We are the Customs and Immigration Division, responsible for the crucial task of collecting indirect tax revenue essential for funding the Isle of Man’s public services and the provision of passport, Immigration and Naturalisation services.

We operate across two distinct offices to efficiently manage our diverse responsibilities. Our revenue collection and administration operations are based at Custom House, dedicated to overseeing the collection of indirect tax money, ensuring that customs and excise controls, and financial sanctions are implemented and enforced.

Passport, Immigration and Naturalisation services are situated at Central Government Offices and are the issuing authority for British passports, complying with HM Passport Office issuance policy for British passports, processing applications for visas for work, visitors, business and investors, study and settlement. The area also provides processing services to support the Lieutenant Governor in the exercise of cases concerning British citizens and citizenship (including naturalisation).

The Isle of Man is committed to the Common Travel Area (CTA) agreement and the Customs and Excise Agreement with the UK, with both requiring law enforcement activities. The Customs and Immigration Division provides a single enforcement team working at the Island’s ports in relation to customs and immigration matters to ensure compliance with these commitments.

The current Customs and Excise Agreement covers customs duties and many other (but not all) indirect taxes. The agreement, which is backed by both UK and Manx legislation, means that for VAT, customs and most (but not all) excise duty purposes the 2 territories are treated as if 1. Most of these indirect taxes and duties are pooled and shared. This negates the need for customs barriers between the 2 jurisdictions. Manx legislation exists which mirrors the equivalent UK law where required.
