Report of the Independent Review Team
The Report of the Independent Review Team was recently considered by the Council of Ministers, which agreed that the interests of public information and debate, the report should be published. However, the Council of Ministers stresses that any decisions on its recommendations will be a matter for the next Government.

The report makes a total of 48 recommendations including looking at alternative means of delivering services to the public, reorganisation and renaming of Departments, greater transparency and accountability, and more ‘joined-up Government’ with stronger central functions.
In particular, it recommends the creation of a new Department of Corporate Development as the driver for the changes and pursuit of value for money which are at the heart of the report.
The Ministerial system should be retained, says the report, but there should be greater emphasis on national government and less on local issues, with politicians leading the development of policy rather than managing implementation. It recommends further consideration be given to reform of local government to create local authorities of sufficient size to take over more services from central government.
