Public Services Commission Manual and Craft Workers Memorandum of Agreement 2015
As of the 1st September 2015, all staff directly appointed or employed under Civil Service and Whitley Council Terms and Conditions of Service will be employed by the Public Services Commission. As of this date, any new appointments under these staff groups will be made by the Public Services Commission. The Civil Service Commission (together with its Joint Negotiating Committee) and the Whitley Council ceased to exist.
A new body, the Public Services Commission Joint Negotiating Committee (JNC), will take over the role of negotiating terms and conditions and other employment matters such as pay for these groups of staff.
For Whitley Council Employees, the Memorandum of Agreement has been updated and renamed the ‘Public Services Commission Manual and Craft Workers Memorandum of Agreement for Manual and Craft Workers 2015'. The consequential changes necessary have been negotiated through the Public Services Commission JNC.
All future agreements reached by the JNC will hereafter be included in the electronic copy of the PSC MOA on the OHR website and referenced by the date of the amendment.
The A5 paper copy updates for the MOA, previously issued by OHR, have been discontinued with immediate effect. However, users who wish to maintain a paper file of the PSC MOA may download and print A4 copies of the MOA Articles (82 pages) and Appendices (153 pages)
As these are large pdf files it may take some time for them to open and download.
These pdf documents are valid as at 1 January 2017 and will not be updated. It will be the responsiblity of users to update their paper copies from the OHR website as necessary.
All future agreements reached by the JNC will be included in the electronic copy of the PSC MOA on the OHR website. Users are therefore strongly encouraged to refer to the PSC MOA 2015 on the OHR website for the most up to date version.
