Business Leaders Sought to Support Economic Growth

The Department for Enterprise is moving forward with the development of four Executive Agencies by embarking on the recruitment of six outstanding leaders to play key roles in the development of the joint partnership approach to economic development. 

On November 22nd 2017 Tynwald approved the Transfer of Functions Order, enabling the Department for Enterprise to reduce in size and scope and commence with the formation of the Department’s four Executive Agencies; Finance Isle of Man, Digital Isle of Man, Business Isle of Man and Visit Isle of man.

Following major engagement with over 100 internal and external representatives, the Department has agreed an initial Terms of Reference for each of the four Executive Agencies and is now advertising for an Executive Agency Chair for each of the four Agencies. Two Agency Chief Executives are also being sought for the Finance and Digital Agencies respectively.

‘Today’s announcement is a significant milestone in the development of the new Department and the formation of the Executive Agencies. We have received positive support and encouragement from across the Island’s industry sectors and key representatives from trade associations and professional, member-based organisations, alongside the professional input from other government departments. 

‘Created as public/private partnerships, the Agencies will be decision making bodies tasked with creating an environment where our economy thrives and key sectors of our industry are supported. The transformation of the Department began last year and we are now entering the final stages of resourcing and launching the agency structure.

‘As we continue to shape our Island of Enterprise and Opportunity, the Department will be looking for key individuals to ensure our modern department meets the needs of a fast-evolving, modern economy. The newly created roles will give us the influence and guidance to navigate the complex and diverse economy of the Island, bringing a shared vision and strategy for the Isle of Man.

‘In line with the new structure Political Delegations will be changing to ensure alignment and common messaging with the Agencies and a close connection with the Department. Each agency will be represented by a Political Member, Lawrie Hooper MHK for Finance Isle of Man, Daphne Caine MHK for Digital Isle of Man, Tim Crookall MLC for Business Isle of Man, and Rob Callister MHK for Visit Isle of Man.

‘I am also pleased to announce that Mark Lewin has been confirmed in post as Chief Executive of the Department. As interim Chief Executive Mark has guided the strategic review and implementation of the new agency structure and I am delighted to have his dedicated support going forward. Angela Byrne has also been appointed internally as the new Head of Visit Isle of Man and Adrian Moore is now Head of Business Isle of Man, allowing the developing Agencies to benefit already from their extensive experience and leadership.’

The recruitment follows the completion of the initial Terms of References, as well as a set of extensive guidelines that have been developed by the Department and external stakeholders to ensure commonality across the Agencies’ objectives.

Laurence Skelly MHK, Minister for Enterprise, added:

‘The Department has achieved the new structure on a cost-neutral basis, putting resources into to a re-focused and re-energized organisation that will facilitate collaboration with industry and ensure sustainable economic growth across our industries. Since January 2017, the Department has seen the transfer of over 50 full time staff to other parts of the organisation, however importantly the Department has also consciously been removing roles in readiness for these changes with over 15 roles removed since the journey began.

‘The journey is not over yet – these are the next steps towards the formation of the agencies and there will be more developments over the next few months as the new structure takes shape.’
