircham Avenue junction will make provision for a connection to the proposed new water main in the future, avoiding any further disruption on Lezayre Road.

Infrastructure Minister Ray Harmer MHK said:

‘I am pleased that the Department has been given the opportunity to bring further improvements to the town.

‘The new scheme has been carefully planned with the local schools, residents and businesses to ensure that the smooth running of the town continues throughout the construction period.

‘With fewer students attending Ramsey Grammar School, warmer weather and longer working hours, the project will be finished before the students return from the summer break, which has been welcomed by the school.’

The project will see the current road surface removed during the working day and the new road surface laid in the evening, taking advantage of the longer daylight hours.

The addition of a cycle lane is part of an ongoing series of improvements to the highways network aimed at health benefits through ‘active travel’ and fulfils a commitment in the Programme for Government to encourage good lifestyle choices.

A resounding success for ISLEXPO 2018

ISLEXPO – the Island’s biggest business event – proved a resounding success last week (16th May) as over 1,500 attendees from on and off-Island enjoyed an exceptional programme of content and networking events at the Villa Marina.

ISLEXPO was launched in 2016 by the Department for Enterprise with the core objective of encouraging businesses to start or expand in the Isle of Man. The 2018 event provided a successful culmination to the ‘Start, Grow, Locate’ series, with the theme Locate and a celebration of the Isle of Man as an attractive business destination to live and work taking centre stage.

Laurence Skelly MHK, Minister for Enterprise, commented:

‘In 2016 we launched ISLEXPO with the theme of ‘starting’ a business. Since then the Department for Enterprise has provided active support to over 150 businesses that have started here in the Isle of Man. Last year we focussed on ‘growing’ your business. In the 12 months since then the Department has helped over 300 businesses grow and achieve their potential in the Isle of Man.

‘This year we celebrated the Isle of Man as a world-class ‘location’ for business and for people, looking at ways the Island’s unique attributes give us an exceptional quality of life and a culture of ambition and passion.

‘In the Isle of Man unemployment is down and the number of workers is up, with around 1,400 more people in work today than when ISLEXPO started 2 years ago. Since then the Department has helped over 200 skilled workers locate to our Island through a targeted support programme of relocation incentives to fuel the success of our local businesses.

‘We have committed a further £2 million to help employers relocate staff and introduced further financial support for new start-ups, showing the Department’s commitment to nurturing an ecosystem of entrepreneurialism and driving success for our Island’s people and businesses.’

ISLEXPO 2018 started with a choice of breakfast networking events for attendees followed by an inspirational opening keynote from Dan Germain, Head of Brand and Creative for the pioneering drinks company Innocent.

A full programme of practical information-based sessions and panels followed including popular social media and recruitment workshops for businesses of any size. The newest addition to the programme focussed on local and locating businesses that have received Government assistance. The sessions proved extremely popular and were testament to the entrepreneurial spirit and attraction of the Island. To support this further, the live pitching contest which was open to the public this year generated huge interest and formed a clear highlight of the programme.

ISLEXPO 2018 saw a full line-up of private sector sponsors and partners including a headline sponsor, the innovative gaming platform Annexio. There was growing support from the Island’s business community with this year’s event attracting even greater interest from the Island’s increasing number of gaming and cryptocurrency organisations, including the rapidly expanding bitcoin specialist CoinCorner.

Co-founder of CoinCorner Phil Collins said:

‘ISLEXPO 2018 was a great opportunity for CoinCorner to show our support for the Island’s up-and-coming entrepreneurs as the start-up story is something that we can relate to. Having grown from a start-up to a global business, CoinCorner is leading the way for the Island’s cryptocurrency sector. It was a great day and we hope to work with the ISLEXPO team again in the future!

The events of the day rounded-off in an inclusive and lively celebration in the Gardens. A mix of attendees – including teams from corporate organisations, start-ups and entrepreneurs, visiting off-Island delegates, government representatives and students – enjoyed a line-up of talks in the tipis, live performances from local musicians, and artisan food and drink.

Drier weather means serious risk of fire

With the warmer, drier weather the Island has been enjoying, the Department of Environment, Food and Agriculture (DEFA) and the Isle of Man Fire and Rescue Service are urging the public to take care when in the countryside due to the heightened risk of wildfire.

Minister for Environment, Food and Agriculture, Geoffrey Boot MHK said:

'The warmer weather is most welcome – especially as we enter a long holiday weekend. However, the recent dry spell has left many areas of heather and gorse tinder-dry. This vegetation could easily ignite and a fire could quickly spread out of control with disastrous consequences for the local environment and bio-diversity.

'In recent days and weeks there have been a number of large scale wildfires in the Peak District National Park and the Scottish Highlands.

'We want everyone to enjoy our beautiful countryside – through initiatives like 2018 Year of Our Island and the Department’s 'Warden’s Walks' series – but to do so responsibly. It only takes a discarded cigarette or small fire not being put our properly, for things to quickly escalate.'

On the Island, the fire service has dealt with two fires in the last week, both started as controlled fires, but which quickly escalated to become out of control. These types of incident require significant resources from the fire service and could potentially divert crews away from other jobs. The advice is to delay burning until conditions are more favourable.

Before any controlled fire, the Fire Service would remind all persons to contact the Emergency Services Joint Control Room on 697327, giving the location of the fire and contact details of responsible persons.

Ground nesting birds such as curlew, skylark, meadow pipits, red grouse and birds of prey such as hen harrier and short eared owls are actively nesting now and any fire could have a devastating impact.

Large swathes of DEFA’s estate that are open to the public are particularly vulnerable and include the upland heather moors, forestry plantations and areas of coastal heath such as the Ayres National Nature Reserve.

The public is therefore asked to comply with the following:

Do not light bonfires, camp fires or barbeques anywhere near combustible vegetation
Do not light and release Chinese Lanterns
Do not place disposable barbeques directly on the ground and preferably avoid their use altogether
Do not dispose of smouldering cigarettes out of car windows, particularly whilst driving through the uplands
Take your litter home with you - discarded glass bottles can ignite fires

As controlled burning of upland heath is undertaken over the winter months, any fire during the spring or summer is very likely to be accidental and should be reported immediately by dialling 999.

Conference for 800 teachers to highlight essentials for learning in the Isle of Man

On 1 June, over 800 teaching staff on the Island will attend the Department of Education, Sport and Culture’s ‘Essentials 4 Learning’ symposium.

The symposium is an Isle of Man learning conference and marks a further development of the Island’s curriculum.

A group of around 60 staff from across the Island’s schools and learning community will share the best of what they do by delivering over 50 learning workshops in five locations around the Island on the day.

Guy Claxton, Emeritus Professor of the Learning Sciences at the University of Winchester, will launch the event with a keynote speech on how teachers can shape learning and education for the next generation.

The event, which takes part on the first day of the summer half-term holiday, is part of the Department’s professional development offering to teachers, and links to the objectives for education laid down in the Programme for Government.

E4L, which was launched in 2011, sets out the priorities for primary and secondary education in the Isle of Man. It details the Department’s aspirations for young people, what is taught, how pupils learn, and the outcomes and impact teachers strive to achieve.

The re-imagined curriculum overview sees all parts of E4L centre around the Isle of Man learner, who this year has been characterised in a short animation featuring ‘Ella’. The animation explains what the Department seeks to deliver through learning on the Island, and how teachers can nurture attitudes and dispositions that are vital in supporting young people to flourish.

The animation is supported by an updated teacher networking portal, and new external E4L website – https://e4l.sch.im – designed to appeal to pupils, parents and other stakeholders with an interest in learning.

Organiser of the event, School Improvement Adviser Joel Smith, said:

'The re-imagining of Essentials 4 Learning came about following research and recommendations from staff across our education system. We believe E4L sends a strong message to our teachers, pupils, and parents, that as well as securing good academic outcomes, we are also committed to supporting vital skills, dispositions and attitudes in young people as they develop and make sense of the world as it is now and in the future.'

Minister for Education, Sport and Culture, Graham Cregeen MHK, added:

'The E4L symposium, and wider re-launch of E4L to the Isle of Man public is an exciting development for our teachers and learners. We wish for all of our young people to be successful and happy in their learning, and through E4L are committed to ensuring the standards of education in the Isle of Man remain high, whilst also supporting the growth and success of the Island internationally.'

New warning light in Laxey

A new roadside warning system has been installed in Laxey.

Flashing amber lights now warn road users of oncoming trams approaching from the Ramsey direction at the Green's Garage level crossing on the A2 Ramsey Road.

The approach to the crossing previously involved an awkward angle for drivers travelling south to see trams approaching from the same direction.

The introduction of the new warning system demonstrates the Department's continued focus on road safety and the reduction of risk associated with the operation of the rail network.

Pack with care and be prepared for airport security

Passengers travelling through Isle of Man Airport are being urged to check the guidance on hand luggage and help keep security screening queues to a minimum both on and off-Island.

The following advice has been issued ahead of the bank holiday weekend, TT fortnight and busy summer season in support of guidance issued by the UK Department for Transport.

Carefully packing bags at home and carrying only essential items in hand luggage can help reduce the need for lengthy manual checks at security.

Passengers are reminded that when flying from IoM and UK airports:

Liquids, gels and pastes should be packed into hold baggage where possible. If carried in hand luggage, they should be in containers that hold 100ml or less, and packed into a sealed, clear plastic bag (maximum 1 litre capacity) which must be placed in the tray at security
Food or powders should be packed into hold baggage where possible. Although these items are permitted in hand luggage, they can obstruct images on the X-Ray machine, or may be mistaken for suspicious items – so putting them in the hold will help reduce the need for additional checks. Passengers who need to take these items on board should therefore allow extra time at security
Sharp items and tools cannot be carried in hand luggage at all.
Large electrical items such as laptops or tablets can be taken into the cabin, but must be removed from hand luggage at the search area and placed in the tray

Items that cannot be identified by the screening officers may be subject to further checks and in some cases may be rejected for travel. The full guidance, including a useful video guide is available.

‘This guidance not only helps ease queues at security, it can ensure your journey is a lot more straightforward and enjoyable.

‘We are all aware why the checks must take place, but sometimes it’s good to refresh people’s memories on exactly what is required of them when they arrive at an airport.

A scheme aimed at improving the flow of passengers at Isle of Man Airport by creating an enlarged central search area is now well under way. The new entrance will be made operational after TT fortnight and new tray return equipment is scheduled to be ready for use by passengers towards the end of July. A second security line will open permanently from late-July, once the recruitment and training of staff is complete.

Tele-medicine delivers specialist stroke therapy 24/7

People who suffer a stroke now have access to specialist thrombolysis treatment at Noble’s Hospital round-the-clock.

Additional funding has secured a new tele-stroke thrombolysis service through a partnership with the Royal Liverpool Hospital. It means that clot-busting drug intervention is offered out-of-hours in the Isle of Man for the first time.

It’s important that a consultant reads a patient’s scan as soon as possible after a stroke, to decide whether the individual can benefit from thrombolysis. Under the new initiative, consultants in Liverpool will examine images remotely and liaise with specialist stroke nursing staff at Noble’s via a video link.

Four extra nurses have been recruited to the stroke team to help run the 24-hour service. They have already made use of the new facility, accessing specialist consultants and making a speedy decision on diagnosis and hospital admission.

Lead nurse for stoke Gillian Horsey said:

‘The key to a good recovery from stroke is early detection and rapid treatment. I would urge anyone who witnesses stroke symptoms or who thinks they are having a stroke to dial 999.

‘Our enhanced service at weekends and evenings is good news for patients. A small proportion of those who suffer a stroke are suitable for thrombolysis but with this extended service we will be able to ensure that all those who are suitable receive it.’

Minister for Health and Social Care David Ashford MHK said:

‘This initiative brings a welcome deployment of tele-medicine on the front line of healthcare. The development will allow us to work smarter, tapping into expertise off-island quickly and efficiently.

‘A stroke can leave patients with long-term disabilities, which require a host of other services and support. The investment in this project will benefit not only the individual but their families and the wider community.’

A stroke awareness campaign has been organised to coincide with the start of the tele-stroke thrombolysis service. Display boards and leaflets at Noble’s and Ramsey District Cottage Hospitals will promote the new service and information packs outlining the new pathway will be sent to all GPs.

The initiative has the backing of the Manx Stroke Foundation which is promoting the FAST campaign designed by the Stroke Association. FAST provides information about how to recognise a stroke and gives advice on what to do. The acronym spells out symptoms to watch for - Facial drooping, Arm weakness, Speech difficulties - and Time to call 999.

New recovery ladders for Island’s fishing fleet improve safety

New ‘man overboard’ recovery ladders are being distributed to the Isle of Man’s fishing fleet under a grant from the Department of Environment, Food and Agriculture (DEFA).

The latest vessel to receive the safety equipment is the Genesis PL400. The vessel’s master Tony Middlemas was on hand at Battery Pier in Douglas to receive the safety ladders from Minister for Environment, Food and Agriculture, Geoffrey Boot MHK, who was accompanied by his wife Suzie.

Also on hand for the presentation of the equipment were the RNLI’s Fishing Safety Manager for the UK and Ireland, Frankie Horne and Chief Executive of the Manx Fish Producers’ Organisation (MFPO), Dr David Beard.

An Isle of Man based fisherman recently joined UK fishermen in a survival exercise at RNLI headquarters in Poole which aimed to highlight the importance of wearing a life jacket at sea. Commercial fishing can be a dangerous industry. Despite ongoing campaigns and education, between 2010 and 2014 there were 54 deaths in the waters around the UK and Ireland with 59% of fatalities found to have not been wearing a lifejacket, according to the RNLI.

The exercise also highlighted to participants that fishermen often die in the water because they cannot get back on board their vessels – the new ladders being fitted to Isle of Man fishing vessels are specifically designed to assist someone getting themselves out of the water – vital for single-handed vessels – as well as making it easier for crews assisting someone overboard.

Dr David Beard, Chief Executive of the MFPO, said:

'Should a person fall overboard then survival times are short, even in Manx waters. The shock of the cold water will mean their strength is sapped extremely quickly and they may only have one chance to get back on board. These ladders will help to ensure that one chance may be enough. Yachtsmen should also be aware how difficult it is to recover someone who falls overboard and should consider fitting one of these ladders which are available from MFPO.'

The ladders are produced locally in Peel by the MFPO, with each one able to be specially made to fit each vessel.

Minister for Environment, Food and Agriculture, Geoffrey Boot MHK, said:

'The Department looks to support any initiative that can enhance the safety of people working in our fishing industry.

'As is the case in other jurisdictions, grants are available to support this important local industry in a number of areas, such as helping with sustainable fishing, preserving the natural environment or, as is the case here, improving safety at sea.

'DEFA has a good working relationship with the RNLI and the Manx Fish Producers’ Organisation and I am pleased we have been able to work together on this initiative.'

The decision to produce the ladders for the local fishing fleet followed a demonstration of the equipment to Government by the RNLI and the MFPO at a Fishing Industry Safety Group meeting in October 2017.

To date 37 recovery ladders have been distributed to the Island’s fishing fleet. Ladders are available free of charge to all Manx fishermen under the DEFA grant and anyone who would like one should contact the MFPO on 842114 or iomfishermen@manx.net.

Visit Isle of Man tourism campaign continues

The new tourism campaign aimed at encouraging people to visit the Isle of Man is continuing and May’s promotional activity incorporates TV advertising and additional digital and social media advertising.

‘Isle of Man – The Extraordinary Story’ launched in April and was created to showcase the very best of the Island, helping to promote its distinctive culture and heritage and its wide array of attractions and outdoor activities. The campaign features a 90-second film and this is to be used as the basis for a series of 22 x 30 second TV adverts over the coming weeks on ITV Granada and Border networks, as well as the All4 On Demand service. The full 90 second film will be shown on Tuesday 29 May during one of the ad breaks for the ‘Britain’s Got Talent’ show.

Rob Callister MHK, the Department for Enterprise Member responsible for Tourism and Motorsport said:

‘We have been really encouraged by the feedback to the campaign and the TV advertising should provide an additional significant boost by broadcasting the wonderful short film into millions of homes into the North West and helping potential visitors decide that the Isle of Man is the ideal destination for their holiday or short break.

‘The PR campaign also continues apace and last weekend the Island featured in a very positive article in the Daily Star following a visit from one of their journalists. We have a strong pipeline of press visits lined up so can expect more positive coverage throughout the year.

‘The new Visit Isle of Man executive agency will play the key role in determining the future promotion of the Isle of Man as a visitor destination and we are currently in the process of finalising the agency’s board members ahead of the first meeting in June.’

Ranald Caldwell, Chair, Visit Isle of Man said:

‘The new campaign delivers on the key actions laid out in Visit Isle of Man’s current strategy, the Destination Management Plan, and the Programme for Government which proposes strengthening the links between tourism, culture and heritage.

‘While we await data on passenger numbers, other metrics have been encouraging following the first month post launch.

‘The website www.visitisleofman.com continues to be the focal point of our promotional efforts and 90,000 visitors to the site in April represented a 53% year on year increase. ‘We will continue to monitor the effectiveness of the campaign and adapt our promotional strategy accordingly but we remain committed to targeting the four key audience profiles highlighted in the Isle of Man’s Destination Management Plan.’

Contactless payments launched on Island’s buses

Bus passengers will be able to pay their fares through contactless technology from tomorrow (Thursday 24 May).

All vehicles operated by Bus Vannin will offer the simple, safe and secure method of payment in time for the busy TT fortnight, when more than 175,000 passenger journeys are expected to be taken.

The development will provide customers with the option to use their contactless-enabled credit or debit Europay, Mastercard or Visa cards on the quick scan reader for sums not exceeding £30, in line with the system’s transaction limit, as well as through Apple Pay and Android Pay using mobile devices.

Jason Moorhouse MHK, Member with responsibility for Public Transport, said:

‘Simply place your card or device near the reader, collect your ticket and hop on board - what could be easier?

‘The introduction of contactless payments will improve public transport for both residents and visitors, and means customers in the Isle of Man can enjoy up to date technology solutions.’

‘Along with the introduction of the Traveline journey planner earlier this year, the launch of contactless technology on the Island’s buses reaffirms the Department’s commitment to providing customers with the most modern and efficient service as possible.’

Deadline approaching to take part in Social Attitudes Survey

The deadline is approaching for people to respond to the 2018 Social Attitudes Survey.

The online questionnaire provides an opportunity for members of the public to tell Government what they think about living in the Isle of Man.

People have until midnight on Monday 28 May 2018 to complete the Cabinet Office survey, which gauges opinion about issues such as crime and safety, transport and travel, housing, employment, population and Brexit.

One section focuses on healthcare funding and the feedback will support the gathering of evidence as part of the independent review of the Isle of Man healthcare system being conducted by Sir Jonathan Michael.

The survey also asks for views about the best and worst things about living in the Island, confidence in Government and satisfaction with public services.

The results are used by Government to inform policy development, to assess its performance and to gain a better insight into public opinion.

People can respond to the 2018 Social Attitudes Survey online at www.gov.im/socialattitudes2018

Alternatively, paper copies are available from Government Office in Douglas, the Job Centre, Markwell House and the public libraries in Douglas, Peel, Ramsey and Castletown.

The survey is easy to complete by either ticking the appropriate boxes or writing answers in the spaces provided. All information provided will be treated in the strictest confidence and only anonymised summaries will be published.
