How the Strategic Plan has Evolved

The formulation of the Strategic Plan has been a lengthy process which has incorporated much public consultation, debate and discussion along the way.

The first step in the process was the consultation on an Issues Report which framed the matters which would be covered by the Strategic Plan. This was published in May 2000. A Draft Plan was then produced in July 2001, which was the subject of public consultation from July to October 2001. Following the debate on this Plan, the Department produced a proposed modifications document in October 2004.

The modified Plan was the subject of a Public Inquiry under the supervsion of an independent Inspector. The Inspector not only considered the Draft Plan but also the changes proposed by the Department in early November 2004. The Department then considered the implications of the Inspector's Report and accepted his recommendation that there was a need to carry out more survey work to ensure that the assumptions in the Plan were sound and robust. To meet this requirement, the Department carried out in-house studies of both residential and employment land availability and commissioned consultants to investigate the transport implications of the Plan. Taking on board the findings of the research and Inspector's recommendations, the Department published the Modified Draft Written Statement for public consultation from 26 April 2007 to 25 May 2007. This included an Island Spatial Strategy - Key Diagram In conjunction, the Department also produced its Response to the Inspector's Report.

Following this consultation period, the Department took into account the representations made and, as a consequence, made further changes to the Plan. This final version has been adopted by the Department and was debated in Tynwald at its July 2007 sitting. Arising therefrom, Tynwald approved an Order, which will bring the adopted Plan into operation on 1 August 2007. Work will now commence on the preparation of Area Plans.
