Financial Sanctions: Chemical Weapons

This news release is issued to publicise the release of the first set of names listed under the new chemical weapons regime.

On 21 January 2019 Council Implementing Regulation (EU) 2019/84 and Council Decision (CFSP) 2019/86 were published in the EU Official Journal.

Details of the nine individuals and one entity added to Annex I to Regulation 2018/1542 are contained in the attached Annex.

The entry for the Centre d'Etudes et de Recherches Syrien (CERS) has been amended under the Syria regime and also added to the Chemical Weapons regime, therefore remaining subject to an asset freeze.

Financial institutions and other persons are requested to check whether they maintain any accounts or otherwise hold funds or economic resources for, or provide financial services to, the designated individuals and entity. If so, they must freeze such accounts or other funds and, unless licensed by the Treasury, refrain from dealing with said funds or economic resources, and suspend the provision of any financial services. They must also report their findings to the FIU.

Failure to comply with financial sanctions legislation or to seek to circumvent its provisions is a criminal offence
