Airport parking changes revised following feedback

Proposed changes to parking arrangements at Isle of Man Airport have been revised in response to feedback received from the public.

Changes will come into effect on Tuesday 4 July and will now see the introduction of two price structures – Premium and Standard – in a 12-month trial.

Premium parking spaces will be clearly marked and closest to the main terminal building. Around 160 will be available to the left when driving in to what is currently the short-stay car park, and free parking will be available for 15 minutes.

While dedicated accessible spaces will be available in the Premium section, vehicles displaying a disabled parking blue badge anywhere in this area will be able to park for free for up to an hour and pay Standard rates for any additional time.

Standard parking charges will cover the remaining spaces in what is currently the short-stay car park in addition to those in what is now the long-stay car park – more than 420 in total. Free parking will be available for up to 30 minutes, and for up to an hour for those displaying a disabled parking blue badge.

Infrastructure Minister Chris Thomas MHK said:

‘The revised arrangements announced today are the direct result of engagement with our community and I thank those who got in touch to share their views. The vast majority who did so focussed on free parking and this has now been extended to 30 minutes in the areas covered by Standard charges.’

Dawn Kinnish MLC, Department Member and Chair of the Accessibility Steering Group, said:

‘I am pleased that the external engagement has led to changes and taken into account different needs. I would urge individuals who do not currently have a blue badge for parking in accessible parking bays to call 686325 or email carbadges.dsc@gov.im to obtain an application form. The blue badge scheme considers not just mobility issues but also other exceptional circumstances.’

Restriction on flying drones in the vicinity of the TT, Billown and Manx Grand Prix Circuits

The Isle of Man Civil Aviation Administration is reminding locals and visitors not to use drones to film the TT or Billown Circuit practices and races, and is warning of potential prosecution and fines for those that infringe a drone 'no-fly' zone.

Residents and visitors are asked to observe the following drone 'no-fly' zones which will be in place in 2023:

For the TT fortnight, from 29 May until the end of 11 June: Drones must not be flown over or within 1,000 metres of the course while the roads are closed for practice/qualifying or race sessions
For the Red Arrows display on 8 June from 7:20pm until 8:10pm: Drones must not be flown over or within six miles of Douglas
For Manx Grand Prix, from 20 August until the end of 29 August: Drones must not be flown over or within 1,000 metres of the course while the roads are closed for practice/qualifying or race sessions

The Billown Circuit is located within the Airport’s existing 'no-fly' zone for drones.

Deputy Director of Civil Aviation, Colin Gill, commented:

‘The airspace above the TT course is used by emergency and filming helicopters before, during and after racing and practising taking place. The Billown Circuit is also located within the five kilometre airspace restriction for the Isle of Man Airport, within which drones should not be flown due to the dangers they could pose to an aircraft taking off or landing at the airport. There will also be a Red Arrows display in Douglas Bay on 8 June at 7:30pm, during which any drone flight in the vicinity could cause danger.

‘Drones can also pose a serious distraction to riders. Marshals are informed to immediately report any drones to race control and the police, which may result in the practice or race being halted.

‘Whilst the Isle of Man’s racing festivals are a fantastic display, we request that all drone operators respect the 'no-fly' zones while they are in place to ensure the safety of participants and that the events remain a safe and enjoyable spectacle of racing.’

This year, Greenlight TV has been approved to operate a drone in a number of specified locations around the TT course to supplement their footage of the event. This operation has been carefully coordinated with the event organisers and the official helicopter operators.

Breach of the restriction is an offence punishable on conviction by a fine of up to £10,000.

Don’t let your bus ticket become litter

Don’t let your bus ticket litter our Biosphere.

That’s the message from UNESCO Biosphere Isle of Man and Bus Vannin.

Posters are appearing on buses urging passengers to dispose of their tickets in a responsible way after their journey is complete.

Adverts will also appear on the actual tickets from summer onwards, when the current batch of Bus Vannin tickets expires and new ones are printed.

The initiative has come from The Rubbish Group, which brings together those charged with dealing with litter and those who voluntarily work to prevent it, under the UNESCO Biosphere banner.

Clare Barber MHK, Minister for Environment, Food and Agriculture and Vice-chair of UNESCO Biosphere Isle of Man, said:

‘Assessing litter in areas on bus routes, the Biosphere team noticed many examples of discarded bus tickets

‘Litter spoils our Island for residents and visitors alike, and can also get down drains and into waterways, harming wildlife.

‘There can be no possible justification for dropping litter. Everything should be recycled, where this is possible, or disposed of in a bin.’

Ian Bates, Head of Operations, Public Transport Division, said:

‘We are pleased to work with UNESCO Biosphere Isle of Man to encourage passengers to dispose of their tickets carefully once they have travelled with us.’

‘Living streets’ project seeks public views

A consultation has been launched to gather public views on the introduction of ‘living streets’ measures in central Douglas.

The ‘living streets’ project aims to make our streets easy and safe to move around, and healthy for the people who live around them, in line with Our Island Plan.

The first area for consideration is in central Douglas, including Ballakermeen High School and Hawarden Avenue.

This location was chosen after two local petitions were received for lower traffic speeds and volumes, and highlighting concerns for pedestrians, within the residential area.

The consultation asks the public to consider what measures would be useful within the area to improve access and safety; additional crossings, improved pavements, traffic control or speed control measures.

It also asks the public to consider where each of those crossings, or other measures would be best placed to make our streets inclusive, easy to navigate, safe and healthy.

Minister of Infrastructure, Chris Thomas MHK, said:

‘This is a busy place with a secondary school, shops and businesses, as well as people living in and commuting through the area. People have concerns about traffic speed and volume and pedestrian safety.

'We hope the ‘living streets’ project will have a number of benefits including improved air quality and pedestrian access, promoting alternative travel options and, most importantly, creating a great place to live. This engagement will build on the information supplied in the original petitions, and ensure the scheme aligns with the needs of the local community and other appropriate use.’

Revised bus timetable to come into operation on 24 April

A revised bus timetable will come into operation on Monday 24 April.

The changes will coincide with the start of the schools’ summer term and return services to a similar level in place before the coronavirus pandemic.

The timetable can be viewed and downloaded at bus.im, while printed booklets will be available from the Welcome Centre at the Sea Terminal in Douglas, House of Manannan in Peel, Isle of Man Airport and all bus depots on 20 April, or by calling +44 1624 662525.

Minister for Infrastructure, Chris Thomas MHK, said:

‘I am pleased to see the new release of the annual timetable for 2023, and I fully support the Division’s continued engagement with stakeholders and ongoing review of the services provided.’

The main updates included in the timetable are:

Douglas – Port Erin/Port St Mary

Following the return of two-way traffic on Castle Street, Castletown, services to Port Erin/Port St Mary no longer serve the by-pass and operate direct to Castletown Square via Victoria Road.

Journeys departing Lord Street via Rosemount and St Ninian’s to Willaston, Hailwood Avenue and Birch Hill, which then continue to Castletown, Port Erin and Port St Mary, will be numbered 12 and 12A.

There are also minor timing changes to the Willaston/Hailwood Avenue/Birch Hill provision.

Douglas – Laxey – Ramsey

The Douglas to Ramsey via Laxey service is largely unchanged with some minor timing changes to evening services.

Additionally, the 08:00 Service 3A journey from Ramsey will become a Service 3 (operating via St Ninian’s) and the 0740 Ramsey to Douglas (via Hailwood Avenue and Willaston) will be re-timed to depart at 07:30 and will also operate Monday to Friday during the school holidays.

Fridays and Saturdays will see an additional service to Ramsey, departing Douglas at 21:40.

Douglas – Peel – Ramsey

The Douglas to Ramsey via Peel service is largely unchanged with some minor timing changes to evening services.

Additionally, the 08:00 Ramsey to Douglas schooldays Service 6C will depart Ramsey at 07:55 and operate slightly earlier in order to leave Peel at 08:52 as currently scheduled.

The 22:45 Peel to Douglas journey will operate Mondays to Thursdays as a Service 6.

The 22:45 Peel to Douglas journey will operate on Fridays and Saturdays as a Service 6F via Foxdale, Braaid and Glen Darragh Road to Glen Vine.

An extra Fridays and Saturdays Service 5A will depart Ramsey at 23:10 and Peel at 23:50 to Douglas.

Douglas – Willaston, Hailwood Avenue and Birch Hill

Most daytime Service 22H and 25H journeys operate 5 minutes earlier than what is currently provided. Departures from Lord Street via Rosemount which continue to Port Erin are renumbered from Service 11/11A to Service 12/12A. Some Service 11/11A/12/12A journeys are slightly retimed.

Glen Maye – Dalby – Niarbyl – Ballamodha

The times of buses to these areas have been revised to operate to/from Douglas.

Groudle – Ballabrooie

A Mondays, Wednesdays and Fridays service is introduced with Service 15 to Groudle and King Edward Road and Service 15B to Ballabrooie.

Port Erin – Cregneash – The Sound

Services from Port Erin to Cregneash and the Sound will operate on weekends and Bank Holidays from 17 June to 3 September.

Changes proposed to parking at Isle of Man Airport

A statutory consultation will be launched this week ahead of a forthcoming trial of revised parking arrangements at Isle of Man Airport.

The cost of parking at the airport has not changed for seven years, other than during the Covid pandemic when there was no charge.

Proposals are being brought forward to introduce a new pricing structure, with a 12-month trial set to get under way from May 1.

A major change will see the amount of time drivers have for free while displaying a parking disc reduced from an hour to 15 minutes, and this will only be available to those using the short-stay car park.

The long-stay car park will be rebranded as seasonal parking and will have one fee — enabling people to pay £120 for as much use of the facility as they wish over a 90-day period.

In addition to pricing, a recent review also identified how parking for disabled drivers may be improved. A total of 10 extra spaces will be created in the short-stay car park, close to the main terminal building in what is now the disc zone area. Dedicated spaces will also be available in the seasonal car park, currently known as the long-stay car park, for the first time.

Infrastructure Minister Chris Thomas MHK said:

‘During the trial the Department will monitor how people use the car parks and also the impact on parking around the airport. The provision of better facilities for people with disabilities is particularly important.’

He added:

‘Parking is only one element of airport operations which is under review and in transition. More details are available in the report Isle of Man Airport: Function, Future and Form, which is available to read on the Tynwald website and will be considered at this month’s sitting.’

The consultation will run from Friday, when an advert containing details on how to respond will appear in the Isle of Man Courier, and close on Friday 21 April.

Airport Report proposes incremental reform to improve facility and services

A report exploring a future operating model for Isle of Man Airport has been published ahead of next month’s Tynwald sitting.

Isle of Man Airport: Function, Future and Form aims to clearly identify the case for change while initiating the start of a process that reviews its current position as a division of the Department of Infrastructure to potentially become a statutory board or limited company.

In his foreword, Infrastructure Minister Chris Thomas MHK explains:

‘It is essential that the Airport operates in a way that allows it to reach its potential, and enhance its provision of air services so that they meet our needs.

‘This examination is to determine things like how or even whether our Airport should be part of the Department of Infrastructure, and how an alternative operating model could result in less public subvention, as well as enhanced air services and facilities that I know the travelling public wish to see.’

Sections 1 and 2 of the document set the scene in terms of how the airport currently operates — covering organisational structure, regulation, services and stakeholders — before highlighting the challenges which need to be addressed and how an alternative model may be appropriate.

One of the main considerations underpinning the report is the need to strike a balance between the airport’s function as a critical lifeline serving the needs of the Island and making the most of commercial opportunities.

Section 3 explores this theme further be asking ‘Where do we want to be?’ This sets the scene for the future publication of a Masterplan, which will aim to reflect the overall vision through policy and planning objectives. These objectives could be achieved through remediation, such as air traffic control and security provision, terminal redevelopment and a fresh strategic approach in terms of assets, general aviation and contingency planning.

The recommendation that is being brought forward is incremental, with a Stepped Transition Process infographic illustrating a three-step progression and criteria to determine whether change is necessary to deliver improvements sought by the travelling public.

In receiving the report at the April sitting of Tynwald, Members will be asked to note the incremental approach to operating the airport at arm’s length and the intention to proceed to Step 2 of the Stepped Transition Process. They will also be asked to note the formation of the shadow board and high-level implementation plan.

Tynwald to consider changes to Vehicle Duty

Motorists will soon be able to pay for six months’ road tax, if proposals being brought forward by the Department of Infrastructure are approved at the March sitting of Tynwald.

The change is included within the Vehicle Duty Order 2023 and, approval pending, will see the amount people pay for road tax rise for the first time since April 2020 as well as the introduction of fees for electric vehicle owners.

Infrastructure Minister Chris Thomas MHK said:

‘The new Order contains changes designed to modernise the way vehicle duty is collected and, most importantly, ensure the correct amount is raised to maintain and improve the Island’s highway network.

‘Valuable engagement has taken place in preparing the Order and to raise fees across every category. I’m sure six-month payments will be welcomed by many in the Island, and the team is now working towards introducing direct debits as an additional payment option.

‘While fees are being introduced for electric vehicles, it is important to highlight the department’s commitment to restricting the registration of higher polluting cars and vans through separate legislation that will be brought forward in line with powers included in the Climate Change Act.’

In seven years’ time it’s likely there will be more than 13,000 electric vehicles on the Island, with Government support provided through the ongoing rollout of a public charging network.

The introduction of fees for electric vehicles is intended as the first step towards harmonising the amount of duty paid by owners of zero emission, hybrid and fossil-fuelled vehicles.

Income generated through vehicle duty is spent on maintaining and improving the Island’s highways. Raising this type of revenue reflects the aims of Our Island Plan and Economic Strategy through investment in the maintenance of key infrastructure.

Vehicle duty rates are planned to rise by 10 per cent across most categories from April 2023. The minimum annual charge will be £65, which will also apply to all electric vehicles.

The six-month payment option is open to all categories and will require motorists to pay generally half the full year’s fee plus £6.

In addition to the above changes, it is proposed a rolling 30-year period will be established after which a vehicle would be regarded as a private veteran vehicle and pay the new £28 annual fee.

£2 bus fare cap extended to March 31

Bus fares will remain capped at a maximum of £2 until March 31.

A three-month trial was announced in August 2022 as part of a package of measures designed to support Island residents and businesses through the winter.

Starting on November 1, the trial was due to finish tomorrow but it is extended for a further two months.

The decision is intended to provide extra support for the community into the spring. A review of fares is underway with any changes expected to come into effect from April 1.

Infrastructure Minister Chris Thomas MHK said:

‘We have a great bus service here in the Isle of Man and I’d encourage everyone to make the most of it. The fare cap has resulted in a small increase in passengers and seen added value and savings for existing users. Extending the fare cap is welcome and it will enable the team at Bus Vannin to continue supporting our community whilst the review of pricing is concluded.’

The package of measures announced in August 2022 was led by the electricity price cap, which will come to an end of March 31. Government intervention in the form of a £26 million loan meant the price has been held at 22p per unit when Manx Utilities had advised prices would have needed to rise initially to 37.4p from 1 October 2022.

Other measures included further targeted support payments, which have since totalled £17 million since January 2022, and access to an £8 million fund to help make homes more energy efficient.

More recently, 28 public sector telephone numbers relating to health, housing and finance were made free to call in December as part of a further initiative funded by the Isle of Man Government to help the community with rising costs.

Roadworks in preparation for Isle of Man TT Races

TT organisers have identified several sections of the Mountain Road that require improvement prior to the running of the 2023 Isle of Man TT. This work and other maintenance activities will take place during April.

The work includes:

Resurfacing between Ramsey Waterworks and below the Gooseneck
Resurfacing and drainage repairs at Windy Corner
Reconstruction of collapsed drainage culverts across the carriageway at the 32nd Milestone, and surface repairs
Annual preparatory works ahead of the TT Races, such as installing marshal stations, painting, erecting signage, etc.
A range of regular maintenance tasks

The work will be undertaken in two phases.

Phase 1: Road closure Ramsey to the Bungalow, Monday 3 April to Saturday 8 April. The road between the Bungalow to Creg-ny-Baa will remain open, along with the Tholt-e-Will Road junction. This closure is to enable the resurfacing of the section below the Gooseneck. While it is planned for the road to open ahead of Good Friday (April 7), this is weather dependent and cannot be guaranteed.

Phase 2: Full Mountain Road closure Ramsey to Creg-ny-Baa, Tuesday 11 April to Friday 28 April. Tholt-e-Will Road junction will remain open to enable access to the Snaefell Mountain Railway, Snaefell Café and Victory Café. The closure may be extended until Friday 5 May in the event of delays due to poor weather or other unforeseen issues.

Tim Crookall MHK, Member of the Department for Enterprise with responsibility for Motorsport, said:

‘Ensuring the Mountain Course is in its best possible condition for racing is crucial to the success and appeal of the Isle of Man TT. Planning this type of project involves close collaboration between departments — I’m grateful to everyone involved and also for the patience of the travelling public and affected businesses while the work takes place.’

Infrastructure Minister Chris Thomas MHK said:

‘The Highway Services team will maximise the opportunity the closures present and undertake a range of tasks for the benefit of general road users in addition to the work essential to the staging of this year’s TT. The Mountain Road is always a challenging environment in which to work but a robust plan is in place to ensure the work is done as efficiently as possible while maintaining the standards expected.’

The closures have been carefully planned while taking into consideration the following factors:

The weather on the Mountain Road can be significantly worse than on roads at lower altitude. Ambient temperatures from late autumn to early spring frequently fall outside the temperature range where asphalt can be successfully laid. Other issues encountered at these times include heavy rain and mist, which could significantly delay operations.
It is good practice to surface at least 4 to 6 weeks ahead of motorcycle racing to ensure that a new surface has bedded in sufficiently before racing takes place. This time restriction rules out resurfacing work on the Mountain Road between May and September.

While the closures are in place, parking will be restricted during the day on Ballure Road, Ramsey, and during certain periods on parts of New Road, Laxey, to ease the flow of commuter traffic.

Go Cards discounted to align with £2 capped bus fare trial

Bus journeys using Go Cards will be further discounted to tie in with a forthcoming three-month trial of £2 capped fares on all public transport.

Tynwald last week agreed to a package of measures designed to support the Island’s community with the rising cost of living, including the £2 cap which will run from 1 November 2022 to 31 January 2023.

Isle of Man Transport offers a wide variety of prepaid Go Card options to match a customer’s requirements.

The following products will be available at a lower price during the trial to align with the £2 cap as far as possible:

Go Saver adult 1-day: £5 (normally £7)
Go Saver adult 3-day: £10 (£14)
Go Saver adult 5-day: £13 (£19)
Go Saver adult 7-day: £16 (£23)
Go Easy Adult, 28 days unlimited travel: £50 (£80)
Go Easy 18-21, 28 days unlimited travel: £40 (£60)
Go Easy Teen, 28 days unlimited travel: £25 (£40)

Infrastructure Minister Chris Thomas MHK said:

‘The primary intention of the £2 capped fare and revised Go Card pricing is to assist our community with the rising cost of living. I welcome the trial and hope more people use the buses and see the benefit of the trial fare structure.’

The Go Saver cards may only be purchased on a bus and will not be available online.

Other cards in the range will remain the same price as they are either unaffected by the cap, such as a child’s or pensioner’s fare, or do not align with the overall aim of the measure in supporting residents with the cost of living.

Customers who have already purchased an annual Platinum bus card that covers the trial period will be contacted directly during October and supplied with credit.

Night Owl fares will remain at full price.

Revised bus timetable to come into operation on September 7

A revised bus timetable will be introduced to coincide with the start of the school year on Wednesday 7 September.

This will replace the contingency bus timetable which has been used to maintain the Island’s bus service despite the challenges arising from staff availability since mid-June.

Infrastructure Minister Chris Thomas MHK said:

‘The revised timetable is a significant step in restoring public transport provision across the whole Island following a regrettable summer of disruption for many.

‘I’m pleased to report that the recruitment campaign for drivers has been successful, placing us in a stronger position as the new school year begins, and enabling the team to produce a resilient and reliable timetable.’

Turning to the latest announcements focussing on Isle of Man Government support for the cost of living, he added:

‘A £2 capped fare will be introduced from November, and I know the team are looking forward to increased use of our bus services over the winter. This three-month trial will be assessed and reviewed at the end of January.’

School services

Traditional school services will be back in operation.

South Route: Douglas to/from Port Erin

The South route will resume its direct link to Noble’s Hospital.

The South route will operate at a 20-minute frequency for longer periods to ensure demand is covered.

Douglas to Peel and Ramsey

Routes 5 and 6 will continue to operate at a 30-minute frequency.

Inter-Douglas routes

The 21 service around Anagh Coar and Farm Hill will increase to a 30-minute frequency.

The 13 service around Groudle Glen will not operate during this timetable.

The 1H service around Willaston has been reinstated and will serve Johnny Watterson Lane instead of the estate itself.

Contingency bus timetable to begin on Friday

A contingency bus timetable will come into operation tomorrow, Friday 17 June 2022.

The revised schedule reduces some services in line with current staffing availability, whilst maintaining our Island’s key transport links.

This revised timetable will operate Monday - Saturday. The Sunday schedule will remain as per the current timetable.

Due to high levels of sickness, including COVID-19 and other issues, and ongoing recruitment challenges affected by the wider UK driver shortage, bus vannin have had to make the decision to reduce the frequency of some services in order to preserve a reliable network.

The contingency Bus Timetable is likely to run until the schools break up for summer holidays which will give bus vannin time to finalise additional recruitment and training, as well as see a return to work for some staff.

bus vannin will continue to monitor the situation and communicate any enhancements to the timetable as soon as they are able to deliver.

Contingency timetables are now available to view online or by calling +44 1624 662525 with printed booklets aimed to be available from the Welcome Centre at the Sea Terminal in Douglas, Ramsey or Port Erin bus station by the end of next week.

Customers also have the opportunity to track buses in real time using findmybus.im.

Statement following the closure of Isle of Man Airport due to a suspicious package

The Isle of Man Airport and surrounding roads have now reopened following an incident this morning.

The airport was evacuated and surrounding roads were closed earlier today due to a potentially suspicious item in the baggage checking area.

Airport security alerted the emergency services who quickly responded to the incident and managed the scene whilst the suspicious item was assessed.

Following a review it was determined the item did not pose a threat.

Isle of Man Airport apologises for the inconvenience this incident has caused, however the safety of passengers, crew and ground staff is of the utmost importance. The public are thanked for their cooperation, patience and understanding.

Director of Transport Services Ian Longworth to retire

The Director of Transport Services, Ian Longworth, has today announced his intention to retire as he has now reached the traditional retirement age.

He had planned to retire previously and had been working part time prior to Covid. He returned to work full time during Covid but with the TT behind us now is the right time for him to step down.

During his tenure bus passengers have significantly increased and have bounced back now to pre-Covid levels. Similarly in the same time frame the railway passengers have also increased and a lot of work gone on to catch up on the backlog of maintenance.

Emily Curphey, Interim CEO at the DoI, said:

‘I would like to thank Ian for his hard work and dedication within the Department and throughout his career. I wish him well in his retirement.’

Visitors and locals are urged to use greenlanes appropriately – do not to ride away from designated tracks, on open hill land, plantations or disturb livestock or wildlife.

Riding an off-roadmotorbike or 4x4 away from marked greenlanes or public highways is an offence under section 28 of the Road Traffic Act – an offence which carries a fine, potential licence endorsements and may also lead to ACU sanctions to any members who receive prosecutions.

In addition to this both the Forestry Act 1984 and the Wildlife Act 1990 may be used in relation to illegal access and disturbance of wildlife and habitats.

This reminder follows reports of a group of off-road enduro bikes riding over hill land from Snaefell Mines to the Veranda, over the Snaefell Mountain Railway tracks and towards Windy Corner during Monday’s racing period.

A separate group was also seen riding on Snaefell at the same time. Illegal riding of this nature causes damage to our local habitats, wildlife and disturbs livestock.

The reckless disturbance of livestock in any area close to the TT course not only endangers riders, marshals and spectators but in this case is also harmful to one of Britain’s most threatened birds of prey – the Hen Harrier. Hen Harriers are ground nesting birds and are highly susceptible to disturbance, and the Manx Uplands supports the highest density of breeding hen harrier in the British Isles.

It is acknowledged that the majority of visitors are legally and respectfully using our greenlanes and greenway roads, some are regularly used to access some of the more remote vantage points during road closures. Anyone using the lanes for this purpose are asked to ensure they stick to the designated tracks, do not disturb any livestock or wildlife, and to remove any rubbish or litter when they leave.

The miles of unsurfaced highways on the Island provide access to our countryside for off-road motorcyclists, 4x4’s, horse riders, cyclists and pedestrians in a way that also protects the natural habitats around us.

All visitors and locals who wish to use the greenlanes and greenway roads should purchase the Outdoor Leisure Map available from the Welcome Centre at the Sea Terminal and local bookshops.

The Department of Environment, Food and Agriculture (DEFA) and the Police are making enquiries regarding the riders and photos circulating on social media.

Three Road Safety reports published

The Road Safety Partnership has published its 2021 action plan progress update, alongside the Chair’s report and the first Annual Review of Collision and Casualty Statistics.

This first review of collision and casualties shows that in 2020 there was a reduction in the number of fatalities, serious injuries, slight injuries and non-motorised injuries. This follows a decline in the number of road traffic collisions recorded by Isle of Man Constabulary in the two previous years (2018-19 and 2019-20).

The action plan details the work undertaken by the cross-government group to improve their focus areas of road safety – safe speeds, safe roads, safe vehicles and safe people. This includes schemes such as the ‘Drive safe live long’ presentation for Year 11 students, training for the Road Safety Team to fit and check car seats and the introduction of cycle training for adults and older children.

The Road Safety Partnership was formed in 2017 to review the Island’s existing road safety policies and schemes, and to take action to make our Island roads safer, contributing to the vision set out in the Road Safety Strategy 2019-2029 to reduce fatal or life-changing collisions.

Members of the Partnership include officers from Home Affairs, Infrastructure, Fire and Rescue, Manx Care, Police and Public Health – creating a cross-government group with experience and expertise in all aspects of road safety from the physical highways, to healthcare and emergency response. The work of the group includes legislation, safety standards, education, enforcement and the design of our roads.

Minister for Justice and Home Affairs, Jane Poole-Wilson MHK, said:

‘I welcome the publishing of this report from the Partnership, there has been a lot work over the past couple of years to improve safety on our roads for drivers, leisure users and pedestrians alike.

‘It is encouraging that this annual report shows that overall the three year average fell in relation to serious and slight injuries – however we are aware that this has been exaggerated by the restrictions and cancellations during the coronavirus pandemic. I am pleased to see a focus on delivery around safer vehicles for 2022 and look forward to seeing what is achieved by the group in the coming years.’

Minister for Infrastructure, Tim Crookall MHK, said:

‘The action plan for the strategy is progressing well, with 92% of the short term actions being completed or in progress. It is great see the partnership working that has taken place and the excellent schemes that have already been delivered including the pilot ‘safer routes to school’ scheme, improved HGV regulations and the introduction of additional signage and lining improvements on our roads.’

Cashless parking system to launch at Isle of Man Airport on Tuesday 24 May

A new cashless parking system at Isle of Man Airport will launch on Tuesday 24 May.

As previously announced, the quickest and easiest way to pay will be through a mobile phone or device using the RingGo app, which can be downloaded free from the Apple Store or Google Play Store.

Anyone who doesn’t have a smartphone can call +44 1624 825717 and use a pre-registered payment card.

Payment can also be made online using a pre-registered card at ringgo.co.uk.

In each instance above, drivers planning to use the car park from Tuesday 24 May are encouraged to register in advance. Users should download the app and provide the necessary details, including payment information, or visit ringgo.co.uk and complete the process online.

Anyone displaying a parking disc can use the car parks for free for one hour, so it will still be possible to organise payment while moving through the airport.

A further option is available by visiting the information desk inside the Isle of Man Airport building, providing your vehicle registration and using a payment card. It will not be possible to pay at the desk using cash.

Tim Glover MHK, Member of the Department of Infrastructure with responsibility for Ports, said:

‘While we fully anticipate the smartphone app solution to be the most popular way for people to pay for parking at the airport from Tuesday, other options are available.

‘Paying over the phone and online are both straightforward, but require registration - so please try and do that beforehand to avoid any fuss at the start of your trip.

‘Registering and using any of these options will enable users to extend their stay should it be necessary due to unforeseen circumstances.

‘But if none of them suit you, it will be possible for card payments to be taken at the airport’s information desk.’

Tuesday’s launch marks a one-week delay from the original start date while officers considered feedback on the plan to ensure concerns were being fully addressed.

Anyone whose vehicle is parked in the car parks prior to Tuesday 24 May will have four weeks to make alternative arrangements.

Once the registration process has been completed, customers using the app who have found a parking space should note the five-digit location number shown on signs and pay in advance for the required time – short stay car park 35800, long-stay car park 35801. Customers wishing to pay using the phone or online options should follow the instructions provided.

The implementation of the new parking system at Isle of Man Airport has been delayed while officers consider feedback and ensure concerns are being fully addressed.

Parking will continue to be free while arrangements to introduce the changes are finalised, and a further announcement will be made on Thursday 19 May regarding when the new cashless payment system will come into force.

‘While the new system was to be introduced tomorrow (Tuesday 17 May), a decision has been reached to delay the launch for a short period. The Department is grateful to those who have shared constructive feedback – officers will now be using that to ensure a smooth transition.’
