Transport Infrastructure and RegulationTo provide and promote safe and efficient infrastructure for travel, transport and navigation to meet the needs of the Island's internal and external traffic, covering:

Functions and Responsibilities:Drainage: Sewage Treatment and DisposalTreatment and disposal of sewage; local area sewerage networks, comprised in over 40 statutory drainage districts. (But seven of the Local Authorities, in main population centres, undertake these statutory functions themselves.) All-Island septic tank emptying service, and sewage sludge treatment. Preparation of drainage legislation. Highways: Road Safety TrainingPreparation of vehicle and driver safety regulations and other legislation relating to road traffic; testing of vehicles and drivers. Road Traffic Commissioners (regulation of Public Service Vehicles); policy on registration and licensing of vehicles, and licensing of drivers, (administered by Treasury as agents of the Department); provision and maintenance of highways, car parks and public paths; traffic management; preparation of highways legislation; road closures. Agency agreements with local authorities (e.g. Douglas Corporation clean the Borough's streets on behalf of the Department). Land Drainage - maintenance of the statutory "main rivers" and their banks (which are comprised in eight land-drainage catchment areas). Preparation of land drainage legislation. Property (not forming part of the Department's operational responsibilities):Ownership of the Animal By-Products Plant and the Meat Processing Plant Works Division:The Works Division provides a civil engineering and building contracting service on a preferred client / contractor basis to the Department's internal clients and to other Departments of Government when available. The Division is formed from the five sections; Engineering Works, Building Works, Transport & Plant, Quarries and Support Services employing over four hundred staff. Click here to visit the Highways Website Harbours:The eight statutory harbours at: Douglas (including 24 hour harbour control and the Sea Terminal Passenger facilities); RoRo Linkbridge at Douglas; Laxey; Ramsey (including the Queen's Pier); Peel; Port Erin; Port St. Mary; Castletown; and Derbyhaven. The harbours variously provide berthing and mooring facilities for cargo and passenger vessels, fishing vessels, pleasure craft. 3 swing bridges. Harbour cranes.
