New Douglas Water Treatment Works

The contract for construction of the new 37 million litres per day water treatment works in Douglas was awarded to Earth Tech Engineering Ltd, and signed on 27th May, 2005.

Earth Tech Engineering Ltd and their principal civil engineering partner, Lagan Construction (Isle of Man) Limited, worked together in constructing the new treatment works at Sulby, opened by the then Chief Minister, Donald Gelling on 1st October 2005.

The Authority recognises that building such a large and complex works in the centre of an established residential area will create some unique issues, however as part of the extensive planning for the project, a number of issues were identified and designs changed to reduce any future issues.

During the construction phase, the Authority and Earth Tech Engineering will be introducing a number of measures aimed solely at improving the interface with local residents. One important step in this process is the appointment of a Customer Liaison Co-ordinator, Mary Doyle, to answer the concerns of local residents and to extend awareness of these important projects throughout the Island’s communities.

DOUGLAS WATER TREATMENT WORKS – PLANT DESCRIPTION

The Plant is a three stage works comprising DAF (Dissolved Air Flotation) followed by two stages of filtration. The DAF stage removes the majority of the organic load from the raw water and the first stage of sand filtration improves the water quality even further.

There is a chemical conditioning process between first and second stage filters which causes the manganese within the water to be available for removal on the smaller second stage filters.

The final part of the treatment process is disinfection of the water using sodium hypochlorite which is produced in the onsite electro chlorination plant from brine.

The water quality will meet, or exceed, all current Drinking Water Inspectorate, European Economic Community and World Health Organisation standards. The likely changes, over the next few years, to EEC standards were reviewed during the initial design period.
