Isle of Man Homes for Ukraine Host Payment Scheme 2022

In March 2022, the Isle of Man Government launched the Isle of Man Homes for Ukraine Scheme as a response to the ongoing conflict in Ukraine. Through this Scheme, local people are encouraged to register their interest in becoming potential hosts. As part of local people opening their homes to displaced Ukrainians, a payment for hosting has been made available through the Isle of Man Homes for Ukraine (Host Payment) Scheme 2022 ('Host Payment Scheme').  

The Host Payment Scheme is made by Cabinet Office, with the concurrence of the Treasury, under the Financial Provisions and Currency Act 2011 (FPCA)

The Host Payment Scheme Legislation is available online.

This guidance is issued by the Cabinet Office in accordance with paragraph 25 of the Host Payment Scheme and sets out how the support is to be administered.

Purpose and scope

The aim of the host payment is to assist local people who have chosen to be hosts and committed to housing a Ukrainian Guest for a minimum of six months through the Isle of Man Homes for Ukraine Scheme; or for those providing accommodation for persons who have entry clearance or permission to stay in the Isle of Man under the Ukraine Family Scheme. 

The Host Payment Scheme is created to support those hosting through a monthly payment to the approved host of £240. 

Applicants are defined (and subject to other eligibility criteria) as being the following: 

  • Safe Host through the Isle of Man Homes for Ukraine Scheme or, an eligible Isle of Man- based sponsor providing accommodation for persons who have entry clearance or permission to stay in the Isle of Man under the Ukraine Family Scheme and

  • At date of application, hosting a Ukrainian Guest

Overview of available support

The support available under this Scheme is £240 paid monthly in arrears for the period that the guest is housed with the host.

A maximum of 1 payment of £240 per household per month.

It should be noted if the guest(s) leaves or the host becomes deregistered, the Ukraine Support team must be notified. The payment for the period that the guest(s) has not been there is repayable and may be recovered as a civil debt.

Eligibility

To be eligible for the payment the host must be registered with the Isle of Man Homes for Ukraine Scheme, have a visa application in progress on or before 31 March 2023, or be providing accommodation for persons who have entry clearance or permission to stay in the Isle of Man under the Ukraine Family Scheme.

The guest(s) must be living in a shared property with a host or a self-contained home provided by the host. The address of which will be specified through the Isle of Man Homes for Ukraine Scheme or the address provided for the approved Ukraine Family Scheme visa which can be confirmed by the Immigration Service.

All applicants are encouraged to carefully review their eligibility status before submitting an application.

Following receipt of a correctly completed and eligible application form, the Cabinet Office, Ukraine Support Team, will seek to process host payments within approximately 10 working days of submission of the application. However, due to the potentially high demand levels for the Host Payment Scheme and depending on the complexity of the application, the processing period may be extended.

Information to be supplied

All applicants must fully complete the application form which includes:

  • The applicant's name, contact and bank details

  • Answers to all eligibility questions, specifically:

    • Details of the registration number for the Isle of Man Homes for Ukraine Scheme or the Visa Reference number

    • Confirmation of the address

    • Confirmation of the name/s of the Ukrainian Guest/s staying in the accommodation provided and their contact details

    • A declaration that the applicant will notify the Cabinet Office, Ukraine Support Team, if the host/guest relationship is terminated

    • A declaration that the applicant meets all of the eligibility criteria

Applicants must declare that they agree to supply additional information if requested to do so by Cabinet Office.

Assessment criteria

The Cabinet Office has formed the Ukraine Support Team to administer the Host Payment Scheme. The Ukraine Support Team will assess each application based on the following criteria:

  • Full completion of the application form and
  • Eligibility

Approval process

For the Ukraine Support Team to determine eligibility, they will confirm the applicant's standing with the Immigration Service and notify the applicant of the outcome. If these checks fail, the application will be rejected by the Ukraine Support Team and the applicant will be informed via email.

Following confirmation of approval by the Ukraine Support Team, they will authorise the initial payment to be made and subsequent payments will be issued monthly. All payments will usually be made into the applicant's bank account approximately 5-10 working days following approval. Payment runs may differ depending if there are any Bank Holidays or if demand dictates.

Declined applications

The Ukraine Support Team will notify ineligible applicants via email stating the reasons for the refusal and where appropriate, provide information as to the manner in which a defective application may be rectified. 

Review of decisions

If an application has been refused and the applicant wishes to request a review of the decision, the applicant must clearly and concisely state the reasons provided for the decline; the reasons for the review; any measures undertaken to resolve the issue; and provide any additional supporting information. 

The Ukraine Support Team must appoint an officer of Cabinet Office (other than an officer involved in the original decision) to adjudicate on the review. The review officer’s adjudication will be final. 

The reviewing officer will then consider whether the correct decision has been made in relation to the Host Payment Scheme. However, the reviewing officer does not have the authority to make exceptional one-off decisions which do not comply with the Host Payment Scheme’s legislative framework.  

A request for a review of a decision must be made in writing within 10 working days of the date of notification of that decision. 

An application may only be reviewed once.

Public disclosure

Applicants should also be aware that both parliamentary and freedom of information questions may be asked about particular applications or applicants. The Ukraine Support Team will answer all parliamentary questions and freedom of information requests in accordance with the Freedom of Information Act 2015 and the Data Protection Act 2018.

Disclaimer

Providing false, incomplete or misleading information in connection with an application under this Scheme is an offence. The penalty is custody for up to six months, a fine of £10,000, or both.

Payments made under this Host Payment Scheme are treated as income for Income Tax purposes but will have no impact on any social security benefits a host receives.
