Licence Validations

The Isle of Man Aircraft Registry (IOMAR) validates licences issued by appropriate contracting states to the Convention on International Civil Aviation (ICAO) and accept the licensing/medical certificate variations/exemptions issued by the State of Licence Issuance (the "Licensing Authority") unless specified otherwise. We do not issue personnel licences.

Isle of Man Aircraft Registry Certificates of Validation are issued for 3 years.

Validity of Certificates of Validation is contingent upon the continued validity of the licence itself and all attached privileges. Therefore if the licence held is not current and valid, the Certificate of Validation is also not current and would be invalid. 

Any non-compliance by the licence holder with the Licencing Authority, its regulations and or exemptions would in our view invalidate the licence and therefore invalidate the IOMAR Certificate of Validation.

The IOMAR only issues Certificates of Validation that are without restriction to a particular aircraft registration or type/class, for:

  • Flight Crew Licences (FCL);
  • Aircraft Maintenance Engineer Licences (AME).

A Certificate of Validation shall only be issued by the Isle of Man Aircraft Registry (IOMAR) if the licence has been issued by an acceptable state and is a valid, signed and current document.

Licences acceptable to the IOMAR are those issued by:

  • the United Kingdom;
  • EASA member states;
  • Other contracting states to ICAO that hold a satisfactory Effective Implementation (EI) score for Personnel Licensing (PEL), Legislation (LEG) and Organisation (ORG) audit areas.

The IOMAR shall accept Aircraft Maintenance Engineer licences  that are either:

  • Type rated (e.g. EASA / CASA Part 66); or
  • Non type rated (e.g. FAA A&P / TCCA “M”).

The IOMAR shall not validate licences issued by:

  • a State in receipt of an ICAO Significant Safety Concern (SSC);
  • a State in receipt of an FAA IASA Category 2 finding;
  • a State which is not a signatory to ICAO;
  • Russia or Belarus.

Additionally, the IOMAR shall not validate the following Flight Crew Licences:

  • FAA private pilot certificates issued on the basis of a foreign pilot licence licences made under 14 CFR 61.75;
  • FAA Temporary Airman Certificate (TAC) issued to a newly qualified pilot ahead of the provision of an initial first issue full licence. If there is a delay in the full initial FAA Airman Certificate(AC) being issued a TAC can be accepted when it is accompanied by, as a minimum, a FAA search showing that the AC has been issued and its number OR an official FAA letter, confirming the AC issuance and its number.

NOTE: IOMAR will accept a TAC when additions or changes are being made to an existing full FAA Certificate. In such cases, a copy of the original full licence must also be provided to us. Validations will only be issued for the period of validity of the TAC. A copy of the newly issued full licence should be provided to the IOMAR as soon as the holder has received it. On presentation to the IOMAR of the re-issued licence, the validity period of the certificate of validation will be updated to 3 years.

The following are requirements for FCL validations issued by the Isle of Man Aircraft Registry (IOMAR):

Aircraft operators are accountable for ensuring that:

  • their crew are appropriately trained and maintain currency to the required standard as outlined in RP4-Guidance to Operators;
  • only flight crew that meet these requirements shall operate the aircraft in accordance with its particular Operational Approval(s).

THE APPLICANT FOR A FCL VALIDATION MUST HOLD:

  • a valid signed and current flight crew licence;
  • a valid English language proficiency endorsement for radio communication at Level 4 or higher;
  • a current, signed and valid medical certificate, as appropriate for the licence;
  • appropriate radiotelephony privileges.

Flight crew of M-Registered aircraft must:

  • hold a current Certificate of Validation of their flight crew licence issued by the IOMAR;
  • not exceed the privileges of the host licence;
  • carry a copy of the validation with the licence during operations;
  • comply with any restrictions or conditions imposed by the Licensing Authority (including their variations/exemptions);
  • satisfy themselves that the exercise of their licence privileges remains in accordance with the requirements and conditions imposed by the Licencing Authority;
  • maintain competency, currency/experience and any other licensing requirement specified by the State of Licence issuance;
  • comply with any separate requirements and/or validations which may be required by the State of Operator;
  • advise the IOMAR of any changes to their licence that is detailed on the validation certificate.

Any non-compliance by the licence holder with the Licencing Authority, its regulations and or exemptions would in our view invalidate the licence and therefore invalidate the Certificate of Licence Validation.

The following are requirements for AME validations issued by the Isle of Man Aircraft Registry (IOMAR):

Aircraft operators are accountable and responsible for ensuring that the aircraft is kept in an airworthy condition. Please also refer to RP9 Airworthiness Management for further guidance and information.

The holder of an AME licence that has been validated by the IOMAR may issue a Certificate of Release to Service (CRS) for an ‘M’ registered aircraft only if the host licence provides the holder with privileges for the type/class of the particular ‘M’ registered aircraft.

The applicant of an AME validation must:

  • hold a valid signed and current AME licence;
  • record and certify all maintenance completed under the authority of the validation in accordance with Article 28 of the Air Navigation (Isle of Man) Order 2015 as amended and append the full validation number of the certificate adjacent to their signature;
  • not exceed the privileges of the host licence;
  • observe the privileges, all limitations, conditions or restrictions specified on the host licence;
  • comply with all licence conditions and requirements specified by the State of licence issuance;
  • maintain competency, currency/experience and any other licensing requirement specified by the State of Licence issuance;
  • advise the IOMAR of any changes to their licence that is detailed on the validation certificate;
  • hold a copy of the validation with their licence.

Please ensure all documents are signed and readable.

Information supplied on applications and the associated documents, may be provided to other regulatory authorities and/or external agencies at their request.

A certificate of validation for a licence can be renewed up to 60 days prior to the expiration date of the current validation.

Submission of application:

  • Application should be sent by email to [email protected] by the licence holder;
  • If an Operator wishes to apply for the validation on behalf of the licence holder they must copy in the licence holder when submitting the application.

Invoice and Payment for Validation:

  • The fee can be found here;
  • Invoices should be paid for prior to the Certificate of Validation being issued;
  • Invoices for validations will be issued in the name of the licence holder;
  • Applicants have 14 working days to make payment;
  • Payment can be made via our online payment page and is a very quick process;
  • If payment confirmation is not sent to Isle of Man Aircraft Registry (IOMAR), the application will be cancelled.

If there are different invoicing requirements, such as a different debtor, this must be clearly stated at the point of application.

Issue of Validation:

  • Allow a minimum of two working days for the processing and issue of the Certificate of Licence Validation;
  • The IOMAR issues all certificates in digital format and more information can be found here;
  • On initial issue, the Certificate of Validation will only be sent to the email address’s provided in section 3 of the application form.
