The Isle of Man Water Authority's Strategic Business Plan
The scheme for radical improvement of the Island's water supply kick-started in June 1999, when Tynwald unanimously improved the Isle of Man Water Authority's Strategic Business Plan to invest more than £70 million in effectively developing their resources.
The most significant project detailed in its strategic business plan is the design and construction of two new Water Treatment Works. The £12.3 million contract for the construction of the works at Sulby was signed on 4th April 2003. The other new works are being built on the Authority's site at Holmfield Road, Douglas.
Once all the various projects detailed in the plan have been completed, the Isle of Man's water supply system will have been upgraded to a level that will satisfy both current and future demands to the year 2021.
How will the Strategic Business Plan be funded?
Whilst the Authority has assets valued at £152 million, it has to finance its investment in the Strategic Business Plan through income from its customers. As a Statutory Board of Government, constituted under the Water Act 1991 and the Statutory Boards Act 1987, the Authority has the power to levy a water rate for its service. However it was decided to implement the works and expenditure over a period of twenty years to make the plan both affordable and achievable. This decision has prevented the introduction of unacceptably high water rate charges.
The total amount (including inflation) needed to fund the essential improvements in the Water Authority's infrastructure will be in the region of £131* million.

What is included in the Strategic Business Plan?
In short, the principal aims of the Strategic Business Plan are to replace or refurbish those parts of the Authority's infrastructure relating to the collection, storage, treatment and distribution of the Island's water that are currently falling short of existing or proposed standards of service.
