The Road Transport Licensing Committee ('RTLC') acts as an independent tribunal body of Government with responsibility for regulating the transport of passengers. From 1st January 2019 the RTLC assumed responsibility for regulating the commercial use of goods vehicles - basically any vehicle or trailer carrying goods on a public highway which has a maximum laden weight exceeding 3,500kg.
It is the duty of the Committee to administer the provisions of the Road Transport Act 2001 ("the Act") to benefit and protect the public through the provision of sufficient, efficient, safe, and quality services of public transport.
The RTLC office is located in Thie Slieu Whallian, the headquarters of the Department of Environment, Food and Agriculture ("DEFA"). DEFA is the sponsoring Department for the RTLC and may make regulations under the Act with respect to any proceedings of the RTLC. DEFA will assist with any RTLC legislative requirements such as the drafting and processing of RTLC legislation. The Minister of DEFA will deal with all matters relating to the RTLC in Tynwald.
