The following flow diagram outlines the steps to registration. Useful links are provided to the side of this page.

All HMOs must be registered by the relevant Local Authority. The Environmental Health team of DEFA act on behalf of the Local Authority and will inspect and offer advice and assistance throughout the registration process.

Building Regulations 2014 - Houses in Multiple Occupancy (HMOs)

An application for Building Regulation Approval will be required if:

  • A property is newly constructed with the intention of being operated as an HMO
  • A building that is not used as residential accommodation is converted via a material change of use to be used as a HMO

An application for Building Regulation Approval may be required:

  • Where substantial alterations are made including structural alterations, introduction of bathrooms and/or kitchens, and alterations which may affect the fire safety or means of escape
