Survey/Audit Fees
Fees and charges for cargo ships include fees for carrying out surveys or audits worldwide; these fees are charged based on geographic areas and are a single fixed fee. The only additional fee charged is the return flight costs for the Surveyor/Auditor to attend. All flight fees are charged at cost.
These fixed fees include the completion of general inspections, pre-registry surveys, ISM audits, ISPS verifications and ILO inspections (where appropriate) carried out on a vessel during the same visit by the surveyor.
| Work undertaken in the Isle of Man | £900 |
| Work undertaken in the United Kingdom | £2300 |
| Work undertaken in the European zone | £2600 |
| Work undertaken in the Middle Eastern and Africa zone | £2800 |
| Work undertaken in the Americas zone | £3400 |
| Work undertaken in the Asian zone | £3700 |
| Work undertaken in the Australasian zone | £3900 |
A map showing the geographic areas can be found in the current Regulations.
For newbuild vessels or vessels undergoing major modifications there is an option available to pay a fixed fee for all services, certification and approvals required, these also include the cost of travel.
It should be noted that any agency fees incurred in getting a Surveyor to and from a vessel will be for the operators account; our fees cover getting the Surveyor to the port of Survey and their return to the Island.
Certification and Approvals
All 5 year statutory certification is currently charged at £565; certificates issued for less than 5 years will be charged at £114 per year.
Exemption, extensions or letters of comfort are charged at £225 for assessment and issue.
ILO Inspection reports are issued at a fee of £280 per report.
Ship Security Plans are assessed by the Isle of Man Ship Registry, the first plan assessment and approval is charged at £1010, any subsequent plan submitted will be charged at £510; and the assessment and approval of a sister vessel (same plan different name) plan will be charged at £60.
Other plans and manuals may be approved by the Ship Registry, with each plan being charged at £225 per plan and £60 for a sister vessel plan.
Crew Accommodation plans are assessed and approved at £350 and include (where requested) a Document of Compliance.
Cargo Ship Alternate Fees Scheme
Once a vessel has registered in the Isle of Man and has satisfactorily completed its initial ISM and ISPS assessments the operator may choose to opt into the Alternate Fees Scheme.
This scheme allows an operator to spread the cost of Survey and Certification by the Ship Registry with a monthly payment; this payment is currently £200.
Once enrolled in the scheme vessels are entitled to two visits from a Ship Registry Surveyor in a 5 year period and the completion of:
- intermediate and renewal audits of the ship’s Safety Management System in accordance with the ISM Code;
- intermediate and renewal verifications for compliance with the International Ship and Port Facility Security Code; and
- inspection for compliance with ILO Convention No. 178 Inspection of Seafarers Living and Working Conditions adopted on 22 October 1996;
- the issue of any certificate, document of compliance or report associated with sub-paragraph (1) except for the issue of a CSR; and
- the issue of any ships statutory certificate replacing one previously issued by the Department, except for the issue of a CSR.
This fee also covers all the costs of a Surveyors travel including flights, again it does not include any Agents fees that the operator may incur.
Fees for the issuance of CSR documents, Exemptions, Extensions and letters of comfort/dispensation are not included in this scheme and will be charged at the normal rate.
Passenger Ships
Passenger ships are treated somewhat differently when it comes to fees for survey and audit with fees being based on a ‘daily rate’ including all costs of the Surveyor’s travel and subsistence costs. Current fees for work within the Isle of Man are £690 per day and £1300 per day anywhere else in the world. Surveyor down time (travelling or waiting) is charged at £570 per day no matter where.
Passenger Ship Safety Certificates are issued by the Ship Registry and incur a fee of £340.
Passenger Ships cannot be enrolled in the Alternate Fees Scheme.
Further details of survey and certification fees may be found in the current Regulations or if you would like a quotation please contact marine.survey@gov.im with full details.
