Independent Inquiry into the Isle of Man’s Parole System

At a sitting of Tynwald held on 22nd July 2015 a decision was taken that an Inquiry be established by the Council of Ministers:

  1. to look into the circumstances surrounding the death of a member of the public caused by a person who, at the time of the event, had recently been released from custody on parole; and
  2. to look at in the practices and procedures of, the Prison and Probation Service and the Parole Committee, in relation to parole so that public confidence in the early release of prisoners on parole could be assured.

The Council of Ministers agreed that the Department of Home Affairs appoint Mr G F Karran MBE TH to carry out the Inquiry.

Following the conclusion of the Inquiry, and a period of reply by the interested parties, the Report of the Independent Inquiry into the Isle of Man's Parole System has now been published and is included in the list of downloadable documents.

The Department of Home Affairs has welcomed the publication of the Report, and has published a comprehensive response showing work that has already taken place to address the majority of the recommendations made by the Inquiry and the action plan to respond to the outstanding issues.
