Structure and Functions

The Department of Local Government and the Environment is probably the most diverse of all the Central Government Departments on the Island. The work of the Department affects everyone in the Isle of Man.

The Minister of the Department is the Hon Mr J P Shimmin MHK, and the other Members of the Department are Mrs C. M. Christian MLC, Mr J Watterson BA (Hons) ACA MHK and Mr D Butt MLC.

The Department consists of 4 Directorates, and is also responsible for the Government Laboratory and the Waste Operations Management Unit.

Whilst retaining personal responsibility for the Environment, Safety and Health Directorate, the Corporate Services Directorate and Govenment Analyst's Laboratory, the Minister has delegated specific authority and responsibility to the other elected Members of the Department for particular areas of activity as shown below:-

DOLGE Structure

The Chief Executive of the Department is Mr K A Kinrade who is also the Accounting Officer for the Department under the Financial Regulations and Capital Procedures.

The Department’s statutory responsibilities are extremely wide-ranging, and include:-

  • responsibility for determining housing policy, acting as a functioning Housing Authority and responsibility for the supervision of all other Housing Authorities;
  • responsibility for supervising all Local Authorities in the performance of their functions;
  • responsibility for a wide range of services designed to safeguard the health and physical safety of the public and their environment;
  • responsibility for the Island’s town and country planning policies;
  • operating the development control process as the Island’s Planning Authority, a function delegated to a Planning Committee;
  • determining which parts of the Island and buildings are of special architectural or historic interest and ensuring that the same are safeguarded;
  • responsibility for estates management, including the Government landbank;
  • responsibility for regulating waste management and disposal activities;
  • determining policy and setting standards for Building Control and acting as the appropriate authority for inspection and enforcement for the Island, except for the Borough of Douglas, the District of Onchan and the Town of Peel;
  • administering various schemes under which financial assistance is available for the purchase or improvement of property, including special provisions relating to Conservation Areas;
  • providing a specialised, scientific service through the Government Analyst’s Laboratory which, amongst other things, monitors earth, water and air quality and keeps a watching brief on radioactive substances.
