About us
The Isle of Man Constabulary CSI department consists of a Detective Sergeant, three Detective Constables and a support technician.
The Detective Sergeant is currently Grahame Bell who performs the function of a Scientific Support Manager (SSM). It is his responsibility to ensure the day-to-day smooth running of the department and to prioritise and allocate jobs to the Crime Scene Investigators (CSIs).
In addition, he runs the various scientific budgets and authorises all submissions to the forensic science providers. These submissions are monitored to ensure that best practice is followed and best value principles adhered to. In this way he ensures that all forensic opportunities are explored in a proportionate manner.
When serious crimes occur, it is the responsibility of the SSM to oversee the forensic provision and establish a forensic strategy with the Senior Investigating Officer (SIO). In these cases it is his responsibility to ensure that the SIO is made aware of all potential forensic lines of enquiry and, in order to do so, he remains fully up to date with current science.
The CSIs are currently Detective Constable Andrew Haddock, Detective Constable Alison Thomas and Detective Constable Linda Murray.
It is their responsibility to examine all crime scenes (from the simplest Criminal Damage to a Murder) for fingerprints and forensic evidence. They are also responsible for recording the crime scene using photography, video and by making comprehensive notes.
They must ensure that all exhibits are recovered and packaged appropriately. They must always be aware of potential cross-contamination between the crime scene, the victim and the suspect, and take appropriate measures to prevent the evidence becoming tainted.
They will also attend all suspicious deaths, to ensure that the cause of death is adequately established to the satisfaction of the Coroner.
All of the officers on the department can be called to attend court to give evidence in any of these matters. Our support technician is currently Mr Barry Ramsey. Barry is responsible for the production of photographic albums for court, the routine maintenance of the departmental equipment, the forensic exhibit store and the submission of DNA to the forensic science provider.
Barry has recently passed a course at Harperley Hall and qualified as a Volume Crime Scene Investigator (VCSI). This means that he can now examine relatively minor crimes, such as thefts from motor vehicles when the department is busy. This additional resource enables us to maximise the service we are able to provide to the public on the Island, especially when major crimes tie up our regular CSIs.
