New Vehicle Registration Certificates
Verification of keeper details and replacement of log books
The Department of Infrastructure is transferring vehicle registration and licensing records onto a new database. As part of this process the vehicle keeper details will be verified and the hand-written yellow log books will be replaced by printed ‘Vehicle Registration Certificates’.
The new Vehicle Registration Certificate has been designed so that it is recognisable in the UK and other European countries, it will reduce the requirement for vehicle export certificates, and make it easier to declare when a vehicle is purchased or disposed of.

| Q | How long will it be until I receive my new Vehicle Registration Certificate? |
| A | The new Vehicle Registration Certificate will be sent out in the post within 28 days.
The whole process is estimated to take 12 months to complete and any motorist who has not received the new certificate by November 2009 should contact the Licensing Office on 686753. |
| Q | What if I have lost my yellow log book? |
| A | Complete the form called “Duplicate Registration Book or Duplicate Vehicle Licence” available from any Post Office. You will have to pay £13 for the duplicate. Hand the completed form and the recall letter with your name and address on it to the counter clerk who will forward it to the Department for processing. Don’t forget to sign the letter. Your will be given a receipt and you will receive your new vehicle registration certificate in the post. |
| Q | Can I keep my old yellow logbook? |
| A | The yellow log books will be cancelled but if you wish to have it returned, please indicate this when it is surrendered for replacement. |
| Q | What if I notice details are missing or incorrect in the current yellow log book? |
| A | Any missing or incorrect information in the current log book should be corrected on the letter accompanying the vehicle duty renewal letter or by adding a separate letter and NOT on the yellow log book itself. |
| Q | What do I do if I receive a vehicle duty reminder form and no longer own the vehicle? |
| A | Complete the form entitled “Notification of Sale” available from any Post Office. |
| Q | How do I return my log book? |
| A | When renewing your vehicle duty (tax disc) take your log book and the completed accompanying letter to your local Post Office who give you a receipt for it and forward it to the Data Cleansing Team at the Sea Terminal. | Q | What do I need to do if I buy a new vehicle? |
| A | If you buy a vehicle and it has a yellow log book, complete the form called ‘Change of Ownership or Registration’, available from any Post Office, and return it, along with the yellow log book and appropriate fee, to any Post Office. Your new certificate will be posted to you.
If you buy a vehicle that has a new Vehicle Registration Certificate, then you need to complete the relevant ‘purchaser’ section on the certificate, and return it to any Post Office. |

| A | If you buy a car without a logbook you must complete the form “Duplicate Registration Book/Duplicate Vehicle Licence” available from any Post Office. |
| Q | Cherished Number Certificate |
| A | When your Cherished Number Certificate is due for renewal, take it to your local Post Office, pay the renewal fee, complete form CH1 and surrender your certificate. A new certificate will be posted to you. |
