Educational Requirements
Certain roles within the Isle of Man Civil Service require applicants to hold specific qualifications. The qualifications, which will be set out in the Person Specification for the vacancy, may be a requirement for the grade of the job or may be a requirement due to the specialist duties that the job involves.
If an ‘essential’ educational requirement is stated on the Person Specification for a role, applicants must hold that qualification and must be able to provide original evidence of that in the event that they were offered the job.
The standard entry requirements for administrative and secretarial level jobs are set out in the Standard Qualification Guidelines.
Applicants should note that there are a range of qualifications that can officially be verified as ‘equivalent’ to GCSEs at Grade C or above. Candidates applying for vacancies on this basis are encouraged to attain evidence/verification prior to applying and should submit this information with their application form. In the case that evidence is not supplied and, following a reasonable amount of research by the recruitment administration team, there is no evidence to support the equivalencies, applicants can not be considered further.
Hours of Work
The working week is one of 42 hours including meal times (37 hours excluding meal times) and in most offices, this entails starting at 9.00 a.m. and finishing at or about 5.30 p.m., Monday to Thursday (5.00 p.m. on Fridays). A few offices are open at weekends and staff are therefore required for duty. In such cases their hours of work are arranged to fit in with office requirements, based on the above working week. Many Departments and Offices operate flexible working hours.
Salary
Competitive rates of pay are offered which reflect the duties and responsibilities of each job. Starting pay on appointment is normally determined by age, qualifications and previous experience. Movement up a pay scale is by annual increments to the maximum point. Salaries are normally reviewed annually and all eligible staff have opportunities to apply for promotion to higher grades.
Leave
Annual leave allowances range from 22 to 30 days per year depending on grade and length of service. A credit of up to 10 years for relevant work experience may be granted for the purposes of determining the annual leave allowance on appointment. You will also be eligible for a number of public and privilege holidays. Specific details of entitlements are available at the time of a vacancy.
Pension
The Isle of Man Civil Service Pension Scheme is a Contributory Superannuation Scheme with contributions of 3.5% being deducted directly from your gross salary. This scheme is by-analogy to (based upon, but separate from) the UK Principal Civil Service Pension Scheme.
Sick Leave
Government is committed to achieving high levels of attendance but civil servants who are absent from work because of illness are usually paid their wages in full for up to 6 months, followed by half pay sick leave (subject to an overall maximum of 12 months' paid sick leave in any period of 4 years), provided there is a reasonable prospect of their recovery and return to duty.
Retirement
The normal age of retirement for a civil servant is 65 years.
Travelling Allowances
If necessary a mileage allowance is payable for the use of an officer's own car on all official duties, subject to the production of written proof from the officer's own insurers confirming that adequate insurance cover exists for the use of a personally owned motor vehicle for the purposes of employment.
Smoking
You will be expected to comply with the smoking policy for the building in which you are appointed and any smoking policy applied by your department, board or office.
Confidentiality
The Official Secrets Acts provide that, if a civil servant communicates any document, information, etc., which he or she has obtained or to which he or she has had access in their official position to any person to whom they are not authorised to communicate it, they are guilty of a misdemeanour. You should specially note that this provision applies to a civil servant, even after he or she has retired or left the Service. On appointment you will be asked to read the relevant sections of the Acts and to sign a statement saying that you have read and understood them.
