Employment Services Division

The Employment Services Division is at the centre of all activities undertaken by The Personnel Office. It acts as a central support to all Government Departments and their staff and provides a comprehensive, effective and timely recruitment function for the Civil Service Commission.

The Division is made up of several sections which together provide support to the whole of the Personnel Office while at the same time specialising in specific areas of Personnel/ HR work:

The Recruitment Team have the responsibility of the recruitment and retention of a high calibre workforce to deliver government aims and objectives and although the management of the recruitment process is being devolved to departments, the administration duties will remain with The Personnel Office until the departments are ready to accept the responsibility. As part of the overall recruitment process the Division ensures that all recruitment is undertaken in an non discriminatory manner and has procedures in place to monitor equality of treatment. These procedures are periodically reviewed to ensure adherence to and compliance with any changes in employment or social legislation.

The Employee Relations Advisors who co-ordinate employee and industrial relations across both the civil and public sectors as well as providing an efficient advisory service across the whole of the public service, they also contribute to the development of personnel management and HR policies and in particular with the support and delivery of a programme of education with relation to bullying/ harassment/ victimisation and disability.

The Senior Secretaries provide secretarial support to the Office. The Division are responsible for ensuring the delivery of government’s corporate policies and procedures across the public service and provides advice and information to public services and local authorities.

It is anticipated from 2003, with further development of what can be referred to as “social legislation” which has already resulted in the introduction of the Employment (Sex Discrimination) Act 2002 and the forthcoming introduction of the Human Rights Act, the Employment Services Division will be working in tandem with the Employee Relations & Policy Division and contributing to the development and subsequent delivery of appropriate personnel policies to reinforce fair treatment at work.
