Integrated Leadership and Management Programme
The Department of Health Integrated Leadership and Management Programme is designed to address a clearly stated need to raise the confidence and skills of managers in Department of Health and the Department of Social Care to cope with changing requirements and address risks.
There are four levels to the programme:
- Foundation Level
- First Line Management (Operational Level)
- Middle Manager (Operational/Strategic Level)
The Foundation Level is aimed at those who have to supervise people and allocate resources on a shift to shift basis, but are not directly line managers. It would be of benefit to those who are new to this type of role or to supervisory managers who have had no previous management training.
This is a 5 day taught programme and delegates are required to attend all 5 days.
Dates for new cohorts are agreed in accordance with demand. Please nominate staff for the waiting list so that demand can be assessed.
The Operational Level is aimed at those who have to supervise people, lead a team, allocate resources and are, or act as, direct line mangers to a number of staff. It would benefit managers, at any level, who have had little or no formal management training and want to strengthen their knowledge and capabilities e.g. Deputy Ward Managers, Allied Health Professionals functioning as Team Leaders, Executive Officers, Senior Residential Social Workers, Deputy Head Porters. The Operational Level is ongoing with an on-Island training provider, Training Learning and Coaching (TLC). The Operational Level is endorsed by the Institute of Leadership and Management for a recognised national management qualification which has been designed to meet the needs of the Department. Assessment of the participant’s capacity to apply their learning in the workplace forms an integral part of the programme.

The Middle Manager Level is aimed at those who are in middle management positions, who have some management experience, have already undertaken some management training and wish to build on their experience and work on their own professional development. It would benefit those who have responsibility for developing others & managing teams, departments, projects and change e.g. Ward Managers, Senior Allied Health Professionals, Senior Nurses, Higher Executive Officers, Resource Centre Managers, Head of Portering/ Catering etc., Senior Social Workers. The Middle Manager Level is ongoing with an on-Island training provider, TLC Business Solutions. The course is endorsed by the Institute of Leadership and Management for a recognised national management qualification which has been designed to meet the needs of the Department. The course is structured around the Government’s Corporate Governance Framework: Community Focus, Performance Management, Structures and Processes, Risk Management and Standards of Conduct. Assessment of the participant’s capacity to apply their learning in the workplace forms an integral part of the programme.

At Foundation, Operational and Middle Manager Levels the taught programme is supplemented by a series of six learning set meetings of up to three hours each, designed to support the participant’s learning and consolidate that learning through application in the workplace. Further details are included at the back of this document. Learning sets are also incorporated into the Senior Manager programme.
All levels of the programme incorporate 360 degree feedback. At Operational and Middle Levels this is a requirement and you should complete the form appropriately. At Foundation level the 360 feedback is optional. If you wish to do it you should ensure that Part 3 of the form is completed. Further information concerning the 360 degree feedback process is included at the back of this document.
The Work Based Assignments which are included in the programme form an integral part of the programme and lead to a greatly enhanced understanding of the content and improved application in the workplace. Deadline dates are given for submission and all assignments are expected to be complete by their deadlines. It is the line manager’s responsibility to encourage and support their member of staff to complete the assignments.
This programme is compulsory for managers nominated by their line manager.

Further cohorts at various levels are planned for the future, and details will be available on the Intranet or Department of Health Internet pages. Dates are set in accordance with demand. Please send in nomination forms as need is identified.
Please note that: If, after being advised that a place has been allocated the nominee fails to attend or notifies us less than five days before the event a cancellation fee will be charged.
