Sufficient interest in the subject matter of the application must be demonstrated if the person making representation should wish to be considered to take part in any subsequent proceedings.

Student Awards process improved following feedback

A new and improved application process for University students to apply for financial help has been launched.

The Department of Education, Sport and Culture’s new digital hub has been developed to streamline the application process from start-to-finish for students and their contributors.

It came about after the department listened to the concerns of previous users that the process was difficult to follow and needed an overhaul.

Julie Edge MHK, Minister for Education, Sport and Culture, said:

'We made a promise to review and improve the application process and we have delivered.

'The digital hub delivers a user-friendly experience and includes video tutorials and helpful tips to provide an efficient and reliable service. The first applications have already been received and are being processed swiftly.'

Students looking to start their degree course in September can apply now and those entering their continuing years of study will receive an email in June with their instructions.

Contributors can submit income assessments as soon as all their dependent students have submitted their applications following the contributor instructions sent to each student.

The website was jointly developed by the DESC and Government Technology Services (GTS).

Save the date for the 2023 Isle of Man Government Conference

The Isle of Man Government has announced the dates for its annual two-day Government Conference, this year focused on the three themes of housing and infrastructure, education and skills and finance and budgets.

The 2023 Isle of Man Government Conference will take place on 20 and 21 September 2023 at the Villa Marina, and presents an opportunity for the local community to engage with Government, share new ideas and have honest discussions about the challenges and opportunities facing our Island.

Alfred Cannan MHK, Chief Minister, commented:

‘I am looking forward welcoming members of the Manx public once again to engage with Government at the annual Conference in September. Last year we received much feedback and engaged in interesting conversations arising from various panels and Q&A sessions, the outcomes of which informed further development of the Island Plan and Economic Strategy.

‘Following feedback from 2022, this year’s agenda will offer key sessions at more flexible times to provide greater access for more of our community, and will focus on three key themes: Housing, education and skills and finance and government budgets.

‘I hope this year’s Government Conference will spark the same level of engagement and conversation, and invite all Island residents to join the event as we collectively work towards building a more secure, vibrant and sustainable future for our Island.’

Financial Sanctions: Russia

This news release is issued to publicise the amendment of 4 entries to the Russian sanctions regime.

The Russia (Sanctions) (EU Exit) Regulations 2019 (S.I. 2019/855) were made under the Sanctions and Anti-Money Laundering Act 2018 (the Sanctions Act) and provide for the freezing of funds and economic resources of certain persons, entities or bodies involved in destabilising Ukraine or undermining or threatening the territorial integrity, sovereignty or independence of Ukraine, or obtaining a benefit from or supporting the Government of Russia. The Russia (Sanctions) (EU Exit) Regulations 2019 have effect in the Isle of Man by the Russia Sanctions (Application) Regulations 2020 [S.D. 2020/0504].

On 22 May 2023 the Foreign, Commonwealth and Development Office updated the UK Sanctions List. This list provides details of those designated under sanctions legislation.

CQC final reports published

The Care Quality Commission’s (CQC) final four reports, as well as a programme overview report and a Quality Strategy from Manx Care, have now been published.

The four final baseline reports looked at Acute and Community Services, the Manx Emergency Doctor Service (MEDS), the Manx Care Leadership and Governance ‘Well-led report’, and Integrated Mental Health services.

A full inspection programme overview report has also been released, detailing CQC’s findings across each of the areas where baseline assessments were carried out and includes areas of notable practice, the system-wide concerns and the strategic direction throughout the services provided directly or commissioned by Manx Care.

The comprehensive Acute and Community Services report covers the hospital-based care groups including the Medicine, Urgent Care and Ambulance; Surgery, Theatres, Critical Care and Anaesthetics; Integrated Diagnostics and Cancer Services; Integrated Women’s, Children’s and Families and Integrated Primary and Community Services.

The MEDS report details the services provided by the General Practice emergency out of hours department located at Noble’s Hospital.

The Well-led report is a review of the Manx Care leadership and governance at Board and executive level and the overall organisational vision and strategy. The report also covers organisation-wide governance, management and improvement along with organisational culture and engagement.

The Integrated Mental Health report covers all community and hospital-based services which includes the Drug and Alcohol and Crisis Teams; the Child and Adolescent Mental Health Service (CAMHS); the Community Mental Health Service for Adults, the Older Persons Mental Health Service (OPMHS) and Memory Service, and the Mental Health Adult patient ward and the Older Persons ward which are based within the Manannan Court facility at Noble’s Hospital.

In response to these reports; Manx Care has produced a high-level Quality Strategy outlining the areas for scheduled development to deliver the recommendations as reported by CQC and provide assurance to the Department of Health and Social Care (DHSC).

Minister for the Department of Health and Social Care, Lawrie Hooper MHK, said:

‘It is very clear that our health and care staff on the island want to provide compassionate, safe care. This is a recurring theme throughout the reports with an emphasis on the level of kindness, respect and passion provided to patients, and by planning for the future workforce this will help to address any concerns behind access to and experience of care.’

He added:

‘By addressing and focusing on the areas for improvement, Manx Care undoubtedly demonstrates its commitment and assurance to the Department of Health and Social Care to improve services for the future of patient care.’

Discussions are ongoing with CQC for high-level support with the future regulation of health and social care here in the Isle of Man.

CQC reports published on Acute and Community Services, MEDS and Mental Health

Four further Care Quality Commission (CQC) inspection reports have been published, this time covering Acute and Community Services, the Manx Emergency Doctor Service (MEDS) and Integrated Mental Health Services provided by Manx Care, alongside the Leadership and Governance ‘Well-led report’.

The CQC was commissioned by the Department of Health and Social Care (DHSC) to review the first three services outlined above using its standard criteria – assessing whether the service is safe, effective, responsive, caring and well-led. It was noted that all services are 'caring', with some areas meeting all five standards.

It’s important to provide the context that Manx Care’s services were reviewed against standards set by the CQC, shaped by policy and legislation in the UK, which may differ from local policy and legislation in place on the Island.

The ‘Well-led’ report is a review of Manx Care’s leadership and governance arrangements at Board and executive level, as well as Manx Care’s overall organisational vision and strategy. This report acknowledged the professional experience of Manx Care’s leadership team, stating:

‘Leaders had the experience, capacity, capability and integrity to ensure that the objectives of Manx Care could be delivered and risks to performance addressed. Manx Care had a Board of experienced Directors with governance processes in place to monitor safety, quality and performance.’

A number of areas of notable practice were identified during the inspections, including the safe delivery of care and treatment being supported by multidisciplinary decision-making, relationships with tertiary centres and the innovative use of telemedicine. The Integrated Diagnostics and Cancer Service was praised for the development of its skin service to better serve this patient group, and across all areas, colleagues treated patients and service users with kindness, respect and compassion.

A particular area of note was the development of Manx Care’s Frailty Service, which had already provided positive outcomes for patients. Operating a dedicated Frailty Unit within Noble’s Hospital delivers significantly reduced lengths of stay, fewer re-admissions and lower mortality rates for patients. The launch of this service has also creates efficiencies worth in excess of £1.5m per annum, with minimal investment required to achieve this.

Some areas highlighted in the reports require targeted work to improve, and some of this work has already begun. Manx Care has reported on these in its Quality Strategy, and will continue to work alongside the Department of Health and Social Care (DHSC) to promote a culture of continuous improvement, particularly addressing areas such as medicines management processes, safe and adequate staffing, provision of safeguarding training and integration of records management systems.

Whilst the CQC’s majority focus is on quality and safety in its reports, organisational culture is equally important. The Manx Care Board has made a commitment in 2023/24 to deliver the recommendations outlined in the CQC reports, alongside work to continue to build on the development of its organisational culture, and has allocated resource to respond to this appropriately. CQC improvements are a core part of the Board’s wider commitment to quality improvement across Manx Care.

Teresa Cope, Manx Care’s CEO, said:

‘CQC inspections are an excellent opportunity to identify good practice and recognise the dedication of our colleagues in providing great care, as well as identifying areas for improvement. We have worked hard to develop our Quality Strategy as a response to the reports, setting out a number of focus areas for development and improvement, but would also like to acknowledge the aspects of notable practice that were highlighted over the course of these inspections. A number of services demonstrated fantastic, person-centred care, as well as team working, leadership and innovation. I’m incredibly proud of this.

‘I’d like to thank all of our services and colleagues who engaged in this process, and look forward to continuing to drive quality, safety and cultural change as part of our broader transformation programme on the Island.'

Export Notice: Russia

This news release is issued to publicise Notice to Exporters NTE 2023/08: Russia sanctions – Trade sanctions circumvention.

On 22 May 2023 the Export Control Joint Unit (ECJU) produced a guidance note for companies to help them understand what they need to do to ensure they are complying with the Russia sanctions.

Direct trade between the UK to Russia has fallen significantly since sanctions were introduced. However, Russia will seek to procure restricted goods via other routes. As such, there are risks around displacement of trade and diversion of goods to Russia.

Traders should ensure that as part of their due diligence they consider these risks. For further information please see Export Notice NTE 2023/08.

Crown Dependencies agree joint approach to global minimum tax rules

Treasury Minister Dr Alex Allinson MHK met colleagues from the other Crown Dependencies this week and agreed a joint approach to the OECD’s Pillar Two model rules for domestic implementation of 15% global minimum tax.

The meeting took place remotely with Ian Gorst, Jersey’s Minister for Treasury and Resources, and Deputy Mark Helyar, Guernsey’s Deputy Chief Minister and Treasury lead.

The statement reads:

‘The governments of Guernsey, Jersey and the Isle of Man ('the Islands') announce that they have reached a decision on a joint approach to the OECD’s Pillar Two framework, based on current international implementation of Pillar Two and discussions at the OECD. This decision ensures certainty for businesses in each of the three jurisdictions.

‘Our intention is that this approach will comprise the implementation of an 'Income Inclusion Rule' and a domestic minimum tax to provide for a 15% effective tax rate for large in-scope multinational enterprises, from 2025. The Islands will continue to work together, monitoring implementation internationally and adapt accordingly to developments which may require adjustments to our own implementation plans, and remain committed to continuing to offer attractive and globally competitive investment environments.

‘The Islands will continue to engage with diverse and widespread stakeholders – across a very broad range of sectors and geographies – to gather further information and to provide appropriate notice to allow businesses to prepare for these changes.

‘Our Islands have well-established and stable corporate income tax systems, and longstanding and independently assessed track records of meeting international standards. We are proud of our global leadership in tax cooperation, combatting money laundering and countering the financing of terrorism, and in providing appropriate and effective transparency.’

Minister Allinson said:

‘The Treasury has taken time to engage extensively with relevant businesses and stakeholders and is pleased to announce the joint approach for the Isle of Man alongside the other Crown Dependencies.

‘The Isle of Man, like Jersey and Guernsey, is well-placed to adopt these international tax reforms because of its existing corporate income tax system, but it is still important we allow enough time to ensure these planned changes are right first time.

‘Today’s announcement is intended to assist large multinational businesses with group turnover of more than €750 million in preparing for these changes. It also presents the opportunity to remind the majority of Isle of Man companies that the new rules will not apply to them and that they remain within the Island’s established 0/10% tax regime.’

Sanctions Guidance: Russia

The Treasury advises that the Russia Sanctions guidance has been amended following changes to the statutory documents relating to Russia financial and trade sanctions.

The Russia (Sanctions) (EU Exit) Regulations 2019 (of UK Parliament) (the 'Russia Regulations') were applied to the Island, and currently have effect in the Island, by the Russia Sanctions (Application) Regulations 2020 [SD 2020/0504]. The Russia Regulations were amended in the United Kingdom in response to Russian actions in Ukraine. The Isle of Man has adopted these measures to ensure that sanctions against Russia in the Island are aligned with the United Kingdom.

Failure to comply with financial and trade sanctions legislation or to attempting to circumvent its provisions is a criminal offence.

This news release is issued to publicise the addition of 86 entries and removal of 3 entries to the Russian sanctions regime.

On 16 May 2023 the Foreign, Commonwealth and Development Office updated the UK Sanctions List. This list provides details of those designated under sanctions legislation.

Additions

86 entries have been added to the consolidated list and are now subject to an asset freeze and trust services sanctions. Further information can be found in the Annex to this Notice.

Arts and Culture and Legislation roles appointed for DESC

Claire Christian MHK and Paul Craine MLC have been handed political responsibilities within the Department of Education Sport and Culture (DESC).

Mrs Christian will have responsibility for Arts and Culture and Chair the Isle of Man Arts Council after Marlene Maska retired from political life last month.

The MHK, who spent 20 years in the fashion industry before her election in 2020, said:

'It is an exciting challenge and I’m looking forward to the opportunity.'

Mr Craine, a former assistant head teacher, education adviser and published author, will oversee a number of DESC projects regarding data and legislation.

Julie Edge MHK, Minister for Education, Sport and Culture said:

'I welcome them both to the department and I would like to personally thank Mrs Maska for her immense contribution to the arts on the Isle of Man.'

Both will start with immediate effect.

Public invited to take part in electoral review

The public are asked to share their experience and suggestions for improving the Island’s voting processes, at four meetings which will be held across the Island.

The Isle of Man Electoral Commission will be holding public meetings on 25 May, 15 June, 20 June and 29 June 2023.

The Commission have been tasked with reviewing the number and boundaries of constituencies, as well as the accessibility of elections, postal and proxy voting procedures, and the feasibility of ‘all island’ polling stations.

At the meetings, the Commission will be gathering the views and experiences of the general public to be used as part of a report to Tynwald. The Commission would welcome representations that raise any issues or concerns, highlight areas of excellence, or provide additional data and evidence to inform their deliberations.

The Commission has already been gathering evidence from key stakeholders, such as previous election candidates, current Members of Tynwald, Deputy Returning Officers and other interested parties.

Chair of the Electoral Commission, Sally Bolton said:

'The Electoral Commission is an independent body whose role is to look to review and recommend improvement around the democratic election process of the Island. We are encouraging participation from all areas of the public in this consultation phase, whether or not they have recently voted in a general election. We would be pleased to have people consider coming along to one of these public events.'

The Commission has arranged four public meetings to take place in the North, South, East and West of the Island from 6:30pm to 8pm:

North - Thursday 25 May 2023 - Ramsey Town Hall
East - Thursday 15 June 2023 - St Andrews Church, Douglas
South - Tuesday 20 June 2023 - Arbory Parish Hall
West - Thursday 29 June 2023 - Corrin Hall, Peel
