New Vehicle Registration Certificates

Verification of keeper details and replacement of log books

The Department of Transport is transferring vehicle registration and licensing records onto a new database. As part of this process the vehicle keeper details will be verified and the hand-written yellow log books will be replaced by printed ‘Vehicle Registration Certificates’.

The new Vehicle Registration Certificate has been designed so that it is recognisable in the UK and other European countries, it will reduce the requirement for vehicle export certificates, and make it easier to declare when a vehicle is purchased or disposed of.

QWhy do I need to return my yellow log book?
AThe yellow log book is required so that we can –
  • Replace it with a new Vehicle Registration Certificate
  • Verify keeper details including date of birth to differentiate between people with the same name and address
  • Verify vehicle details
  • Ensure only accurate and relevant information is held on the new system
  • Improve compliance with current legislation
QWhen will my log book be replaced?
A
  1. The new Vehicle Registration Certificates will start to be issued in October 2008, and if you purchase a vehicle after this date, you will receive the new style certificate.
  2. Before your vehicle tax is due to expire, a renewal letter will be sent to the registered keeper’s address, requesting that the yellow log book is returned when paying your vehicle licence at your local Post Office.
QHow long will it be until I receive my new Vehicle Registration Certificate?
AThe new Vehicle Registration Certificate will be sent out in the post within 28 days.

The whole process is estimated to take 12 months to complete and any motorist who has not received the new certificate by November 2009 should contact the Licensing Office on 686686.

QWhat if I have lost my yellow log book?
AComplete the form called “Duplicate Registration Book or Duplicate Vehicle Licence” available from any Post Office. You will have to pay £13 for the duplicate. Hand the completed form and the recall letter with your name and address on it to the counter clerk who will forward it to the Department for processing. Don’t forget to sign the letter. Your will be given a receipt and you will receive your new vehicle registration certificate in the post.
QCan I keep my old yellow logbook?
AThe yellow log books will be cancelled but if you wish to have it returned, please indicate this when it is surrendered for replacement.
QWhat if I notice details are missing or incorrect in the current yellow log book?
AAny missing or incorrect information in the current log book should be corrected on the letter accompanying the vehicle duty renewal letter or by adding a separate letter and NOT on the yellow log book itself.
QWhat do I do if I receive a vehicle duty reminder form and no longer own the vehicle?
AComplete the form entitled “Notification of Sale” available from any Post Office.
QHow do I return my log book?
AWhen renewing your vehicle duty (tax disc) take your log book and the completed accompanying letter to your local Post Office who give you a receipt for it and forward it to the Data Cleansing Team at the Sea Terminal. Alternatively if you wish to make a postal application, send the documents to -

QWhat do I need to do if I dispose of my vehicle?
AComplete a form entitled ‘Notification of Sale’ available from any Post Office.
QWhat do I need to do if I buy a new vehicle?
AIf you buy a vehicle and it has a yellow log book, complete the form called ‘Change of Ownership or Registration’, available from any Post Office, and return it, along with the yellow log book and appropriate fee, to any Post Office. Your new certificate will be posted to you.

If you buy a vehicle that has a new Vehicle Registration Certificate, then you need to complete the relevant ‘purchaser’ section on the certificate, and return it to any Post Office.

QWhat if I buy a vehicle without a logbook?
AIf you buy a car without a logbook you must complete the form “Duplicate Registration Book/Duplicate Vehicle Licence” available from any Post Office.
QCherished Number Certificate
AWhen your Cherished Number Certificate is due for renewal, take it to your local Post Office, pay the renewal fee, complete form CH1 and surrender your certificate. A new certificate will be posted to you.
