Isle of Man’s engagement programme in high gear

Chief Minister Allan Bell MHK and Treasury Minister Eddie Teare MHK have continued to deliver the Isle of Man Government’s engagement programme with a series of recent meetings in London.

Supported by Chief Secretary Will Greenhow and Director of External Relations Della Fletcher MBE, they pursued a varied programme, meeting with Ambassadors from Russia and South Korea; the Chairman and members of the British-Manx All Party Parliamentary Group; political leaders from the Northwest, where the Isle of Man has considerable commercial links, and a Member of the Commons influential Treasury Select Committee. They also attended a dinner with the Council of British Chambers of Commerce in Europe, which attracted business leaders from across the UK as well as Europe.

Chief Minister said:

'In our meetings with Russian Ambassador Alexander Yakovenko and Ambassador Choo Kyo-ho of South Korea, we were able to follow-up discussions which began during their previous visits to the Isle of Man. In both cases we explored possible opportunities where we might work together for the economic benefit of our countries. The many members of the All-Party Group are helpful and interested friends of the Isle of Man, and it is always useful to hear their views on issues that may affect us. We also discussed with the Group’s Chairman Andrew Rosindell MP how we might drive forward the Group and recruit new members. As I have said before, it is essential that we continue to strengthen our relationships with politicians and businesses in the Northwest of England, where we have longstanding historical, cultural and business links. Our successful aerospace cluster works very closely with related enterprises in the area, and in this week’s meetings with Andy Burnham MP and Lord Bach, former Minister with responsibility for the Crown Dependencies, we explored how we might strengthen those links and develop greater opportunities for economic development.'

The Chief Minister concluded that both he and Minister Teare found the visit had been hugely informative and helpful, saying:

'I look forward to continuing with our programme of focussed engagement with political and business leaders, raising awareness of the Island and seeking out opportunities for the benefit of the Island.'

Resilience of finance sector will continue to be tested

Chief Minister Allan Bell MHK says the resilience of the Island’s finance sector will continue to be tested as banks realign their business models in line with a changing environment.

Mr Bell was responding to this week’s news that HSBC was scaling back its operations in the Channel Islands and Isle of Man. Up to 90 jobs are being cut in Jersey, while about 10 positions will be affected across the Isle of Man and Guernsey. It is expected that the number of potential redundancies at the Isle of Man branch of HSBC will be offset by the creation of several new posts.

The Chief Minister said:

‘The world has changed dramatically since the credit crunch in 2008 and we are continuing to feel the repercussions as financial institutions restructure their operations. The changes announced by HSBC are not totally unexpected, and on this occasion the Isle of Man has been only marginally affected. I am encouraged by the comments made by Nick Winsor, HSBC’s Chief Executive Officer for the Channel Islands and Isle of Man, who said the company remains committed to the Isle of Man. HSBC is a major employer in the Island and an important part of a financial services industry that remains the cornerstone of our economy. This latest news does, however, demonstrate once again that the Isle of Man is not immune from the fallout of the international downturn. We must continue to work hard to promote further economic growth and diversification to ensure a sustainable future for the Island and solid employment opportunities for our people.’

Isle of Man highlights its distinctive heritage to visiting Royal family

As part of the Diamond Jubilee Tour, to mark the 60th anniversary of Her Majesty’s accession, members of the Royal Family are travelling to all Commonwealth countries and yesterday (Thursday, April 27, 2012) The Prince of Wales and The Duchess of Cornwall were welcomed to the Isle of Man.

During their visit The Prince of Wales and The Duchess of Cornwall undertook a number of engagements focused around experiencing some of the unique heritage and sporting attractions the Isle of Man has to offer, as well as tasting some Isle of Man culinary delights. Cycling is an important and extremely popular sport on the Isle of Man not least because both Mark Cavendish, the ‘BBC Sports Personality of the Year’ and road race World Champion, and World Champion team pursuit cyclist, Peter Kennaugh were born on the Island. With this in mind, the first stop for Their Royal Highnesses was the National Sports Centre were they met the “Team Royal London 360 Isle of Man Cycling Club” and watched young people take part in an outdoor cycle race, before meeting World Champion cyclist Peter Kennaugh.

They then went on to meet local food producers at the House of Manannan heritage centre including the Apple Orphanage Co, Isle of Man Creamery and the Manx Loaghtan Producers, as well as attending the launch of the Isle of Man Food Park, touring a sustainable scallop processing facility. The royal party were also taken to see the crew of “Vital Spark”, a replica Viking longship which will take part in the Thames Diamond Jubilee Pageant. The Island has a strong Viking heritage and its parliament, Tynwald, was founded by Norse settlers more than one thousand years ago.

Commenting on the royal visit, the Chief Minister Allan Bell MHK said:

'It was a great honour to welcome The Prince of Wales and The Duchess of Cornwall to the Isle of Man. This was The Prince of Wales third official visit to the Isle of Man. His Royal Highness’s last visit was for the Tynwald Day Ceremony in 2000 and the first time The Duchess of Cornwall has visited the Island. The Island has a distinctive heritage, a growing sporting elite and outstanding credentials in food production and it is good to see that the day’s schedule gave them the opportunity to experience this first hand. Given the Prince’s interest in food sustainability I am particularly pleased that he had a tour of the sustainable scallop processing facility. This is an area we are passionate about on the Isle of Man and The International Sustainability Unit (ISU), established by The Prince of Wales, has been working with the Isle of Man Scallop Fishery to highlight the benefits of a more sustainable approach to fishing. We very much hope they enjoyed their visit and look forward to watching the Vital Spark in the Queen’s Jubilee flotilla on Sunday 3rd June.'

Positive response to National Insurance holiday

Treasury Minister Eddie Teare MHK has welcomed positive feedback from the Isle of Man’s business community to a new scheme aimed at boosting employment and economic growth.

During his Budget speech in February, Mr Teare announced the introduction of a national insurance holiday for employers who take on new staff. The initiative, which came into effect on April 6, will run for an initial period of two years, with regular reviews to determine its impact. It is designed to stimulate employment in the private sector and provide benefits for both the economy and the wider community.

The Minister said:

‘The scheme has been in operation for less than a month, so it’s too early to say what the take up will be like. However, the early feedback from the private sector has been very encouraging and I’m aware of companies who are planning to recruit new staff as a direct result of this measure. It has given them the confidence to expand in what are challenging financial times. I hope the scheme will prove extremely beneficial to a wide cross section of the community, in particular those young people currently not in employment, education or training (NEETs). I feel that this is a responsible measure with a clear goal. It can be said to be revenue-neutral in the sense that the people who may find employment as a result of it do not currently pay any national insurance contributions.’

Mr Teare said he hoped employers would embrace the spirit of the scheme and see it as an opportunity to grow. He commented:

‘This is a positive step by Treasury to support the private sector and create jobs, so it would be a great pity if companies simply reduced the hours of their existing employees and then recruited new staff in order take advantage of the national insurance holiday. We will be conducting spot checks over the next two years to ensure the scheme is operating as intended.’

Treasury Minister welcomes comments made by CBI Director-General

Treasury Minister Eddie Teare MHK has welcomed further recognition of the role played by competitive tax jurisdictions in supporting economic growth.

As part of the Isle of Man Government’s ongoing programme of engagement with UK business and political leaders, Mr Teare attended a recent CBI/Policy Exchange event in London which launched a major report by the CBI on tax and British business. The report highlights the significant contribution business makes to the UK Exchequer, and the importance of tax competition to economic growth.

In his keynote speech, CBI Director-General John Cridland said:

‘UK businesses need to be competitive on the world stage and are perfectly entitled to operate in low-tax jurisdictions for legitimate business purposes.’

Addressing an audience of business leaders, policy makers, charities and NGOs, Mr Cridland made clear that an important distinction had to be drawn between transparent tax countries and those that hide behind secrecy.

Mr Teare said:

‘It was interesting to hear Mr Cridland’s views about competitive corporate tax systems and how they can stimulate investment and secure long-term growth. The Isle of Man has a simple taxation regime for local and international businesses, and as a nation we make a valuable contribution to the City and wider UK economy. This contribution is evidenced by the fact the Island provided $38.9 billion in net financing in the second quarter of 2011, according to Bank of England statistics. We fit Mr Cridland’s description of a transparent jurisdiction and have been at the forefront of best practice in financial regulation for many years. Engaging with the international community on emerging tax issues remains a priority for the Isle of Man and I welcomed the opportunity to attend the CBI discussion and meet some of the industry’s key players.’

The event in London heard that a competitive taxation system is essential to economic prosperity, and emphasised the need for greater clarity in the debate around tax management.

Mr Cridland commented:

‘Businesses making use of the tax reliefs the government makes available to them is called tax management. It’s an important function of the business world. It’s a dangerous – if sometimes convenient – myth some people peddle that all tax management is abusive, and amounts to evasion. It doesn’t.’

Mr Teare said the CBI event helped to rebalance the debate around low-tax jurisdictions such as the Isle of Man, and raise further awareness of the benefits they provide to the UK economy. He added:

‘The Isle of Man’s simple tax system and robust regulation provides distinct advantages over our competitors, and underpins our overall offering to the City of London and North West business community. The Island is an important trading partner of the UK and we share the same vision of growing our economies in a balanced and sustainable way. These are challenging times for all nations, but there are also opportunities and by continuing to work together the Isle of Man and UK can explore areas of mutual benefit.’

Island's LookAhead service enhanced with Island's first 'My New Hair' accredited practitioner

The Island’s ‘LookAhead’ service, which supports people affected by hair loss due to chemotherapy, has recently been enhanced with the addition of a new volunteer to the team, Robert Kinsman of The Worx Hair and Beauty Studio in Douglas.

Robert self funded his attendance at a course run by ‘My New Hair’ a charity founded by celebrity hair stylist Trevor Sorbie MBE, which provides advice, support and a national network of independent salons and professionals who provide a wig styling service for people suffering from cancer and medical hair loss.

Following his completion of the course, Robert decided to volunteer for the Macmillan Cancer Information Centre at Noble’s Hospital, completing his training in January 2012. Robert is the only ‘My New Hair’ qualified consultant on the Island and can provide guidance in the cutting and styling of wigs, as well as advice when a client’s hair begins to grow back.

Robert said:

'I’ve been styling hair professionally for 24 years, and running my own business for the past 18 years. My decision to undertake the training course really came about from the experiences of my friends, family and clients. I heard about the LookAhead service that Macmillan run on the Island and wanted to get involved and put my skills to use for the benefit of the community.'

The LookAhead service provides those fighting cancer and suffering hair loss as a result of their treatment with access to professionally trained staff and volunteers who are able to offer personal and practical advice on how to use headscarves, hairpieces and hats. All consultations are on a one-to-one basis and held after hours in the private environment of a hairdressing salon.

Minister for Health, David Anderson MHK said:

'Self image and self esteem can suffer as a result of cancer treatment, especially where hair loss is concerned. That’s why the Department recognises the value in supporting Macmillan Cancer Support which administers the LookAhead service and is kindly funded by the Isle of Man Anti Cancer Association. Robert’s enthusiasm is to be commended. His time, effort and commitment in financing his attendance at the course is testament to the huge role volunteers play in the Island’s healthcare system.'

The impact on a patient of losing their hair can be profound. The difference that a professionally cut wig can make should not be underestimated. Whilst wigs now look much more realistic, it is possible to transform an ‘obvious wig’ into an individual’s ‘new hair’. Many people are unaware that this is possible and assume that a wig cannot be cut and styled further. However, with the addition of Robert to the team, those who require the LookAhead service can now discuss headscarves, hats and wigs in a single consultation.

Industrial Relations Officer committed to maintaining high level of service

The Isle of Man’s new Industrial Relations Officer says she is relishing the challenge of maintaining a stable and productive employment environment in the Island.

Julie Bradley has been appointed to the senior position within the Manx Industrial Relations Service (MIRS), taking over from Ian Cochrane who is retiring in May. She brings a wealth of experience to the role, having served as Deputy Industrial Relations Officer for the past seven years.

Miss Bradley said:

‘I will continue to work with employers, employees and trade unions to promote good industrial relations in the Island, and I am committed to maintaining the level of service that Ian Cochrane and I have built up in recent years. These are challenging times for the Island and the Manx Industrial Relations Service will continue to respond to people’s needs by providing impartial, confidential and professional advice on good employment practice.’

MIRS is an independent, Government-funded service and uses channels such as conciliation, mediation and arbitration to resolve a wide range of disputes and complex employment-related issues. Its main objectives include promoting a clear and practical understanding of legislation, encouraging a non-adversarial approach, and offering conciliation on complaints to the Employment Tribunal.

Miss Bradley, who previously worked as an Employee Relations Adviser and Recruitment Manager for the Isle of Man Government, said:

‘We are focused on helping people to avoid problems and confrontations by finding a solution to their issues. A stable industrial relations environment benefits employers and employees, and plays its part in supporting economic growth in the Island.’

Chief Secretary Will Greenhow said:

‘I would like to welcome Julie to her new role and I am sure she will work hard to maintain the high level of service provided by the Manx Industrial Relations Service.’

The Department of Health crowns Ambulance Service as its Top Team

The Department of Health is extremely pleased to announce that the Hazardous Area Response Team (HART) has triumphed in becoming the Department’s Top Team for 2011/2012. HART is specifically designed to maintain patient care in hazardous conditions, such as a cliff fall or aiding a search and rescue mission. This project insured that paramedics were able to attend the site of the accident and see to the casualty as in the past they have only received basic first aid. Before this initiative, paramedics had to wait for the patient to be rescued from the hazardous area before treating them.

Formed by a small group of dedicated paramedics, the Isle of Man’s HART has gone through extensive and intense training alongside the Isle of Man’s Fire and Rescue Service to ensure that the best proficiencies from all areas are taken advantage of. Although HART has been implemented in the UK for a number of years, the Ambulance Service on the Island has specifically tailored their training to meet the unique requirements of the Isle of Man.

Mark Kelly, Ambulance Training Supervisor and Team Leader of HART said: “The team was delighted to win this year’s Top Team Award considering the strength of all other entrants. We feel that everyone concerned deserves a big pat on the back for jobs well done. It has been a hard slog for all our team to progress the programme this far and we would like to extend our thanks to all who have assisted us, in particular our sponsor, Microgaming Health and Care Trust, the Isle of Man’s Fire and Rescue Service for providing us with such thorough and professional training and the A&E Department for assisting with the reciprocal training initiative. The programme will continue to grow upon our already strong foundations with our focus being to provide patients in hazardous areas with the best standards of care possible.”

Opening the Award Ceremony, on 16^th April 2012, Minister for Health David Anderson, MHK said: “My congratulations go to all the teams that submitted an entry, those who were shortlisted and of course, the team at the Ambulance Service who succeeded in becoming the Department’s Top Team for 2011/2012 with their HART project. The quality of the entrants just goes to show the array of talented teams we have in the Department and I hope that this is an incentive for all teams to put an entry in for next year’s Award.

“The Top Team Award showcases the Departments of Health’s dedication to provide the highest standard of care for the Isle of Man. Every project, initiative or scheme which is devised by the Department has a direct impact on the Manx Public and awards like this recognise the hard work that teams endure to provide the Island with the best possible care.”

The day consisted of four shortlisted teams who competed for the prestigious Top Team title.

The runners up of the Top Team Award were:

The Martin Ward Project at Ramsey and District Cottage Hospital – After a generous bequest of £1.1 million this team dedicated time to refurbish Bride Ward and Gardner House at the Hospital into a modern, state of the art, single ward with 9 single en-suite bed rooms.
Isle of Man Breastfeeding Peer Support Group – Launching their services in 2010, the Breastfeeding Peer Support Group offered mothers the chance to get the latest information on the benefits of breastfeeding and provide help to those who are struggling with breastfeeding.
Introduction of Ante Natal Screening to UK Standards – A small, cross divisional, team which consisted of Midwives and Sonographers ensured the Isle of Man had the same ante natal screening opportunities as in the UK, enabling the Department of Health to offer more information during a women’s pregnancy.

Following a written submission of 2000 words, four teams were then shortlisted from the pool of entries by three esteemed judges; Ann Clayton, Director and Business Consultant; Jan Brooks, President of Breakthrough Breast Cancer Isle of Man, and Helen Summerscales, Managing Director of Isle of Man Advertising and Public Relations. The short listed teams then made a short 10 minute presentation to show why their project should win the title of Top Team. Following the presentation, the judges had the opportunity to question the teams on different aspects of their project followed by the extremely difficult task of deciding the winner.

David Killip, Chief Executive said: “Watching these presentations, you gain an insight of the exciting and innovative projects going on across Health Services. The originality that these teams show is truly refreshing, for teams and individuals across the Department to discover and implement new schemes and projects which heighten the Department’s reputation is extremely inspirational. I would like to congratulate all the teams involved, particularly the winners, the Ambulance HART Project and thank the judges for giving up their time.”

Bright Future for the former Port Erin Marine Laboratory site

The Department of Infrastructure is pleased to confirm that it has now exchanged the agreement to lease with the developer Sea Breezes Properties Limited for the redevelopment of the former Port Erin Marine Laboratory site for a mixed use development comprising a hotel, café, meeting rooms, lecture theatre, dive centre and associated offices.

Sea Breezes Properties Limited will now be looking to submit a detailed Planning Application in respect of the development. Subject to receipt of a satisfactory Planning Approval the Department and Sea Breezes Properties Limited will then enter into a 125 year lease for the site and the company will progress the approved development.

Minister for Infrastructure David Cretney MHK said:

'This is an important step on the road to the redevelopment of this site which has been empty since it was vacated by the University of Liverpool in September 2006. The facilities proposed by Sea Breezes will enhance the area and support the development of marine leisure activities'.

Chairman of Sea Breezes Properties Limited Hamish Ross said:

'We are delighted to have completed the agreement and are now driving forward with preparing the detailed Planning Application'.

Sea Terminal COSTA wins prestigious National award

The COSTA coffee shop which opened in the Sea Terminal Building in July 2011 recently won the COSTA Individual Franchise New Store of the year award at the COSTA 2012 Annual conference. The Sea Terminal COSTA outlet has already served over 300,000 customers and has proved to be extremely popular with both the travelling public and Sea Terminal users. The Department revamped the catering and retail facilities during 2011 and both the new COSTA and the W H Smith outlets now provide top quality facilities and ensure that the Isle of Man Sea Terminal remains as one of the top ferry Terminals providing all of the facilities expected by the ferry passenger market.

Duke of Edinburgh's Award success for Queen Elizabeth II High School participants

This year saw forty-six students enrol on the Duke of Edinburgh’s Award Scheme and fifty-five awards being gained. Twenty passed the Bronze Award and a record number of twenty-eight participants achieved a Silver Award. Seven students gained the prestigious Gold Award.

The quality of a Unit is partly measured on conversion rate (awards gained in a year as a percentage of the year’s participation places). Queen Elizabeth II High School achieved a conversion rate of 120% against a national average of 40%. The success is down to the ethos and support of the School, the dedication of voluntary award leaders and their team, and the hard work put in by the young people.

Mrs Sleight, Unit leader, said;

‘gaining a Duke of Edinburgh’s Award takes a lot of time and commitment. The many activities undertaken teach participants to challenge themselves. They help create well rounded, confident young people. The job market is extremely competitive so as well as qualifications, the Award experiences and real life skills learnt along the way can all tell a potential employer a lot about a candidate. Anything that can set you apart from the next applicant will be very beneficial.’

Sophia Tackett, Unit leader, said;

‘the young people have contributed hundreds of hours of voluntary work. They have worked in charity shops, at the MSPCA, the Wildlife Park and local libraries. They have helped with charity fundraising, with Cubs, Brownies and various church and youth clubs. They have been active as sports coaches helping with Manx Youth Games, Riding for the Disabled and Swimming for the Disabled. The amount of voluntary work has varied between three and twelve months depending on the level of Award undertaken.’

To gain an award the participants had to also take part in a sport and show commitment and improvement over a period of time. Ballroom dancing, kayaking, archery, race walking, cycling, swimming, badminton, squash, mountain biking, horse riding and taekwondo were some of the sports undertaken. Likewise, for the skill section, participants had to develop new interests. Skills undertaken included bell ringing, drama, playing musical instruments, farming, learning Japanese, dog training, life saving, photography, umpiring and horse care.

Expeditions were undertaken by foot and kayak and took place on the Isle of Man, in Greenland and in the Yorkshire Dales.

This news release is issued in respect of the restrictive measures directed against certain persons and entities associated with the Al-Qaida network.

The European Commission has amended Annex I to Council Regulation (EC) No 881/2002 ("the 2002 Regulation") with effect from 13 April 2012. Annex I of the 2002 Regulation lists the persons, groups and entities covered by the freezing of funds and economic resources under that Regulation. The amendment reflects the decisions made on 20 and 30 March 2012 by the United Nations Sanctions Committee established pursuant to resolution 1267 (1999) to remove one individual from the UN Al-Qaida list and to amend the identifying information of twelve existing entries.

The individual removed from Annex I is therefore no longer subject to the asset freeze imposed by the 2002 Regulation.

Minister for Home Affairs opens the new Macfadyen Centre

The Minister for Home Affairs, Hon. Juan Watterson MHK, has officially opened the new training centre for the local Cadet Forces. The project has been a joint effort with funding from the DHA and the North West Reserve Forces & Cadet Association (NW RFCA). The Minister welcomed Colonel Gerry Wells-Cole OBE DL, Chief Executive of the NW RFCA who visited the Island specifically for the ceremony.

The new building replaces an old portacabin which was originally the former Fire Safety office and was donated by the Fire and Rescue Service in 2000. The old building gave good service for over ten years but gradually became uneconomic to use.

The training centre was named after the former Lieutenant Governor Air Marshal Iain Macfadyen CB OBE some years ago and the new facility will still be known by that name. Air Marshall Macfadyen was Lieutenant Governor of the Isle of Man from 2000 to 2005 and was appointed following a successful career in the Royal Air Force spanning almost 40 years.

A project to replace the old building was initiated over two years ago and resulted in this new facility being delivered at the end of 2011. The building is a modular steel-framed building supplied by local company Viking Containers Ltd. It is designed to be functional and maintenance-free and will provide a joint training venue for all cadet organisations.

More than 220 cadets and a number of volunteers are active in the Island’s cadet organisations – the Army Cadet Force, the Sea Cadet Corps, the Air Training Corps and the Combined Cadet Force.

Minister Watterson welcomed the opening of the new facility, stating

“I am delighted that my Department and the NW RFCA have been able to deliver this project to completion. The Island’s cadet forces are dynamic organisations which provide great opportunities for young people to gain skills and make a contribution to society which is particularly valuable during difficult economic times.”

Head of DHA Communications Division retires

Robert Williamson, the Technical Director of the Communications Division of the Department of Home Affairs, retires today (Monday, April 16 2012) after 22 years working for the Isle of Man Government.

Robert was presented with an illuminated certificate in appreciation of his many years of service by Minister for Home Affairs, Hon. Juan Watterson MHK.

Robert joined the Isle of Man Government in 1990 with the remit of establishing a Government organisation responsible for the provision of communications.

The Communications Division of DHA now has responsibility for the provision, management and maintenance of the Isle of Man Government communications infrastructure and systems including those used by the Emergency Services and other Departments of Government.

Robert, who was born in the Isle of Man, holds a Bachelor of Science degree in Electronic Engineering. He began his career in communications in the Merchant Navy with BP shipping. In 1979 he moved to the North Sea operations with BP as a communications engineer in the offshore oil and gas industry.

Robert commented:

‘The highlight of the last 22 years has been seeing TETRA and the Joint Control Room come to fruition and working successfully. It is still the best in the world and continues to attract worldwide attention.’

Minister Watterson paid tribute to Robert’s long service, stating:

‘Robert could be said to be the father of Government’s present communications systems. He has played a key role in developing DHA communications services over a significant period and leaves a strong legacy of sustained achievement. He will be greatly missed by all who have enjoyed working with him over the years.’

Qualifying Recognised Overseas Pension Schemes

The UK Government announced changes to the Qualifying Recognised Overseas Pension Scheme (QROPS) regime on 21 March 2012. On 5 April 2012 the QROPS list published by HM Revenue & Customs was temporarily suspended, and a new list published yesterday (12 April) now shows only those schemes which meet the new UK rules.

Three types of Isle of Man pension scheme were able to seek QROPS approval under the original rules: those set up under the Income Tax (Retirement Benefits Schemes) Act 1978, Part I of the Income Tax Act 1989 and section 50C of the Income Tax Act 1970. While 50C schemes no longer meet the UK QROPS rules and have been removed from the published list, all other Isle of Man QROPS remain approved by the UK.

In addition, as was made clear by HMRC:

'If a pension scheme that is a QROPS on 5 April 2012 no longer meets the conditions to be a QROPS on 6 April 2012, members of that pension scheme who have already transferred their pension savings will be able to remain as members and receive a pension paid from the sums transferred without incurring additional tax charges.'

Treasury Minister Eddie Teare, MHK, said:

'The UK has made clear that it wishes a QROPS to be broadly similar to a UK registered pension scheme. Although I am disappointed that our 50C schemes can no longer be QROPS, the Isle of Man retains a powerful international pension management offering through having both occupational and personal pension schemes which can be approved as QROPS, the confidence which comes from having the double regulatory oversight of the Insurance and Pensions Authority and the Assessor of Income Tax, and of course a group of excellent providers in our pension sector. We can move on from this point to further consolidate our position as a key pension management jurisdiction and continue both to grow and diversify our economy.'

Spirit of Innovation Challenge - Team Foogle

Competing in the finals of the Conrad Award, Spirit of Innovation Finals in San Francisco, team Foogle from St Ninian’s High School did a brilliant job said team coach and Physics teacher, Andrew Shipley. Out of some 800 teams to originally enter they were among the final fifteen competing in the finals and were the only team from outside of the United States.

The team were competitors in the ‘Health and Nutrition’ section of the finals, having come up with the idea of a lifestyle ‘app’ to encourage people to think about the amount of exercise they would need to undertake to burn off calories consumed. So impressed were one of the sponsors that they are interested in following up with trying to develop the product further. The team are now considering their options.

On the trip the team were joined by Chris Stott from ManSat, the Manx company which sponsored the team’s trip to the finals in the US. Andrew Shipley said;

'Without the support of this Manx firm and the links that they have with the space industry and the Conrad Foundation in the US we would not have been able to take part in this prestigious competition'. 'It is obvious from discussions with professionals involved in aeronautics and the space industry that this Manx firm is a major player in the satellite industry'.

As well as spending time looking around the NASA Ames base seeing original film from the mapping on the moon and looking at an old Titan rocket, the team also had the chance to explore San Francisco, spending some time shopping and looking around Fishermans Wharf. There were also ‘fireside chats’ with individuals such as Vint Cerf, one of the “fathers of the internet”, Apollo astronaut Rusty Schweickart and motorcyclist Chip Yates who was encouraged to come to the Isle of Man to compete in the TT, amongst others. The team raised the Manx flag over one of the tables in the conference centre and got to make some “amazing American friends” said Elizabeth Quayle, one of team Foogle’s members. Experiences during the event included sampling a drink called “Mountain Dew” and being taught air guitar by the world famous Björn Türoque.

Looking back on the event Andrew Shipley said,

'This has been a once in a lifetime event for these students and shows the opportunities that exist for innovative and entrepreneurial individuals. I must say a big thank you to ManSat and the Conrad Foundation for making this possible. The Isle of Man needs to find ways to tap into this energy, enthusiasm, innovation and entrepreneurship of our people as we meet the challenges of the future, as has been facilitated by ManSat'.

Peer mentors presented with certificates

Students who provided a friendly face and a supportive ear to pupils making the switch from primary to secondary school have been recognised.

13 students – Sarah Baker, Charlotte Beaumont, Eleanor Briers, Laura Craster, Clare Fisher, Rebecca Fong, Zoe Gaggs, Tami-Rose Hesketh, Voirrey Horne, Emily Kingott, Minna Perup, Carey Richards and Kaya Teare – completed a National Open College Network qualification in peer mentoring.

Today (Tuesday) they were guests at the Department of Education and Children and received certificates from Martin Barrow, Director of Education.

The DEC’s Youth Service offers a volunteer peer mentor course to students, accredited at level 2 by the National Open College Network. It is the fifth year that students from Queen Elizabeth II High School have taken it up.

The course is aimed at sixth formers who are willing to surrender some of their time to help 11-year-olds make a smooth transition from primary school to secondary school.

Students attend classroom sessions on mentoring and work with young people in school, then produce a portfolio that shows what they have learned.

Ken Callister, Principal Youth Officer, said:

‘This is a great way for older students to put something back into the system. They are young enough to remember how it felt to be in a stranger in a new school and how a friendly face and some encouragement and support can make a difference to how newcomers settle in.

‘The young people who took this course were pretty busy with their own studies but they all said it was really useful and has made them think about themselves and how they might support friends and family.’

‘For those going off to university, leaving home and finding themselves in a new friendship group, completing this course helps make them more resilient,’ Ken said.

Some of those who achieved the qualification are still in the sixth form at the Peel school while others are in their first year at university.

Sue Moore, Headteacher at Queen Elizabeth II High School, said:

‘This is a wonderful initiative that provides invaluable support to young children making the transition to secondary school while developing skills in older students that will help them throughout life.’

Sue Crowe, course tutor, commented:

‘The young people have completed the course on a voluntary basis and have worked very hard to achieve the National Open College Network qualification. They were able to use their own experiences and those within the training programme to help others overcome difficulties and problems as they were needed during school time.’

The Youth Service is an accredited National Open College Network centre.

Chief Minister 'extremely disappointed' over AIB closure

Chief Minister Allan Bell MHK has expressed his disappointment and sadness over the news that Allied Irish Banks (AIB) is to wind down its business in the Isle of Man by the end of next year.

AIB announced today (Thursday April 5) that as part of an ongoing strategic review it had decided to cease operations in the Isle of Man and Jersey by December 31, 2013.

The Chief Minister commented:

‘AIB is a significant employer in the Island’s finance sector, with a workforce of 115 people, and it has been established here for many years. I am extremely disappointed and saddened by this announcement, particularly on behalf of the staff who regrettably have been given the bad news just before the Easter holiday. I do hope that staff will be successful in finding alternative employment in due course and I know that the Department of Economic Development will be on hand to support them in that regard. In the meantime I have written to the AIB chief executive in Ireland to express my strong concerns over the bank’s handling of this matter.’

Mr Bell concluded:

‘Today’s announcement by AIB is no reflection on the Isle of Man as such, and is clearly part of the bank’s plan to focus on its domestic market back in Ireland. However, this is another stark warning that the Island must drive forward with further economic development and diversification if we are to create fresh job opportunities for the future.’

Isle of Man literary festival aims to stand out from the crowd

A new name has been added to the literary calendar of the British Isles with the staging of the inaugural Manx Litfest, being held between September 27-30 this year.

However, organisers in the Isle of Man are keen to ensure there’s more than just literature to entertain visitors. As well as the usual festival events such as workshops, seminars, readings, talks and performance storytelling, there will be events staged at cultural and heritage sites, including arts centres and castles.

The Festival is being supported by the Island’s Department of Economic Development.

The Department’s Political member for Tourism, Geoff Corkish MBE MHK said:

'The Festival will undoubtedly enhance the arts scene in the Island. Music and drama are exceptionally well covered in the Isle of Man and the introduction of a major literary festival will bring that aspect of the arts to the fore.'

Festival Director John Quirk said:

'There are more than 150 literature festivals staged around the British Isles every year, ranging from events in small villages up to the major names like Hay. We’re a new festival and we realise the importance of making our mark quickly, of trying to stand out from the crowd. While the aim is to celebrate literature and provide a platform for Isle of Man writers alongside visiting authors and poets, there’s much more to Manx Litfest and we want to give our authors and visitors a real feel for what the Island is about.'

'Initial reaction has been pretty strong, with interest already from as far afield as the US, mainland Europe and around the UK. But it’s not just the festival attracting writers and visitors – they are intrigued about the Island itself.'

Special travel and accommodation packages are being put together for the Festival, the hub for which will be the Villa Marina & Gaiety Theatre entertainments complex in Douglas.
