Organisation

The Department of Health and Social Security (DHSS) is the largest employer in the Isle of Man, with over 3000 members of staff in a huge variety of professions. The DHSS was formed in 1986 when the Health Services Board joined with the Board of Social Security. This new Department was given responsibility for the health and social care needs of everyone living in the Island. This includes a huge number of different services such as hospital care, doctors, dentists, ambulance, mental health care, social workers and residential care. The Department is also responsible for the Social Security needs of Manx residents, providing state pensions, child benefit, sickness benefit and jobseekers allowance to name a few.

To provide these services, the Department divides itself into three Divisions:

Alan's initial career was in teaching 1961-63 in England and 1967-68 in Canada. Partner in the family building partnership 1963-67. Career in banking from 1968 with the Isle of Man Bank to 1972; Union-Fidelity Trustee Co Ltd, Sydney, Australia to 1973, Slater Walker (IOM) Ltd to 1976, Rea Brothers (IOM) Ltd to 1980, (first Manager and Company Secretary) and BA Australia Ltd, Bank of America, Sydney, Australia to 1983, (Administration Manager and Company Secretary). Joined Eagle Star (International Life) Ltd as Company Secretary in 1983 and Executive Director of various Manx and foreign subsidiaries. From 1992 as Chartered Company Secretary in Public Practice.

DHSS Senior Management Team (SMT)

The Department's Senior Management Team (SMT) provides commentary and advice to the Minister and Members on the implications of factors affecting the delivery of services.

The SMT seeks to develop itself as a "think tank" for the overall direction of the Department, to generate initiatives and ideas that are not covered by the remit of other groups or committees and to make recommendations accordingly to the Minister and the Department.

David Killip Chief Executive
David Killip

David Killip who is a Manxman, is a career Civil Servant who joined the Isle of Man Civil Service in 1976. His first appointment was with the Health Services Board, a forerunner organisation to the DHSS, of which he is now Chief Executive.

Following various appointments throughout government, in the Departments of Education, Environment, Personnel Office and Chief Secretary's (Cabinet) Office, David was appointed to his first CEO post at the Department of Home Affairs, in July 2001. He became Chief Executive Officer of the Department of Health and Social Security in June 2003.

His academic qualifications in Public Administration majored in Economics, together with Administrative and Constitutional Law. He is an alumnus of the UK Civil Service "Top Management Programme" and the Executive Education faculty at the John F Kennedy School of Government at Harvard University

David is married with two children and two step-sons. In his leisure time his interests include motorcycling, history and the music of the 1970s. He is a fanatical supporter of Everton F.C.

Lesley KeenanChief Operating Officer / Deputy Chief Executive
Lesley Keenan

Lesley became Chief Operating Officer / Deputy Chief Executive on 1st January 2008. Lesley has day-to-day accountability for driving and co-ordinating the performance of DHSS operational services outcomes, with particular focus on corporate performance and value for money.

Lesley’s background is in HR and Training Management, most recently in the public sector at both regional and national level in the UK. She has also worked in the private sector in the manufacturing and service sectors. Lesley has a master’s degree in HR Management and is a Chartered Fellow of the Chartered Institute of Personnel and Development.

Simon Jackson Director of Finance
Simon JacksonSimon joined the Isle of Man Government in April 2001 as Financial Management Adviser in the Treasury; he then moved to act as Finance Director in the Department of Home Affairs. In May 2007 Simon took up the challenging post of Finance Director in the DHSS.

Simon has been involved in a number of Government projects and initiatives such as financial recovery packages developed in response to the Foot & Mouth crisis in the United Kingdom, the New Prison project, Isle of Man Government annual Budget/Business planning cycle and Sale and Leaseback arrangement for the Incinerator.

Simon is a Fellow of the Chartered Association of Certified Accountants and is a qualified Prince 2 Practitioner.

Prior to moving to Government, Simon has worked in the fields of Merchant Banking, Life Assurance and Corporate Finance.

Julia KayeDirector of Human Resource Management
Julia Kaye

Julia became Director of HRM in October 2008. Julia started her career in retail management; she then moved into the utilities industry and spent 10 years with the Manx Electricity Authority her last post being Finance and Customer Service Manager. Since moving to work in the Government in 1999 Julia has worked in the central Government Personnel Offices as Recruitment Manager and Employee Relations Advisor before moving to the DHSS in 2003 to take up post of HRM Support Manager, within the HRM Directorate. Julia has recently finished a two and a half year secondment as Project Manager for the modernisation of pay, terms and conditions for health and mental health services staff. Julia has a Post Graduate Diploma in Management and is a Licentiate Member of the Chartered Institute of Personnel and Development.

Mike Harrington Director of Estates
Mike Harrington

Mike has a degree in Civil Engineering and previously worked in the private sector and was involved in the construction of large civil engineering and building projects. Mike came to the Island for the construction of the Sulby Reservoir and after leaving at the end of the contract, he returned in 1986.

In 1996 Mike was appointed Deputy Director of ESD and in 2003 was appointed as Director following significant involvement in bringing the new Noble’s Hospital on line. Mike is responsible for directing and managing maintenance of the properties which makes up the DHSS Estate. In addition, he oversees DHSS capital projects and renovation/refurbishment of new and existing projects.

Norman McGregor Edwards Director of Health Strategy and Performance
Norman McGregor Edwards

After completing a degree in English from the University of Sheffield, Norman spent 19 years in the RAF before working in industry, and then as a practice/fund manager in 2 large GP practices in England. During this period he completed an MBA with the Open University.

In 1994, he became a general manager in the NHS in Glasgow, focussing mostly on primary care and community services. His last post was General Manager (North) for services North of the Clyde.

In 2001, he became Director of Health and Social Services in the Falkland Islands, an Overseas Territory in the South Atlantic, before taking up his current post, Director of Health, Strategy and Performance in the Isle of Man, in 2005.

Kenny Crellin Director of Social Security
Kenny Crellin

Ken is also a career civil servant, having joined the civil service in 1972 straight from the Douglas High School for Boys. His first appointment was at the Highway and Transport Board (now DoT) in the accounts section, followed by a period in the vehicle licensing section.

He joined the the Board of Social Security in 1979 as a Visiting Inspector and remained with the organisation undertaking a variety of roles including Head of Compliance and Head of Contributions Section until 1996, when he was promoted to Assistant Secretary (Public Service) and later Head of Operations within the Personnel Office.

Ken returned to the Department in December 2003 as Director of Social Security.

Dr Parameswaran Kishore Director of Public Health
Dr Kishore

Dr Parameswaran Kishore (Kish) moved to Isle of Man in November 2001 to take up the post of Consultant in Public Health Medicine in the DHSS. Prior to his arrival in the Isle of Man, Kish was the Director of Public Health in Redbridge and Waltham Forest Health Authority in North East London; previously he has held Consultant posts in Sheffield, Barking and Havering and Lambeth Southwark and Lewisham Health Authorities.

Kish trained as a doctor in Thiruanthapuram, Karala in India and worked in hospital posts in the UK since 1981. He entered Public Health medicine in 1988 and trained in the former South East Thames Regional Health Authority obtaining MSc, MBA and MFPHM during his training.

In addition to being the Director of Public Health, Kish is also the lead for Health Protection, which is his sub speciality. Kish also leads the Island’s preparations for dealing with Pandemic Flu working with several others. Kish has a special interest in Immunisation and Vaccination and would “like to see Public Health working more closely with the public to address their concerns and enable them to make healthy choices”.

Andrew Swithinbank Director of Social Services

Andrew Swithinbank

Andrew Swithinbank has taken up the role as Director of Social Services after serving nearly four years as Assistant Director for Social Services, responsible for Adult Services. Prior to coming to the Isle of Man, he was Director of the European Institute of Social Services – a centre of excellence in Research and Development, international project management and training in innovative social care. This included advising East European countries on establishing and modernising Social Services for children and adults. Andrew has worked in the leadership team of Kent Social Services in policy and community liaison roles after holding several development and management positions in voluntary organisations. He was educated at Lancaster and Colorado Universities.

Paul Harper

Paul Harper, Director of Information Strategy & Development

Paul has worked in the public sector since leaving school. After winning a national sponsorship from the UK DHSS he initially studied building services engineering in London and returned to his sponsors where he worked for several years at the Regional Health Authority. He then moved to District, Unit and then a Trust within the UK NHS holding a variety of engineering, technology and general management posts. He joined the DHSS in 1995 as Director of Estates and was then seconded in 1999 to deal with Y2K issues across the DHSS. Before moving to IT in 2004 he was Acting Director of Corporate Affairs. Paul chaired one of the Working Groups arising from the "Good Friday Agreement" on behalf of the Chief Minister from 2002 to late 2008 and has for a number of years has been the DHSS representative on various UK NHS IT and ehealth fora. He is the Departments lead on telemedicine and ehealth and in June 2009 his Directorate joined the Finance Directorate.

In addition to his honours degree in engineering he is a Chartered Mechanical Engineer, holds Masters degrees in Healthcare Ethics and International Business, post-graduate qualifications in teaching and practitioner research and is a fellow of various professional bodies.

David GibsonDavid Gibson, Deputy Director of Social Services

Having completed a Sociology Degree in Newcastle upon Tyne, David was appointed as a Trainee Hospital Social Worker for the Newcastle Area Health Authority.

He undertook Social Work training in Newcastle and worked in various Practice and Management roles in Durham County Council Services and undertook post graduate Management training.

He was a District Manager for Social Services in Durham and his last post was a Commissioning Manager for South West Durham before coming to the Island as Deputy Director of Social Services in 1993.

Since being on the Island, David completed an earlier version of the Senior Management Development Programme and undertook some Corporate roles in relation to the “Way Ahead” as well as being a member of the Steering Group for the Senior Management Development Programme.

Part of his role as Deputy Director has been to Chair the Island Child Protection Committee, a multi agency group which has come a long way and has faced many difficult challenges, and still has a long way to go. Their greatest challenge is to use a fully corporate approach in response to a range of critical and social issues.

Tony LeverTony Lever, Assistant Director (Adults Services)

Tony joined the Department in 2004 and took up his current post as Acting Assistant Director (Adults) in November 2007 having previously been the General Manager for Learning Disability Services. The remit for this Assistant Director post includes older people and people with physical and learning disabilities.

Tony has a first degree in economics and administration and a Masters degree in community care obtained from the University of Keele. Tony has had a wide ranging career and prior to joining Social Services on the Island, he was the Care and Support Director for a Yorkshire based housing association. His previous experience also includes training and consultancy and he has significant private sector experience.

Steve Chell

Steve Chell, Assistant Director for Mental Health

Steve Qualified as a Registered General Nurse in 1987 (working predominantly in elderly care and renal nursing). He qualified as a Registered Health Visitor in 1996. Steve came to the Island in November 2000. Initially he worked as a generic Health Visitor; then moved to the Drug and Alcohol Team in 2001 and was manager of this team from 2003 – 2008. In addition to his nursing / health visiting qualifications, Steve has a BA(Hons) in ‘Health and Community Studies’; BSc(Hons) in Community Health Care Nursing’ and a MBA.

Tony Jones

Tony Jones, General Manager Primary Healthcare

Apart from two years in the private sector, Tony has been in the IOM Civil Service all his working life. His first appointment in 1970 was as an Administrative Officer in the then Assessment Board which dealt with the collection of Government rates and the compilation of all-Island voters’ lists. In 1978 he was promoted to an Executive Officer position in the Income Tax Office and a subsequent further promotion saw him join the Health Services Board in 1983. Tony has held a number of positions within what became the Health Services Division of the DHSS, including Family Practitioner Services Manager, Primary Care Development Manager and Deputy Head of Division. He was appointed to his current post of General Manager, Primary Healthcare in 2005.

Barbara Scott

Barbara Scott, Noble's Hospital Manager

Barbara moved to the Isle of Man in 1996 after completing 17 years in the UK NHS. Barbara had held various Nursing posts and General Manager posts and had worked at many North West Hospitals during this time.

In 1997 took up a part-time post as a Nurse in Occupational Health and following this was appointed to the Deputy Hospital Manager post in 1998. This involved the day to day management of the Hospital and the management of the clinical and non-clinical support services.

Barbara held this post until 2008 and has now been appointed as Hospital Manager.

Bev CritchlowBev Critchlow, Chief Nurse Advisor

Bev is based at Noble’s Hospital and has 29 years of nursing and midwifery experience after qualifying as a nurse and midwife in the early 1980s. She spent much of her career working in acute hospital settings in the North West of England and held numerous senior nurse and general management positions.

Bev came to the Island to take up her present post in 2000. She is responsible for the strategic and professional leadership of nurses and midwives on the Island, and along with the Medical Director, has co-leadership responsibility for patient safety and clinical governance at the hospital. She has management responsibility for the Clinical Governance Directorate, which includes Practice and Professional Development, Risk Management and Patient Safety, Complaints, Claims and Litigation and Clinical Audit. Bev chairs the Island’s Nursing and Midwifery Advisory Council where all matters related to nursing are debated, decided and planned. From this Council the Department is advised about all matters relating to the profession’s strategic direction.

Bev’s keen interests are ensuring the fundamental aspects of nursing care are at the heart of all that our nurses do and involving patients and the public in healthcare decision making at every possible opportunity.

Jan Mellows

Jan Mellows, Manager, DHSS Business Support Team / Public Relations.

Jan Mellows is Manager of the Department‘s Business Support Team/Public Relations and has 30 years of public sector experience.

She joined the Department in 1978 and trained as a registered mental health nurse (RMN) and then a registered general nurse (RGN), working for a time as a Community Psychiatric Nurse (CPN) before moving into a senior management role in the mental health service. In 1990, Jan was recruited as Service Manager - Quality by Isle of Man Hospitals, which included a period as Service Manager for the Medical Unit. During her time with Isle of Man Hospitals, Jan created the Welcomers Volunteer Service, service wide staff induction programme day and led the development of a standard setting/audit programme within nursing services.

In 1998, she was seconded to the Chief Executive's Office as the Department’s strategic lead for public relations/media, customer service and communication, a position made permanent in 2005. Part of this role has been to develop the Department’s quality and customer service and communication strategies and public relations/media function.

Jan is Editor of the Department’s InTouch staff newsletter, an important communication tool, with an online function and a circulation of 1,500, including employees and local/UK media organisations. Jan was a founding member of a joint private/public sector Isle of Man Quality Forum which ran for 2 years, with over 50 members and aimed to share best practice among the Isle of Man business community.

Jan has a Master’s degree in Total Quality Management and Organisational Excellence and is a member of the Chartered Institute of Public Relations (MCIPR).
