How Do We Work?STATUTORY REMITManx National Heritage operates under the remit of an Act of Tynwald, by the Manx Parliament. INDEPENDENT TRUSTEESAuthority for the financial control and policy decisions of the organisation is exercised by an independent body of Trustees which meets monthly. This body comprises representatives from areas of the Island’s educational, academic, business and political communities. The Chairman of the Trustees is a non-political appointment, elected by the Trustees. CHARITABLE STATUSThe Trustee body is also a Registered Charity in the Isle of Man and administers a private charitable fund separate from the Government’s annual financial support. The national museum collections are legally designated as charitable. RELATIONSHIP WITH GOVERNMENTManx National Heritage enjoys the full support of the Isle of Man Government which provides the majority of the funding required for the core activities of the organisation annually, together with specific funding for major new capital developments. Although Manx National Heritage is not a Department of Government, it is subject to the same strict regulation and control of staffing and financial resources as the Departments of Government. There are three representatives of Tynwald, the national Parliament, on the Trustee body; one representative of the House of Keys, one representative of the Legislative Council, and the Speaker of the House of Keys. The Trustee body also includes representatives of the major Local Government Authorities. The majority of the professional staff of Manx National Heritage are Civil Servants, appointed by the Government’s Civil Service Commission, but with authority for day-to-day performance being delegated under the control of the Director and the Trustees. The agreed policy and financial expenditure plan for Manx National Heritage is published as a formal part of the Government’s national policy each year in the ‘Isle of Man Government Policy Review’. In addition, the detailed revenue and capital expenditure plans for the organisation are approved in the annual national Budget. FUNDINGManx National Heritage is an entirely Isle of Man funded organisation. It does not receive any financial assistance from United Kingdom or European funding agencies. The majority of the funding for the work of Manx National Heritage is provided directly by the Isle of Man Government. However, considerable additional income is derived from partnerships with local businesses, trading activities through our ‘Heritage Shops’, and the Trustees’ private charitable funds. Major support is also provided by the energetic work of The Friends of Manx National Heritage. The Friends are the largest subscription group of supporters in the Island. |
