Chief Minister welcomes open exchange of views with public

Chief Minister Allan Bell MHK says he has taken on board the views expressed by members of the public during Wednesday night’s (March 28) community meeting in Douglas.

More than 100 people attended the Manx Museum lecture theatre to take advantage of an opportunity to discuss matters of national importance with Government Ministers. The Chief Minister opened proceedings by saying the event heralded a new era in open and transparent communication between the Council of Ministers and the Manx public.

He highlighted the massive fiscal challenge facing the Government and reiterated his three main priorities: to encourage further economic growth, rebalance public finances, and protect the more vulnerable members of the community.

Mr Bell said:

‘I was one of the main architects of the strategy to create a Prosperous and Caring Society in the Isle of Man 25 years ago, and I’m just as passionate about that today. We must now focus on laying the foundations for how we want the Island to look in the next 20 years. We need the people of the Island to work together with the Government to achieve a brighter and more sustainable future.’

Following the Chief Minister’s introduction, Treasury Minister Eddie Teare MHK outlined the Budget process and the need for significant savings across all Departments, before the meeting was opened up to questions from the audience. All the Ministers – with the exception of Juan Watterson MHK who was off-Island – were on stage to address matters relating to their particular Departments.

There were lively discussions on a number of topics including pre-school provision and university tuition fees, local authority reform, the challenges presented by an ageing population, rising living costs, Tynwald Members pay and pensions, public sector housing, and the diversification of the economy.

Mr Bell said he welcomed the opportunity to engage directly with the Manx public and had listened with interest to a wide range of suggestions, comments and concerns.

Mr Bell said:

‘In an open and transparent democracy, the free exchange of views between Government and the community is to be embraced and valued by us all. This meeting provided a useful forum to discuss the Council of Ministers’ position on current issues, and to seek input from local residents at what is a critical time for the Isle of Man. As a Government we need to explain our policies more effectively, listen more and be more humble. I am fully committed to promoting an open and honest dialogue with the public, and we will continue to get out into the community and listen to what people have to say on key issues.’

The intention is to hold further community meetings in the north, west and south of the Island over the next 12 months, and details regarding dates, times and venues will be confirmed in due course.

The Bowl providing a lasting legacy

Six months on from the closure of the Commonwealth Youth Games, the Island’s national stadium, the Bowl continues to be well used and serve as a permanent legacy for the Island’s sporting community. The Bowl is now part of the NSC estate and is proving to be an asset not just for the NSC but the Island community as a whole.

Hon Tim Crookall MHK, Minister for Community, Culture and Leisure said:

‘I am delighted with how well used the Bowl has been. From the Manx Youth Games in May 2011 and CYG Opening Ceremony in September right through to local football matches and school PE classes, the Bowl is not just a fantastic legacy, it is a state of the art sports facility that is enjoyed by a huge spectrum of local sports people.’

Colin McMullin, NSC Assistant Manager said:

‘The Bowl has had fantastic usage since we fully opened in October. We are currently averaging around 5000 users a month and with the recent county cups and IOMFA finals have averaged approximately 1000 spectators a month through the gates.’

The pitch is a 65mm rubber infill 3G carpet system which is the same as currently used at Manchester United’s Carrington training ground. It is approved by the RFU and FIFA for rugby and football.

The Minister added:

‘It was always intended that the Bowl would be used primarily by the Island’s football community, but the scale of take up has been extremely impressive. Perhaps more importantly in terms of legacy is that the Isle of Man FA run all of their junior development centre groups at the Bowl.’

Nine clubs use the Bowl for their winter training schedule and St Mary’s have taken up permanent residence training and playing their league matches at the stadium. There are four major finals already scheduled to take place at the Bowl with more possible in the near future.

It’s not just the Island’s footballing community that are enjoying the state of the art facility. Ballakermeen High School currently run 12 PE lessons a week, Douglas Rugby club hold their winter training sessions and the Sports Development Unit use the Bowl for their all day schemes.

Finally, the Minister added:

‘The outdoor and Bowl team do a tremendous job in managing the many facilities within the NSC complex and the uptake on the Bowl has added a new dimension to that, which they have all embraced whole heartedly to help provide the stadium for the benefit of the sports people of the Isle of Man.’

Children's University is launched in the Isle of Man

Young people will have a passport to exciting new out-of-school-hours learning experiences with the launch of a Children’s University in the Isle of Man.

Children’s University offers all five to 14-year-olds access to a wide range of opportunities and activities that take place outside of the normal school day.

Pupils buy a passport for just £2 and obtain stamps by visiting validated ‘Learning Destinations’, both locally and further afield. Certificates chart their progress and are awarded at a graduation ceremony where children wear caps and gowns.

An accompanying E-Passport will even allow children to rate the activities they have attended. It will also allow schools to manage children’s participation in a more efficient way.

Carys Lloyd, who leads Children’s University in the Island, said:

‘Children’s University is about having fun with learning and gaining a real sense of achievement at the same time. It’s about giving our children opportunities to choose their own pathways into learning, aiming to raise their aspirations, broaden their horizons and build their confidence and self-belief.’

Public Learning Destinations that have been validated so far include Manx Sport and Recreation’s many clubs for children, run at the NSC and other venues, the Manx Youth Orchestra, which rehearses on Saturdays, has several offshoot groups and enjoys foreign tours, Manx Heritage Foundation’s Bree, a Manx music youth movement that features a monthly Saturday afternoon music session and regular workshop days and weekends, a number of activities run by the Manx Wildlife Trust and Film School, which is run by Community Arts, DCCL.

Museums and other sporting and cultural activities will soon be displaying the black and gold Children’s University ‘Learning Destination’ logo.

Attending the many lunchtime and after-school clubs and activities at restricted Learning Destinations, such as participating schools and clubs and societies they belong to, will also qualify children for passport stamps.

The Isle of Man Children’s University is a charitable trust funded by a Henry Bloom Noble education endowment, a grant from the institution nationally and sponsorship. Celebrated wildlife artist Dr Jeremy Paul, from Colby, has agreed to be its Chancellor.

It is already up and running at four schools – Cronk-y-Berry Primary, Rushen Primary, Scoill Vallajeelt and St Ninian’s High School – while five more will launch the initiative to pupils and parents imminently and 24 will take part in total.

Children’s University was formally launched at Scoill Vallajeelt today (Thursday), an event attended by Ger Graus, one of the founders of the institution and the Children’s University (CU) Trust’s Chief Executive.

Ger said:

‘Children can only aspire to what they know exists and the Isle of Man is providing its young people with every opportunity to journey on the road to discovery. Learning is a satellite navigation system to better places in life and I am very proud that the Isle of Man is the latest member of an ever increasing family of Children’s Universities and that its richness in learning attractions will now also be available to children from across the British Isles and beyond.’

Cathy Asbridge, Children’s University co-ordinator at Scoill Vallajeelt, said:

‘It’s great to be involved with Children’s University. It will give children further encouragement to continue learning outside of the curriculum and motivate them to broaden their experience of activities not offered within our timetable.

‘The children were excited to receive their passports and cannot wait to start filling them in. To have their successes celebrated in such a brilliant way, by wearing caps and gowns at their own degree ceremony, is fantastic.’

Children’s University has been running nationally since 2007 and there are 129 centres throughout the British Isles, with plans for expansion into Europe, Asia and Australia.

An independent assessment of Children’s University, conducted by Professor John MacBeath from Cambridge University in 2010, found participation led to significantly higher achievement at school among five to 14-year-olds.

PN 175 Compulsory Use of Online Tax Services for Employers

In his 2012 Budget, the Treasury Minister confirmed that following consultation in 2010, the compulsory use of Online Tax Services for employers will be introduced, in a phased approach, from 6 April 2012. This Practice Note outlines the timetable for the phased introduction and outlines what transactions must be completed using Online Tax Services.

Generous local charities beat donation target to fund life saving chest compression devices to the sum of 120,000

The Department of Health has been able to purchase 13 LUCAS Chest Compression devices for use across the Island, thanks to generous donations totalling £120,000 from six local charities. The LUCAS devices can be used as part of cardio pulmonary resuscitation (CPR) efforts when someone’s heart has stopped. The LUCAS devices operate electronically and are far superior to manual methods.

The latest UK resuscitation guidelines recommend that generally people need to push harder and faster to a rate of 100 – 120 compressions a minute when providing chest compressions in an attempt to save life. Rescuers who are providing chest compressions tire after only one minute and compressions can diminish to only 80% efficiency after this time, dropping to 20% after five minutes.

Minister for Health, David Anderson MHK said:

'This generous donation from six local healthcare charities have enabled the Department to purchase the latest state of the art equipment in the field of resuscitation. Many people will be familiar with the campaign with footballer Vinnie Jones that has been running over the past few months, to push ‘hard and fast’ when resuscitating someone who’s heart has stopped. Of course, pushing ‘hard and fast’ can take a great deal of effort, and people can quickly become tired during this critical period. These LUCAS machines perform the same function but obviously don’t tire and can provide exactly right pressure and number of compressions required. My thanks to the charities involved and those who have fundraised and the families of those who have left bequests, enabling the charities to grant these funds to the Department. Also my thanks and a very well done to the team who presented such a successful business case to the charities and secured the donations.'

The LUCAS Chest Compression Device is driven by battery or mains power and operates by pushing and pulling a piston attached to a suction cup on a person’s chest to provide mechanical compressions in line with latest guidelines for resuscitation.

Paramedic Clinical Supervisor Steve Crowe, said:

'When a heart needs a helping hand lets beat together hard and fast!’; that was my plea and I’m delighted that it’s been answered by six very generous charities. A presentation with an accompanying business case was made to various charities on the Island in January with an aim to raise just over £100,000 to purchase 11 LUCAS Chest Compression Devices and consumables. So generous were the charities, however, that we have been able to purchase 13 units at a cost of almost £120,000!'

The 13 LUCAS Chest Compression Devices will be in use across the Island throughout the Ambulance Service, Noble’s Hospital and Ramsey and District Cottage Hospital, to provide quality chest compressions during the most critical time in the chain of survival during a cardiac arrest (when a person’s heart stopped beating).

During a recent survey on the Island, Ambulance crews spent 33 minutes providing chest compressions on average at scene and during the transport phase; not even the strongest of staff can sustain quality CPR for periods like this. The LUCAS unit never tires and is consistent, and by using battery power means there are minimal interruptions to chest compressions reducing the time off the chest during transport.

Steve added:

'As well as the physiological benefits of LUCAS, such as increased blood pressure to the brain, heart and other vital organs, the LUCAS allows the ambulance and hospital clinicians to concentrate on the many advanced treatments that can be administered, effectively freeing up a pair of hands. The safety of our Ambulance Crews will also be greatly increased during the transport phase of a resuscitation attempt to the hospital, as they will no longer need to stand for periods unsecured in the back of a moving ambulance providing chest compressions.'

It is estimated that the units will assist in at least 100 cardiac arrests per year on the Island, both on the scene/en-route to hospital and in hospital.

Training staff will commence during the last week in March. It is anticipated around 100 people will be trained to use the LUCAS within the Department of Health, and rollout is being phased in from 1 April 2012.

Steve concluded by saying:

'I would personally like to thank the individuals from the various charities who have been so generous, for helping take this vision from the initial talks and business case to reality, in such a short space of time, to provide Island wide coverage of LUCAS. This is one piece of kit that will be in use straight away and increase the patients’ chance of survival.'

Chief Ambulance Officer, Steve Sieling commented,

'This project is typical of the good work that is undertaken by local charities in connection with Government Departments in providing vital resources as and when they are needed. With the generosity of the named charities we continue to ensure that the best equipment is available to treat life threatening emergencies. At the same time this creates a safer working environment for our crews.'

Airport passengers up - but leap year makes a difference

Passenger numbers passing through the Isle of Man Airport increased once again during February – but the positive result had a little help from the fact that it was a leap year! 51,202 passengers used Ronaldsway last month, an increase of 4.23% over February 2011. Whilst many of the almost 2100 additional passengers were as a result of the extra day in the month, even without the leap year, an increase would have been recorded of just under 1%.

Following an increase of 1.3% in January, the result underlines the continued challenge that airlines have to generate steady growth in air traffic in the early part of 2012, not just with routes to the Island, but throughout the UK and Europe. In fact, the small, but steady, increase recorded by Isle of Man air traffic emphasises the comparative strength of the air travel market to from the Island, and also the solidity of the Island’s economy, a point illustrated by Ann Reynolds, Airport Director.

'Many of our airlines have trimmed back the frequencies of their flights over the winter period, in anticipation of lean times,'

she said.

'However, the percentage of seats filled – the load factors – of a good proportion of the key routes during February were better than anticipated. Top of the class in terms of load factor was the Flybe ski flights to Geneva with over 85% of seats sold, but the airline’s Gatwick, Liverpool and Luton flights also achieved over 60%. Virtually all of Manx2.com’s routes were between 55% and 60% full and easyJet was also well into the 60s.'

As usual, the driving force was the Northwest routes to the Island with both easyJet and Flybe scoring increases which raised the Liverpool traffic by 17%. The Flybe Manchester route also increased by 3.5% with the Manx2.com Blackpool service up by 3.6%. The Birmingham route also did well, increasing by 4.4% and the Southampton route, terminated by Flybe at the end of the month due to poor load factors, added 900 passengers to the total, but only managed just over a quarter of the seats filled on the service.

'We are naturally very disappointed to lose the Southampton route as it was contributing solidly to our passenger throughput, with over 14,400 passengers during 2011, and was an important link for the Island to the South coast of England,'

added Ann.

'This, together with the very recent announcement of the termination of the London City route by Aer Arann, is indicative of the very hard times that airlines continue to have on regional routes as a whole. We are continuing to strive to find new operators for both of the routes, but in the meantime, the new daily Manx2.com service to Oxford is a positive contribution which will draw passengers from both the Southampton and West London markets, and the particularly convenient for passengers looking to travel to central Southern England'

Indeed, regionally London traffic fell by almost 1,000 passengers for the second month in succession, with decreases recorded in passenger numbers to and from the capital for eight out of the last nine months. This contrasts the continued buoyancy of routes linking North West England with the Island which together increased by almost 30,000 passengers during 2011, and was up by over 2,300, - over 10% - in February.

Departmental Member for Ports, David Callister MLC, recognises the challenges that many of the airlines serving the Island currently have.

'The six airlines that currently provide 18 routes serving the Isle of Man have endured a long period where routes have been marginal, but they have generally resolutely sustained services wherever possible,'

he said.

'I want to emphasise our gratitude for their continued support through these tough times, as our air service links are fundamental to both the economy and lifestyle of the Island. I remain cautiously optimistic that we can look forward to a gradual improvement to the general economic situation, and with that the restoration of these important links or at least the reinstatement of the valuable capacity to South and South-East England.'

The European Commission has amended Annex I to Council Regulation (EC) No 881/2002 ("the 2002 Regulation") with effect from 23 March 2012. Overseas Aid Committee supports funding for emergencies in Syria and South Sudan

The Isle of Man Government’s Overseas Aid Committee has agreed to donate £24,410 to the charities British Red Cross and Red International to support those harmed as a result of the current unrest in Syria, in addition to providing almost £40,000 to Oxfam to help refugees from ongoing fighting in South Sudan.

Since March 2011, violent political unrest in Syria has led to the death and injury of thousands. Tens of thousands more have been displaced from their homes. Many of those displaced have crossed the Syrian border with Jordan, creating a need for basic provisions and supplies for those without families or relatives to host them.

The money donated by the Committee will help the charities (in conjunction with their local partners) provide an ambulance service and provision of life-saving first aid, clinics to provide health care for people with chronic conditions, distribution of hygiene kits, and of food, blankets, mattresses and cooking kits. It is estimated that almost 4,500 people will benefit from this help.

The Committee has also donated to Oxfam for its work in the newly independent country of South Sudan, where conflict on its northern border with Sudan has led to thousands fleeing to the south as refugees. Oxfam will focus its work in a refugee camp to ensure that the 85,000 people there have access to clean, safe water, sanitation facilities and hygiene equipment.

The Chairman of the Committee, Minister Phil Gawne said:

‘Most people will know about the crisis currently taking place in Syria, but the situation in South Sudan has not figured prominently in the media recently. Nevertheless the Committee is pleased to be able to support the efforts of these charities in helping those in need in these areas.’

Police harness technology to keep communities safe

The Isle of Man Constabulary is seeking to develop its use of technology to help neighbourhood police officers spend more time on patrol and less time in the office.

The Manx force is already leading the way in terms of harnessing social media to improve interaction with members of the public, combat crime and enhance community safety. The focus is now on driving forward greater efficiencies by providing more information and services online. The aim is to cut down on administrative functions and ensure that time and resources can be reinvested where they are needed most.

The Constabulary currently uses channels such as Facebook and Twitter for a range of purposes, including issuing appeals for witnesses and providing updates about road traffic issues. The move into social media has been well received by Island residents, with more than 7,000 people now accessing these services on a regular basis.

Further web-based developments are in the pipeline and it is hoped that in future tasks such as filling in firearms licence application forms can be completed online. The intention is to free up some of the time currently spent dealing with enquiries at police station public counters or via the telephone.

Home Affairs Minister Juan Watterson MHK said:

‘With the reduction in contact points from the necessary but regrettable closure of two police stations, the Constabulary has looked at new ways of improving engagement with the local community. The use of social media continues to play an important part in our overall strategy and the public feedback so far has been overwhelmingly positive.’

The Constabulary is also working towards becoming a significant partner in the ‘mobile government’ project, which is aimed at assisting staff who work outside to remain in the field as much as possible. For example, in future police officers will be able to complete crime and road traffic reports at the scene, resulting in more time being spent on patrol and less behind a desk.

Minister Watterson said:

‘These measures will hopefully serve to strengthen the Constabulary’s already excellent relationship with the Manx public. Almost 90% of people surveyed in the past year have expressed their satisfaction with the service provided by the police, which is an outstanding achievement. We will continue to look at innovative new ways of working to ensure this high level of performance is maintained.’

Minister pushes forward on criminal justice modernisation

Home Affairs Minister Juan Watterson MHK is making progress in the drive towards modernising the Island’s criminal justice system.

A comprehensive programme of work is currently taking place with the aim of making the system faster, simpler and more cost efficient. The initiative is part of the wider Transforming Government programme which is continuing to identify ways to rebalance public finances following the reduction in the Isle of Man’s share of VAT revenue.

Minister Watterson has political responsibility for the criminal justice modernisation programme and is set to present a strategy for the future of the criminal justice system to the Council of Ministers in July. He is working alongside members of the Criminal Justice Programme Board which brings together the heads of various agencies including the Isle of Man Constabulary, General Registry, Attorney General’s Chambers, and Prison and Probation Service.

A number of important issues and new ways of working are being considered, with the intention of improving processes, cutting down on administration and reducing the number of low level offences appearing before the courts.

Minister Watterson said:

‘This review is an opportunity to make some significant improvements and ensure that the criminal justice system in the Isle of Man is fit for purpose for the next 20 years. Recorded crime in the Island is at its lowest level for more than 30 years which is a tremendous achievement and contributes greatly to our quality of life. However, the courts are still full and in certain circumstances it is taking a long time to deal with cases. There is scope to make the system faster, simpler and more cost efficient, and to improve outcomes for both victims and offenders.’

An initial review of the criminal justice system was conducted last year as part of the Transforming Government Programme. This identified a number of key issues and potential improvements that are now being taken forward by the Criminal Justice Programme Board.

Minister Watterson said:

‘The costs associated with reoffending and detaining people in prison mean that we must examine alternative ways to deal with offenders. One approach would be the increased use of robust community sentences and fixed penalty notices for certain low level offences. This would help to ensure that prison is reserved for the most dangerous and serious offenders in our community. We want to ensure the most appropriate use of taxpayers’ money and put in place a modern and efficient criminal justice system that works for the people involved in delivering justice, and for those receiving it.’

Visitor spending approaches 100 million

The Isle of Man Government’s Department of Economic Development is delighted with the results of the annual Isle of Man Passenger Survey, which has been published by Treasury’s Economic Affairs Division. The survey reveals that the total expenditure by visitors to the Isle of Man is now estimated at around £98 million, an increase of 8.7% on the figure of £90.5 million in 2010.

While both the Commonwealth Youth Games in September and the TT Mountain Course Centenary in May led to increased visitor numbers, it is encouraging to note that more generally visitor numbers were up in the first nine months of the year.

The survey also found that an estimated total of 299,778 visitors travelled to the Isle of Man during 2011, an increase of 11,990 (4.2%) on the comparable figure for 2010. Air arrivals increased in the second, third and fourth quarters and overall showed a growth of 4.2%, whilst sea arrivals also increased in the first half of the year compared to 2010.

Last year’s success was underpinned by a number of initiatives including special events, pro-active destination marketing, private sector accommodation investment and development of transport links. Leisure visitors increased from 102,954 to 104,692; however, the most satisfying results were those for visiting friends and relatives which increased from 109,320 in 2010 to 118,679 in 2011.

'The Department of Economic Development is forging effective working relationships with the industry and I congratulate the sector on its performance in 2011. The newly launched Visitor Economy Strategy will set out the direction for 2012 and we look forward to building on visitor numbers in future years.'

'I am pleased with these figures which provide recognition of the hard work that has been undertaken in difficult circumstances during the last couple of years. We have built a firm base upon which to move forward in all areas of the visitor economy and I am confident that we will see further increases in visitor numbers in the future.'

Whilo awarded the first Green Business Loan

The Isle of Man Government’s Department of Economic Development has approved its first 0% Green Business loan. This follows an application from Whilo to assist with improving energy efficiency at its Bray Hill Filling Station with more energy efficient LED lighting solutions.

The Department launched the Green Business loan scheme in November 2011 and has received a number of enquiries. The scheme is open to any Manx based business employing staff to apply for an interest free loan of up to £20,000, repayable over a four year period.

The scheme offers a loan of 100% towards the cost of projects that improve energy efficiency through the purchase of new equipment which will lower energy bills and repayments are offset by the anticipated energy savings.

Laurence Skelly MHK, Member of the Department of Economic Development with political responsibility for Energy commented:

'The Department is keen to encourage energy efficiency in businesses and the scheme is designed to literally be self-financing. I would like to see more companies come forward with applications so we can make the Isle of Man cleaner and more energy efficient, whilst at the same time helping to reduce our carbon footprint.'

Gareth Logan, Director of Whilo, said:

'We will be upgrading and modernising our Bray Hill Petrol Station in the near future and, in the current climate, it makes sense to ensure that all the new equipment is as economical as possible. If it saves on carbon it also saves on energy bills and the 0% loan from the Department of Economic Development is definitely an added incentive.'

Dr Ken Milne, Senior Manager for Energy Policy at the Department of Economic Development, highlighted the savings that the Company will make. He said:

'We are pleased to approve the first green business loan for Whilo who will benefit from the new more energy efficient LED lights. We anticipate the Company will benefit with a reduction of energy bills of over 70% and a payback period of 3½ years, notwithstanding the savings to be made on maintenance and replacement costs.'

Minister expresses regret over news regarding London City route

Minister of Infrastructure David Cretney MHK expressed his disappointment over today’s news regarding Aer Arann are pulling off the London City route.

Aer Arann have today announced that they will not be continuing to operate the Isle of Man – London City Service from 11 April 2012. The London City service was under review following Aer Arann’s change in strategy to operate all their flights that connect to/from Ireland under a franchise agreement with Aer Lingus Regional. The London City route is the only route with no connection to Ireland and in operating that route, Aer Arann are having to keep additional infrastructure going (for example, a call centre) which therefore adds additional cost.

Minister Cretney said:

'Today’s announcement from Aer Arann, which comes after a review of its full network, that it will cease flying between the Isle of Man and London City is disappointing news. It is a route which provides the Isle of Man with a convenient link into the heart of London and to a variety of European cities'.

He went on:

'We believe that the Aer Arann staff will be redeployed elsewhere in the Aer Lingus network, and I would like to take the opportunity to offer my thanks to the Island based pilots and cabin staff, who have provided excellent customer service to the passengers since the service started in January 2009'.

In terms of the future, Minister Cretney said:

'The Department is working hard with its airline partners to find an alternative carrier for this important route. As soon as there is any news on a successor for the route, we will announce it'

The Dangers of Unregistered Businesses

On the 2 December 2011 the Department of Economic Development’s Companies Registry issued a media release encouraging businesses that had not previously registered to do so.

The Companies Registry identified around 400 businesses advertising on the Isle of Man which had not been registered and contacted them via letter, enclosing copies of practice notes and registration forms. The Registry advised them of a requirement under legislation in the Isle of Man which requires that any individual, firm or company that conducts business or trading activity under a name other than its own must be registered.

Around 70% of new business registrations received since the commencement of this exercise have been made after being identified by the Companies Registry.

As a follow up to this exercise the Companies Registry together with the Isle of Man Office of Fair Trading (OFT) are requesting that consumers in the Isle of Man check that a business is registered with the Companies Registry prior to undertaking any business dealings after seeing an advertisement.

Both the Companies Registry and the Isle of Man Office of Fair Trading share the same goal in wanting to see all legitimate businesses registered to provide the consumer with information as to who is behind the business and to limit the scope on the Isle of Man for so called ‘rogue traders’.

The Companies Registry has a search facility available on its website www.companiesregistry.gov.im, queries can be made via email to companies@gov.im or by telephone on +44 1624 689389. There is also a company search facility available within the office of the Companies Registry in St George’s Court (Hill Street Entrance), Upper Church Street, Douglas.

Commenting on the review, Alan Crowe MLC, Political Member for the Isle of Man Department of Economic Development’s Companies Registry, said:

'The Companies Registry is probably one of the oldest operations within Government and one that has a relatively low profile outside of the business community. However, the information held by the Companies Registry is there to assist not only members of the business community involved in international trade and commerce, but residents looking for a local trader or a business offering a service. Registering a business name not only helps to protect the particular company, it is a public statement of the company’s existence and the service it offers.'

Mr Crowe went on to say:

'The information held by the Companies Registry is principally for statutory purposes and does not relate to the knowledge, expertise or competence of the trader or business named, (other checks on their quality of service would need to be made). However, it does provide some assurance that customers and clients are dealing with a resident business and how they can be contacted.'

The Isle of Man Office of Fair Trading is backing action being taken by the Department of Economic Development’s Companies Registry to encourage businesses that have not previously registered to do so.

Consumers who are unfortunate enough to do business with rogue traders often don’t know who they have dealt with as they generally demand payment in cash, rarely give receipts and typically advertise using ‘pay as you go’ mobile phone numbers which they frequently change to avoid contact. Where rogue traders do issue paperwork, the business name given is often not registered and the business address given is often false.

Many business proprietors do not realise that it is a criminal offence to fail to comply with the requirements of the Registration of Business Names Acts, 1918 and 1954, with offenders liable to a fine of up to £5,000 per offence on conviction. The OFT considers this to be an important consumer protection measure whilst at the same time acknowledging the protection that compliance affords genuine businesses.

David Quirk MHK, the Chairman of the OFT, said:

'I would urge consumers to only deal with businesses that are registered in accordance with the law. Rogue traders are afraid of being traced which is why they often do not register. The Office of Fair Trading supports the steps being taken by the Companies Registry to encourage compliance. Consumers should check that businesses are properly registered before they do business with them even if their adverts appear in the local newspapers or the local telephone directory. Taking the time to check with Companies Registry may stop them falling prey to a rogue trader.'

'Many of the complaints received by the OFT concerning home improvements arise from work done by rogue traders who have no real presence here and have not registered in accordance with the law. This is not a coincidence.'

Packaging seminar for local food, drink and craft businesses

The Department of Environment, Food and Agriculture is hosting a free seminar on packaging on Thursday 19 April, from 7pm to 9.30pm at DEFA’s offices at Thie Slieau Whallian, Foxdale Road, St Johns.

The seminar will focus on design, branding and market research in relation to packaging, with presentations from Mainstream Financial Media and PR and DNA Design Consultants. Speakers from the Isle of Man Soap Company, Greeba Farm Ltd (mushroom producer) and Brassica Foods (producer of Ellerslie Oil) will share their experiences of sourcing and designing their packaging materials. Peter Birch from The Original Manx Fudge Factory will provide a report from his recent visit to a packaging exhibition at the NEC in Birmingham. The seminar seeks to encourage an exchange of good ideas and contacts, to help local food and drink producers with this very important aspect of their business.

Top IT Award for Isle of Man Government

The Isle of Man Government has been recognised as offering some of the best information technology in the UK.

CIO Magazine publishes its top 100 CIO – Chief Information Officer – list annually to recognise the IT leaders and company directors that are transforming their organisations through technology leadership.

This year it names Information Systems Division (ISD) Director Allan Paterson and Chief Technical Officer Peter Clarke at number 83 in the list.

John Shimmin MHK, Minister for the Department of Economic Development, welcomed the news. He said:

'Harnessing technological advances is essential for business change and key to enabling Isle of Man businesses to remain competitive.

'ISD plays a key role in Government’s modernisation agenda and this recognition from the UK provides a good benchmark of the Isle of Man’s performance against organisations many times our size. It also reinforces how we are trying to make technology work better to support the Government’s business needs.'

Andy Williams, Head of Business Systems at ISD, said:

Instructors start new qualification with weekend of challenges

Instructors training with the Department of Education and Children’s Adventure Education team started working towards a qualification with a challenging weekend in the Lake District.

Assistant instructors Aimee McGarry, Michaela Robinson, Scott Christian and Joseph Callister, who are spending a year working at Ardwhallan Outdoor Education Centre at West Baldwin – a scheme sponsored by Britannia International – are studying with the National Open College Network (NOCN) for a level three qualification in Understanding Outdoor Education.

They were joined by trainee instructors Josh Rowlands and Lucy Connors, who were on the assistant instructor course in 2010/11 and have taken on more responsibility with Adventure Education as a result.

The NOCN allows flexible study in all sorts of subjects and the DEC’s Youth Service (which Adventure Education is part of) is an accredited NOCN centre.

Over the weekend, the group participated in classroom sessions and activities such as climbing to the summit of Helvellyn, kayaking the River Eden and canoeing the River Leven.

The assistant instructors have already developed skills in first aid, lifesaving, powerboating, sailing, archery and paddlesports.

The NOCN course will allow the assistant and trainee instructors to better understand their role and improve the experience for the young people they will be working with.

Finding out how outdoor skills link with the school curriculum, eg geography, maths and history, was one of the aspects covered.

The trip to the Lakes was led by Paul Melling, Head of Outdoor Centres with Adventure Education, but the young trainees experienced differing coaching styles, including those of Richard Ensoll, Senior Lecturer at Cumbria University and technical adviser to Ardwhallan Outdoor Education Centre, who led the canoeing.

All the participants said they had learned something about themselves, overcome personal obstacles and made a good start to the NONC course, which will take them six months to complete and will culminate in them organising the annual Adventure Education weeks in August during the school holidays.

Aimee said:

‘It was a great weekend with great people and I’m really looking forward to doing the rest of the course.’ Lucy commented: ‘The weekend was very enjoyable and it was very interesting to explore the many ways in which outdoor activities can complement the curriculum.’ Scott added: ‘People have different ways of learning and I have recognised that it is important to take this into account, both as a student and a coach.’ Josh said: ‘On the Isle of Man I was challenged as a beginner but as I have pursued my interest in the outdoors, I have had to search further afield to challenge myself in different ways. The weekend was the perfect opportunity for me to further my interest in the academic side of the outdoors and allowed me access to environments that we do not have on the Isle of Man.’

Ardwhallan hosts tailor-made sessions for primary and secondary school parties and runs on and off-Island, out-of-hours, courses and expeditions for students in Year 9 and above. Green Flag Award for Queen Elizabeth II High School

Queen Elizabeth II High School is celebrating after becoming the first school on the island to gain a Green Flag under the Eco-schools programme www.eco-schools.org.uk. The programme is an international awards programme that guides schools on a sustainable journey, providing a framework to embed eco principles into the heart of school life. To gain a green flag, schools need to have set up an eco group, have carried out an environmental audit, and having drawn up an action plan, implement projects in three of the nine sustainability topics.

The assessors met with the eco-committee and were very impressed with the level of enthusiasm and commitment, and the number of projects undertaken by the school community.

Projects started in 2007. The first project called ‘tREeCYCLE’ focused on offsetting carbon emissions for school journeys by planting over 3,000 trees and encouraging students to walk, cycle and travel by bus . Project ‘Paper Cycle’ resulted in decorated paper recycling boxes being placed in all classrooms to collect waste paper and over 2,500 newspapers have been re-used and turned into fuel briquettes for the elderly. ‘Project Gambia’ was inspired by a trip to The Gambia with Concern Universal. A group of students saw first-hand the impact climate change was having. They came home determined to educate people about how to, and why they should, reduce their carbon footprint. Whole-school initiatives such a ‘Switching Off’, ‘Goodbye to Standbye’ and battery recycling have begun to reduce the School’s carbon emission. As a result of our efforts, the School is now ranked first out of more than 14,000 schools for sustainable credentials in EDF's Programme ‘The Pod’ – www.jointhepod.org. The School has also raised £3,000 for Concern Universal so that they can continue their work to help those affected by climate change.

Many students have been involved in gardening projects, with students in the allotment club growing vegetables to use in home economic lessons. School quads have been ‘greened up’ which has enhanced the School environment. Over the years many bird, bee and bug boxes have been made. Students have also taken part in Big Tidy Up Initiatives as well as Green Day.

The assessors noted that the School had actually evidenced work in all nine topic areas.

The assessor commented

'Eco-Schools is embedded into the curriculum and the whole school approach through site staff, admin, works department, ground staff and students from all year groups. It also has the full support of the Head Teacher and SMT'.

The Head, Sue Moore, said

'I am extremely proud of the leadership of the eco-committee and the commitment of all the School community in gaining this prestigious recognition of the work we do in such an important area. We are flying the flag with pride!’

Pupils get a Soundstart to making music

Primary school pupils who picked up a musical instrument for the first time just seven months ago are planning a concert for an audience of proud parents.

Nine and 10-year-olds at Anagh Coar Primary School have, since September, been taking part in a pilot for Soundstart – a scheme it’s hoped more pupils will benefit from eventually.

The 20 Year 5 pupils have used classroom music time to learn an instrument together as a band, under the tuition of staff from the Department of Education and Children’s Music Service.

The scheme was made possible thanks to a donation from The Malcolm Scott Dickinson Charitable Trust, the legacy from a gifted musician from the Island who died several years ago. The trust is administered by local trust service provider Appleby and its generosity has allowed the purchase of 30 instruments worth £7,100.

Even Year 4/5 teacher Helen Mellon has learned to play an instrument from scratch along with her pupils.

Now the fledgling Anagh Coar School Wind Band, featuring all 20 children, is ready to perform a 30-minute concert on the afternoon of Thursday 26th April.

Mrs Mellon said:

‘When you think that the children started from nothing in September and we are about to do our first public performance, it’s fantastic. The progress they have made is a tribute to the skills and dedication of the Music Service team.

‘Teachers John Kinley, Tony Barnsley, Paul Hamilton and Jennifer Cook have been amazing. I can't praise them highly enough. I can honestly say that the children have loved every second of it and are always keen and enthusiastic. I have learned an awful lot, too, and hope I can use this in future lessons.’

James Crellin, nine, has had so much fun on percussion he is already playing outside of school. He said:

‘Soundstart is fantastic. I have learned lots from it such as what minims, crochets, quavers and semi-breves are. I have even joined the Manx Youth Band, playing percussion outside of school, because it’s so inspiring.’

Carly Skillen, also nine, said:

‘Being part of the orchestra has helped us improve our singing too and makes us work as a team.’

Tyler Dunsmore, 10, added:

‘Soundstart helps us in class, too, with remembering, resilience and relationships – three of the 6Rs. It is a lot of fun and our music teachers are very nice. I play the clarinet, which is complicated, but I have learned notes 1, 2, 3, 4 and 5.’

Helen concluded:

‘I have seen a fantastic improvement in the children’s teamwork and their support for each other as a result of their participation in Soundstart.’

John Kinley, Manager of the Primary Schools’ Music Initiative, said:

‘My colleagues and I from the Music Service have been so impressed with the commitment, dedication and enthusiasm that the children in Year 5 at Anagh Coar have shown in learning an instrument and they should be incredibly proud of what they have achieved in such a short time. It is also a delight to see the children supporting each other to learn and working as team to perform music.

‘Many of the musical skills the children have learned during Soundstart are transferrable and could be used if they want to learn a different instrument. I hope some of the pupils will take the opportunity to carry on learning via lessons the Music Service provides.

‘We are hoping to roll out this project to more schools next year to give even more children the chance to learn an instrument as part of a class band/orchestra.’

Section 26 of the Terrorist Asset-Freezing Etc. Act 2010 allows a designated person to appeal to the High Court against any decision of the Treasury to make or vary, or not to make or vary, any interim or final designation, or to renew a final designation.

Financial institutions and other persons are requested to check whether they maintain any accounts or otherwise hold funds or economic resources for, or provide financial services to, the designated person. If so, they must freeze such accounts or other funds and, unless licensed by the Treasury, refrain from dealing with said funds or economic resources, and suspend the provision any financial services. They must also report their findings to the Sanctions Officer at the Customs and Excise Division of the Treasury. Where a relevant institution has already reported details of accounts, other funds or economic resources held frozen for the designated person they are not required to report these details again
