Business Change Services

Business Change Services in the Cabinet Office is responsible for the management of both digital and non-technical programmes and projects across Government and ensuring that projects are prioritised and strategically aligned.

Business Change Services was established in July 2020 to optimise the way Government defines, prioritises and delivers change and to ensure Government is delivering the right change in the right way. A key purpose of Business Change Services is supporting the Chief Secretary and Chief Minister with the development and delivery of Government corporate priorities.

Business Change Services is aligned to industry best practice and a recognised framework, namely P3O (Portfolio, Programme and Project Offices). Business Change Services has its own centrally controlled portfolio, programme and project management processes that can be flexed/tailored to support varying IOMG organisational needs.

The service incorporates a Portfolio Management Office (PMO) providing the core functions of governance, support and standards at portfolio, programme and project levels.
