Operator Registration - Part 'A' of the Register

Registration in Part 'A' of the Register, is aimed at a business which will use vehicles commercially only in the Isle of Man, and includes any of the following types of application:

Large Buses (i.e. with 17 or more passenger seats, excluding the driver) - the application may also cover the commercial operation of PPV minibuses and cars which the operator uses.

Minibuses (i.e. with more than 8 passenger seats but not more than 16, excluding the driver) - the application may also cover the commercial operation of PPV cars which the operator uses.

Taxis or Private Hire Cars (i.e. up to 8 passenger seats, excluding the driver) - the application covers the operation of two or more Ply for Hire taxis and/or Private Hire cars, or one Ply for Hire taxi or Private Hire car where the vehicle is also used in conjunction with a Service Provider (radio despatch base).

Operator Registration - Part 'B' of the Register

Registration in Part 'B' of the Register is for an Operator who will use only ONE taxi or Private Hire car, (i.e. up to 8 passenger seats, excluding the driver), which is NOT used for radio despatch.

Licenced Operator

An Operator Licence is for Operators of Large Buses or Minibuses who intend to carry passengers on journeys both on and off the Isle of Man. The application also covers the operation of PPV cars which the Operator uses.

Commercial Courtesy Minibus Operator

For Minibuses, (i.e. with more than 8 passenger seats but not more than 16), used only as 'courtesy' or 'works' minibuses, and not used on a regular service or other passenger transport undertaking. The vehicles are used to carry customers, clients, members or employees of the Operator's non-transport business activity.

If you are unsure whether the minibus that you use should be licensed, please complete and return the 'Minibus Questionnaire' which can be found at the bottom of this page. The RTLC Office can then advise you.

Please Note - If cars are the only passenger vehicles that you use (i.e. up to 8 passenger seats, excluding the driver), and you use the vehicle(s) for a 'courtesy' operation for customers of your own non-transport activity (e.g. a motor dealer taking a customer home from his garage, or as a 'works' car for your employees), they are not Public Passenger Vehicles, and you do not need to be Registered as an Operator, and the drivers do not need PPV Driver Licences.

Exemption

Exemption certificates may be issued for passenger vehicles operated by charities or voluntary organisations. Please contact the RTLC Office for further advice.
