STRATEGY FOR HEALTH
The purpose of this document is to provide direction to all parties concerned, directly or otherwise, in delivering services which influence the health of the Isle of Man population.
The health of the population is not solely governed by the activities of the Isle of Man NHS. It is a broad concept with a number of other fundamental determinants. These are discussed within this document under the heading of "Fundamental Determinants of Health"
. As it is accepted that health and well-being are determined by a wider range of factors than health services alone, so the scope of the Strategy for Health extends beyond the remit of the Department of Health and Social Security to include most other Government Departments in an integrated development programme.
The structure of the document is intended to represent a logical progression from a brief "position statement"
on current health status, identifying priorities for the strategy via the main causes of illness and death, to definition of specific objectives for the strategy and the common issues which underpin them, to the explanation of fundamental determinants of health and then the Framework for Health lmprovement itself.
This is the key section of the document, outlining as it does the means through which the strategic objectives may be achieved. This is an implicit statement of health priorities as the measures contained in the framework are those designed to achieve the explicit aims of the Isle of Man Government in this field.
