The Pilot Manx Agri-environment Scheme which started in 2002 is a voluntary scheme administered by DEFA (previously DAFF) Agriculture Directorate. The aims of the Scheme are threefold:
1. to reward ecologically sound farming methods;
2. to support Manx rural communities,
3. to maintain the distinctive and beautiful landscape that traditional farming practices have created.

The current situation sees the first cohort of farms in the Pilot Scheme set to finish their second 5 year agreement in March 2012. After 10 years as a Pilot Scheme it is an opportune (and overdue) time to re-evaluate the Scheme with a view to launching a new Agri-Environment Scheme in April 2012.

The Control of Employment Act 1975, which provides the legislative basis for the system of work permits the Island has today, is now more than 35 years old. The current Act derives from earlier work permit legislation which was introduced in the 1950s; this was intended to safeguard employment opportunities for unskilled manual workers at a time when many had to leave the Island to seek work outside the visitor season. Today the Island has a vigorous and diverse economy which requires a workforce with a huge number and range of skills and expertise but our work permit legislation has not kept up with this transformation in the nature of our work. The Department welcomes your contribution to the consultation process.
